蘇丹油田EPC項(xiàng)目風(fēng)險管理研究

【摘要】:設(shè)計(jì)、采購、施工(Engineering、Procurement and Construction,以下簡稱EPC)總承包管理模式,在石化、水電、交通等工程規(guī)模大、技術(shù)難度高、建設(shè)周期長、投資金額大的工程項(xiàng)目中較為常用。對于承攬EPC項(xiàng)目的承包商來說,如何應(yīng)對從項(xiàng)目啟動到竣工投產(chǎn)這一系列復(fù)雜過程中各種因素對項(xiàng)目產(chǎn)生的影響而導(dǎo)致的對項(xiàng)目質(zhì)量、安全、工期、成本造成的波動,是擺在承包商面前的一個十分現(xiàn)實(shí)的問題。更特別的,對于在國際市場開展石油工程EPC總承包項(xiàng)目的承包商而言,國際政治局勢的波動性、EPC總承包項(xiàng)目管理的復(fù)雜性、利益相關(guān)方的多樣性、法律金融秩序的約束性、自然地理環(huán)境的異常性都增加了EPC總承包商承攬國際工程的風(fēng)險,需要加強(qiáng)風(fēng)險管理。 本文在研究EPC總承包項(xiàng)目管理模式及風(fēng)險管理理論知識的基礎(chǔ)上,以蘇丹油田EPC項(xiàng)目風(fēng)險管理為主要內(nèi)容,進(jìn)行了風(fēng)險識別、風(fēng)險評價及風(fēng)險應(yīng)對方面的研究,完成的主要工作如下: (1)分析了蘇丹油田工程項(xiàng)目管理模式及風(fēng)險管理的現(xiàn)狀,采用專家訪談法、資料查詢法、流程梳理法等有效方法,得出在外部環(huán)境風(fēng)險和項(xiàng)目執(zhí)行風(fēng)險這兩方面的12類32項(xiàng)風(fēng)險因素。 (2)對識別出的風(fēng)險因素,建立風(fēng)險評價指標(biāo)體系,采用調(diào)查問卷法、層次分析法和模糊綜合評價法對風(fēng)險因素逐一進(jìn)行評價,得到各個風(fēng)險因素的權(quán)重指標(biāo);通過綜合評價,判斷各類風(fēng)險的等級,得出經(jīng)濟(jì)風(fēng)險、法律風(fēng)險、設(shè)計(jì)風(fēng)險、采購風(fēng)險這4類風(fēng)險為較高等級風(fēng)險,需在風(fēng)險管理中重點(diǎn)應(yīng)對。 (3)在風(fēng)險應(yīng)對方面,首先提出了蘇丹油田EPC項(xiàng)目風(fēng)險應(yīng)對的總體策略,并針對上述4類較高等級風(fēng)險,提出了具體的風(fēng)險應(yīng)對措施。 本文研究結(jié)果,一方面對在蘇丹開展石油工程EPC項(xiàng)目建設(shè)提供了風(fēng)險管理的重點(diǎn)關(guān)注目標(biāo),提出了具體應(yīng)對措施;另一方面,本文給出了一套開展國際EPC總承包項(xiàng)目風(fēng)險識別、風(fēng)險評價、風(fēng)險應(yīng)對的有效方法,對于承包商在其他國家開展EPC項(xiàng)目風(fēng)險管理具有指導(dǎo)借鑒意義。
[Abstract]:The general contract management mode of design, procurement and construction (hereinafter referred to as EPC) is commonly used in petrochemical, hydropower, traffic and other engineering projects with large scale, high technical difficulty, long construction period and large investment amount. For the contractor of EPC project, how to deal with the fluctuation of project quality, safety, duration and cost caused by various factors in the complicated process from the start of the project to the completion and commissioning of the project, Is a very realistic question in front of the contractor. In particular, for contractors engaged in petroleum engineering EPC general contracting projects in the international market, the volatility of the international political situation is compounded by the complexity of project management, the diversity of stakeholders, and the binding nature of the legal and financial order. The anomaly of natural geographical environment has increased the risk of international engineering contracted by EPC contractor, so risk management should be strengthened. Based on the study of EPC general contracting project management model and risk management theory, this paper studies the risk identification, risk evaluation and risk management of EPC project in Sudan oilfield. The main works are as follows: (1) the paper analyzes the current situation of project management and risk management in Sudan oil field, and adopts effective methods, such as expert interview, data query, flow combing, etc. It is concluded that there are 12 types and 32 risk factors in external environment risk and project implementation risk. (2) risk evaluation index system is established for identified risk factors, and questionnaire method is used. AHP and fuzzy comprehensive evaluation method evaluate the risk factors one by one, get the weight index of each risk factor, through comprehensive evaluation, judge the grade of all kinds of risk, get the economic risk, legal risk, design risk, These four kinds of risks are high grade risks, which need to be dealt with in risk management. (3) in the aspect of risk management, the overall strategy of EPC project risk management in Sudan oilfield is put forward. In view of the above 4 kinds of higher-grade risks, the concrete risk countermeasures are put forward. The research results of this paper, on the one hand, provide the key target of risk management for the construction of petroleum engineering EPC project in Sudan, and put forward the concrete countermeasures; on the other hand, this paper gives a set of risk identification for the international EPC general contracting project. Risk evaluation, an effective method of risk response, has guiding significance for contractors to carry out EPC project risk management in other countries.
