我國(guó)制造業(yè)科技潛力評(píng)價(jià)研究

【摘要】:進(jìn)入21世紀(jì)以來(lái),我國(guó)已經(jīng)成為名副其實(shí)的制造業(yè)大國(guó),但遠(yuǎn)還不是制造業(yè)強(qiáng)國(guó)。挖掘制造業(yè)科技潛力,加快制造業(yè)轉(zhuǎn)型,提升制造業(yè)競(jìng)爭(zhēng)力,成為我國(guó)在日趨激烈的全球化競(jìng)爭(zhēng)環(huán)境中求生存、求發(fā)展的必然選擇。目前,國(guó)內(nèi)外學(xué)者對(duì)制造業(yè)科技潛力相關(guān)研究主要呈現(xiàn)兩方面特點(diǎn):一方面,對(duì)制造業(yè)的評(píng)價(jià)研究主要集中在競(jìng)爭(zhēng)力、新型化、信息化、技術(shù)創(chuàng)新能力和技術(shù)創(chuàng)新效率等方面,多是對(duì)制造業(yè)發(fā)展現(xiàn)狀的評(píng)價(jià)研究,對(duì)于制造業(yè)未來(lái)科技發(fā)展?jié)摿Φ难芯肯鄬?duì)匱乏。另一方面,學(xué)者們對(duì)科技潛力的相關(guān)評(píng)價(jià)研究更多是集中在國(guó)家或者區(qū)域?qū)用?涉及產(chǎn)業(yè)層面的研究不足。本研究就是在前人研究基礎(chǔ)上,根據(jù)科技潛力影響要素構(gòu)建我國(guó)制造業(yè)科技潛力評(píng)價(jià)指標(biāo)體系,對(duì)我國(guó)制造業(yè)過(guò)去的發(fā)展進(jìn)行總結(jié),并對(duì)制造業(yè)當(dāng)前科技發(fā)展現(xiàn)狀做出分析,為提升我國(guó)制造業(yè)科技潛力,促進(jìn)我國(guó)由制造大國(guó)向制造強(qiáng)國(guó)轉(zhuǎn)型提供借鑒。本研究在對(duì)制造業(yè)科技潛力相關(guān)研究現(xiàn)狀進(jìn)行梳理的基礎(chǔ)上,首先對(duì)制造行業(yè)進(jìn)行重新歸類,并對(duì)制造業(yè)科技潛力內(nèi)涵進(jìn)行研究界定;然后,將制造業(yè)科技潛力的影響要素分為科技投入潛力、制造科技潛力、科技產(chǎn)出潛力、科技支撐潛力和科技擴(kuò)散潛力五個(gè)方面,由于科技潛力不僅和當(dāng)前科技能力相關(guān),也和科技能力的增長(zhǎng)性密不可分,因此以這兩類指標(biāo)的加權(quán)和為科技潛力評(píng)價(jià)標(biāo)準(zhǔn);最后,利用縱橫向拉開(kāi)檔次法對(duì)我國(guó)制造業(yè)24個(gè)行業(yè)整體科技潛力和科技分項(xiàng)潛力進(jìn)行評(píng)價(jià)研究,得出我國(guó)制造業(yè)科技潛力的發(fā)展現(xiàn)狀。通過(guò)對(duì)我國(guó)制造業(yè)科技潛力發(fā)展現(xiàn)狀的評(píng)價(jià)分析,得出以下結(jié)論:我國(guó)制造業(yè)科技潛力發(fā)展總體趨勢(shì)較為穩(wěn)定;近六年來(lái)我國(guó)制造業(yè)分行業(yè)科技投入潛力和科技產(chǎn)出潛力的穩(wěn)定性要優(yōu)于制造科技潛力、科技支撐潛力和科技擴(kuò)散潛力;整體科技潛力處于不同層級(jí)的行業(yè)科技潛力發(fā)展穩(wěn)定性不同,優(yōu)勢(shì)和劣勢(shì)科技分項(xiàng)潛力也有所差異。本研究最后根據(jù)我國(guó)制造業(yè)科技潛力的評(píng)價(jià)結(jié)果,結(jié)合K-均值聚類分析方法,對(duì)科技潛力處于強(qiáng)、較強(qiáng)、居中、較弱和弱的制造行業(yè)分別進(jìn)行對(duì)策研究,提出科技潛力提升的針對(duì)性政策建議。
[Abstract]:Since entering the 21 st century, China has become a real manufacturing country, but far from a manufacturing power. It is an inevitable choice for our country to seek survival and development in the increasingly fierce global competition environment by tapping the scientific and technological potential of manufacturing industry, speeding up the transformation of manufacturing industry and enhancing the competitiveness of manufacturing industry. At present, scholars at home and abroad mainly present two aspects of characteristics: on the one hand, the research on evaluation of manufacturing mainly focuses on competitiveness, new-type, information, technological innovation ability and technological innovation efficiency, etc. Most of the research is the evaluation of the current situation of manufacturing development, and the research on the future development potential of manufacturing industry is relatively scarce. On the other hand, scholars' research on the evaluation of science and technology potential is more focused on the national or regional level, involving the lack of research on the industrial level. This research is based on the previous studies, according to the scientific and technological potential factors to construct the scientific and technological potential evaluation index system, to summarize the past development of China's manufacturing industry, and to make an analysis of the current status of scientific and technological development of manufacturing industry. In order to enhance the scientific and technological potential of our manufacturing industry and promote the transformation from a large manufacturing country to a powerful manufacturing country, this paper provides a reference for reference. On the basis of combing the current situation of the research on the science and technology potential of manufacturing industry, this study firstly reclassifies the manufacturing industry and defines the connotation of the science and technology potential of the manufacturing industry. The factors affecting the scientific and technological potential of manufacturing industry are divided into five aspects: the potential of science and technology input, the potential of manufacturing science and technology, the potential of science and technology output, the potential of science and technology support and the potential of science and technology diffusion. It is also inextricably linked to the growth of scientific and technological capabilities, so the weighted sum of these two types of indicators is used as a criterion for evaluating the potential of science and technology; finally, The scientific and technological potential and itemized potential of 24 manufacturing industries in China were evaluated and studied by using the longitudinal and horizontal pull level method, and the development status of the scientific and technological potential of the manufacturing industry in China was obtained. Through the evaluation and analysis of the present situation of the development of the science and technology potential of our manufacturing industry, the following conclusions are drawn: the overall trend of the development of the science and technology potential of our manufacturing industry is relatively stable; In recent six years, the stability of science and technology input potential and science and technology output potential of manufacturing industry in China is better than that of manufacturing science and technology potential, science and technology support potential and science and technology diffusion potential. The development stability of the whole science and technology potential is different in different levels, and the advantages and disadvantages of the science and technology sub-potential are also different. Finally, according to the evaluation results of science and technology potential of manufacturing industry in our country, combined with the cluster analysis method of K-means, the countermeasures of manufacturing industry with strong, intermediate, weak and weak science and technology potential are studied separately. Put forward the targeted policy recommendations for enhancing the potential of science and technology.
