【摘要】：HSE(Health、Safety and Environment)指健康、安全和環(huán)境,HSE管理是二十世紀(jì)八十年代后期發(fā)展起來(lái)的關(guān)于健康、安全和環(huán)境的管理方法。HSE管理是石化產(chǎn)業(yè)實(shí)現(xiàn)現(xiàn)代管理、走向國(guó)際大市場(chǎng)的準(zhǔn)行證。它是一種科學(xué)、系統(tǒng)、完善的管理體系,運(yùn)用管理學(xué)知識(shí)。在長(zhǎng)期石化生產(chǎn)過(guò)程中,其實(shí)際管理過(guò)程不斷得到補(bǔ)充和完善,為石化產(chǎn)業(yè)的發(fā)展提供保障。國(guó)內(nèi)企業(yè)在HSE管理體系運(yùn)行過(guò)程中都遇到不同方面和程度的問(wèn)題,及時(shí)分析這些問(wèn)題,是持續(xù)改進(jìn)HSE管理體系的必要條件。本研究的目的是通過(guò)對(duì)XX石化公司的深入分析,找出其在HSE管理實(shí)施過(guò)程中存在的不足,進(jìn)而針對(duì)具體的問(wèn)題提出切實(shí)可行的改進(jìn)方案,旨在幫助公司提高HSE管理水平,減少事故發(fā)生率,實(shí)現(xiàn)可持續(xù)發(fā)展。文章首先介紹了HSE管理體系的內(nèi)涵、特征、理念以及對(duì)其相關(guān)理論進(jìn)行了詳細(xì)的論述。通過(guò)對(duì)XX石化公司的實(shí)地調(diào)研,對(duì)現(xiàn)有的HSE管理體系進(jìn)行了詳細(xì)的考察,對(duì)HSE管理現(xiàn)狀進(jìn)行了詳細(xì)的分析,發(fā)現(xiàn)了XX公司在領(lǐng)導(dǎo)和承諾、組織及管理方法3個(gè)要素實(shí)施上的不足,并通過(guò)管理理念、執(zhí)行力及技術(shù)手段3個(gè)方面分析了不足的原因。然后筆者從HSE管理理念、優(yōu)化HSE人力資源管理及推動(dòng)HSE管理方法發(fā)展3個(gè)方面提出了相應(yīng)的改進(jìn)方案。同時(shí),從提升管理層對(duì)HSE管理的理解,提高HSE工作執(zhí)行力,建立激勵(lì)與約束機(jī)制,建立有效的HSE溝通手段等其他一些方面提出了改進(jìn)對(duì)策的保障措施。最后對(duì)文章進(jìn)行了總結(jié)。
[Abstract]:HSE (Health Safety and Environment) is the management method of health, safety and environment developed in the late eighties of the 20th century. HSE management is the license for petrochemical industry to realize modern management and move to the international market. It is a kind of science, system, perfect management system, use management knowledge. In the long-term petrochemical production process, its actual management process has been continuously supplemented and improved, providing a guarantee for the development of petrochemical industry. Domestic enterprises in the process of HSE management system operation are met with different aspects and degrees of problems, timely analysis of these problems is a necessary condition for continuous improvement of HSE management system. The purpose of this study is to find out the shortcomings of XX Petrochemical Company in the process of HSE management, and then to put forward a feasible improvement plan to help the company improve the level of HSE management. Reduce the incidence of accidents and achieve sustainable development. This paper first introduces the connotation, characteristics, concepts and related theories of HSE management system. Based on the field investigation of XX Petrochemical Company, this paper makes a detailed investigation on the existing HSE management system, analyzes the current situation of HSE management, and finds out that XX Company is leading and promising. Organization and management methods of the implementation of three elements of the deficiencies, and through the management concept, execution and technical means of three aspects of the lack of analysis of the reasons. Then the author puts forward the corresponding improvement plan from three aspects: the idea of HSE management, the optimization of HSE human resource management and the development of HSE management method. At the same time, this paper puts forward some countermeasures to improve the management's understanding of HSE management, improve the execution of HSE work, establish incentive and restraint mechanism, and establish effective HSE communication means. Finally, the article is summarized.
