【摘要】：我國(guó)產(chǎn)業(yè)進(jìn)入結(jié)構(gòu)調(diào)整、轉(zhuǎn)型升級(jí)和創(chuàng)新驅(qū)動(dòng)階段,在產(chǎn)業(yè)演進(jìn)的過程中,技術(shù)要素的支持已成為必不可少的核心要素。我國(guó)軍工科研單位眾多,技術(shù)資源雄厚,但如何推進(jìn)軍工技術(shù)向民用產(chǎn)業(yè)轉(zhuǎn)移,使之與產(chǎn)業(yè)經(jīng)濟(jì)發(fā)展有機(jī)結(jié)合,進(jìn)而聚變成軍工單位和產(chǎn)業(yè)的資本,是值得深入研究的重要課題。本文作者就職于中國(guó)工程物理研究院(簡(jiǎn)稱:中物院)技術(shù)轉(zhuǎn)移中心,在實(shí)際工作中深刻體會(huì)到軍民兩用技術(shù)轉(zhuǎn)移對(duì)國(guó)民經(jīng)濟(jì)的發(fā)展起到了舉足輕重的作用,特別是中物院作為國(guó)內(nèi)高水平研究院所,更有義務(wù)和責(zé)任來推動(dòng)我國(guó)的軍民兩用技術(shù)轉(zhuǎn)移工作的發(fā)展。本文首先概述當(dāng)前軍工單位實(shí)施技術(shù)轉(zhuǎn)移業(yè)務(wù)的現(xiàn)狀,然后提出當(dāng)前軍民兩用技術(shù)轉(zhuǎn)移模式存在的問題,并以中物院軍民兩用技術(shù)轉(zhuǎn)移工作為例進(jìn)行深度剖析,闡述了中物院軍民兩用技術(shù)轉(zhuǎn)移的基礎(chǔ)與發(fā)展現(xiàn)狀,在此基礎(chǔ)上研究了本文的核心內(nèi)容:軍民兩用技術(shù)轉(zhuǎn)移的平行創(chuàng)新模式及其運(yùn)用,獲取了解決問題的思路與對(duì)策。最后,在前文研究的基礎(chǔ)上,進(jìn)一步對(duì)軍民兩用技術(shù)轉(zhuǎn)移的平行創(chuàng)新模式對(duì)加快軍民兩用技術(shù)轉(zhuǎn)移和實(shí)現(xiàn)產(chǎn)業(yè)化在宏觀和微觀層面上進(jìn)行了功能評(píng)價(jià)。
[Abstract]:China's industry has entered the stage of structural adjustment, transformation and upgrading, and innovation drive. In the process of industrial evolution, the support of technological elements has become an essential core element. Our country has a large number of military scientific research units and abundant technical resources, but how to promote the transfer of military industry technology to civilian industry so that it can be combined organically with the development of industrial economy, and then become the capital of military industrial units and industries. It is an important subject worthy of further study. The author works in the Technology transfer Center of the Chinese Academy of Engineering Physics. In his practical work, he deeply understands that the transfer of dual-use technology plays an important role in the development of the national economy. Especially, as a high level research institute in China, CMI has the duty and responsibility to promote the development of dual-use technology transfer in China. This paper first summarizes the current situation of technology transfer in military industrial units, then puts forward the problems existing in the current mode of dual-use technology transfer, and takes the dual-use technology transfer work of the Central Institute of property as an example for in-depth analysis. This paper expounds the basis and development status of the transfer of dual-use technology in Zhongwu Institute, and on this basis studies the core content of this paper: the parallel innovation mode and its application of the transfer of dual-use technology, and obtains the ideas and countermeasures to solve the problem. Finally, on the basis of the previous research, the paper further evaluates the function of parallel innovation mode of dual-use technology transfer on macro and micro level to accelerate the transfer and industrialization of dual-use technology.
