【摘要】：無論對于世界還是中國,新能源的發(fā)展都意義重大。新能源的開發(fā)和利用將有助于減少二氧化碳排放、應(yīng)對化石能源的枯竭、降低對化石燃料的依賴,并能滿足全球日益增長的能源需求,長期維持相對穩(wěn)定的能源價格。太陽能光伏產(chǎn)業(yè)作為我國的戰(zhàn)略性新興產(chǎn)業(yè),在政策拉動下,用了幾年時間走完了很多產(chǎn)業(yè)的百年路程,然而2011年以來,歐美“雙反”、產(chǎn)能過剩、補(bǔ)貼取消等,使光伏產(chǎn)業(yè)直接步入寒冬。目前我國正在通過增加國內(nèi)光伏發(fā)電裝機(jī)容量、鼓勵科技投入、優(yōu)化商業(yè)模式等方式,將有形之手與無形之手的力量結(jié)合起來,推動我國光伏產(chǎn)業(yè)走向新的輝煌。本文以揚(yáng)州市太陽能光伏產(chǎn)業(yè)發(fā)展為主要研究內(nèi)容,綜述了國內(nèi)外理論界對太陽能光伏產(chǎn)業(yè)發(fā)展問題展開的相關(guān)研究和取得的若干研究成果,對光伏產(chǎn)業(yè)發(fā)展進(jìn)行了一般理論分析,對當(dāng)代新能源和全球光伏產(chǎn)業(yè)發(fā)展概況,對我國太陽能光伏產(chǎn)業(yè)的發(fā)展過程、特點和不足進(jìn)行了分析,對我國太陽能光伏產(chǎn)業(yè)的發(fā)展趨勢進(jìn)行了預(yù)測可以判斷,認(rèn)為我國光伏產(chǎn)業(yè)雖然面臨產(chǎn)能過剩、發(fā)展失衡、技術(shù)制約的短期壓力,但從長遠(yuǎn)來看我國光伏產(chǎn)業(yè)總體發(fā)展情況向好,產(chǎn)業(yè)規(guī)模仍將保持平穩(wěn)增長,國內(nèi)規(guī)模化光伏市場將逐步擴(kuò)大,產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化和轉(zhuǎn)型會是未來一段時期內(nèi)的主要課題。文章通過對揚(yáng)州市太陽能光伏產(chǎn)業(yè)發(fā)展現(xiàn)狀進(jìn)行調(diào)研后認(rèn)為揚(yáng)州在太陽能光伏關(guān)鍵技術(shù)的研發(fā)和重大科技成果產(chǎn)業(yè)化方面取得了重大突破,集聚了一大批世界知名企業(yè),建立了包括信息、研發(fā)、融資、檢測等在內(nèi)的一系列平臺。揚(yáng)州在太陽能光伏產(chǎn)業(yè)方面擁有門類齊全的各種主流電池制造技術(shù),包括多晶硅、單晶硅、砷化鎵、銅銦鎵硒、硅基等。目前,全市擁有太陽能光伏企業(yè)60家,2013年完成規(guī)模以上工業(yè)產(chǎn)值234.2億元,該產(chǎn)業(yè)產(chǎn)業(yè)鏈健全,產(chǎn)業(yè)規(guī)模較大,產(chǎn)業(yè)集群已經(jīng)形成。本文對揚(yáng)州市太陽能光伏產(chǎn)業(yè)競爭力運用波特鉆石模型和SWOT分析法相結(jié)合進(jìn)行分析,得出對揚(yáng)州市太陽能光伏產(chǎn)業(yè)總體競爭力的評價結(jié)果：認(rèn)為揚(yáng)州市太陽能光伏產(chǎn)業(yè)發(fā)展基礎(chǔ)較好,在全省乃至全國有著良好的發(fā)展前景和市場潛力,但也存在企業(yè)良莠不齊,自主創(chuàng)新能力不強(qiáng),技術(shù)研發(fā)能力落后,光伏產(chǎn)業(yè)體系和相關(guān)配套政策不完善,市場競爭激烈等因素。在此基礎(chǔ)上,本文認(rèn)為揚(yáng)州市的太陽能光伏產(chǎn)業(yè)未來發(fā)展目標(biāo)為光伏產(chǎn)業(yè)科技創(chuàng)新體系進(jìn)一步完善,在規(guī)模、高端裝備、關(guān)鍵技術(shù)、品牌、光伏發(fā)電、商業(yè)化推廣應(yīng)用等領(lǐng)域力爭在國內(nèi)率先取得較大突破。按照千億級支柱性產(chǎn)業(yè)目標(biāo),爭取到十二五期末,光伏產(chǎn)業(yè)鏈年產(chǎn)值達(dá)到1000億元,產(chǎn)業(yè)鏈更加完善,產(chǎn)業(yè)競爭優(yōu)勢更加明顯。發(fā)展思路為確立太陽能光伏產(chǎn)業(yè)的發(fā)展目標(biāo),繼續(xù)強(qiáng)化規(guī)劃引導(dǎo)；加大本地龍頭企業(yè)的培育力度,重點服務(wù)大項目和大企業(yè)；加大科技投入力度,加快技術(shù)創(chuàng)新；開拓應(yīng)用市場,迅速調(diào)整策略。建議政府健全和發(fā)揮行業(yè)協(xié)會的自律作用；政策調(diào)控應(yīng)更加理性；深化和助推光伏產(chǎn)業(yè)科技創(chuàng)新；以重大項目建設(shè)作為產(chǎn)業(yè)動力；搶抓和用好歷史機(jī)遇；鞏固和拓展國際國內(nèi)光伏市場；鼓勵和擴(kuò)大光伏發(fā)電應(yīng)用規(guī)模。
[Abstract]:The development and utilization of new energy will help to reduce carbon dioxide emissions, cope with the depletion of fossil energy, reduce dependence on fossil fuels, meet the growing global energy demand and maintain a relatively stable energy price for a long time. For China's strategic emerging industries, driven by the policy, it took several years to complete the 100-year journey of many industries. However, since 2011, the European and American "double-reaction", overcapacity, subsidies cancelled, so that the photovoltaic industry directly into the cold winter. In this paper, Yangzhou solar photovoltaic industry development as the main research content, summarized the domestic and foreign theoretical circles on the development of solar photovoltaic industry related research and achieved a number of research results. The development of photovoltaic industry is analyzed in general theory. The development of new energy and global photovoltaic industry is summarized. The development process, characteristics and shortcomings of solar photovoltaic industry in China are analyzed. Unbalanced development and short-term pressure of technological constraints, but in the long run, the overall development of China's photovoltaic industry is better, the scale of the industry will remain stable growth, the domestic large-scale photovoltaic market will gradually expand, and the optimization and transformation of the industrial structure will be the main topic in the future. After investigating the development status of the solar photovoltaic industry, Yangzhou has made great breakthroughs in the research and development of key technologies and industrialization of important scientific and technological achievements, gathered a large number of world-famous enterprises, and established a series of platforms including information, research and development, financing, testing and so on. At present, there are 60 solar photovoltaic enterprises in the city. The industrial output value above the scale reached 23.42 billion yuan in 2013. The industrial chain is sound, the industrial scale is large, and the industrial cluster has been formed. The competitiveness of Yangzhou solar photovoltaic industry is analyzed by the combination of Porter diamond model and SWOT analysis method. The evaluation results show that Yangzhou solar photovoltaic industry has a good foundation for development, and has a good development prospect and market potential in the whole province and even the whole country. However, there are still some good and bad enterprises in Yangzhou. On this basis, the future development goal of Yangzhou solar photovoltaic industry is to further improve the scientific and technological innovation system of the photovoltaic industry, in terms of scale, high-end equipment, key technology, brand, photovoltaic. According to the target of 100 billion-class pillar industries, the annual output value of the photovoltaic industry chain will reach 100 billion yuan by the end of the 12th Five-Year Plan, the industrial chain will be more perfect and the competitive advantage of the industry will be more obvious. Strengthen planning guidance; strengthen the cultivation of local leading enterprises, focus on serving large projects and enterprises; increase investment in science and technology to speed up technological innovation; open up and apply markets, quickly adjust strategies. Technological innovation; Major projects as the driving force of the industry; Grasp and make good use of historical opportunities; Consolidate and expand the international and domestic photovoltaic market; Encourage and expand the scale of photovoltaic power generation applications.
