文章摘要:本文將二氧化碳排放納入工業(yè)能源績(jī)效的評(píng)價(jià)體系之中,基于SBM方向距離函數(shù)及Luenberger指數(shù)測(cè)度了2000-2010年我國(guó)工業(yè)36個(gè)行業(yè)的能源效率與生產(chǎn)率,利用核密度估計(jì)分析了能源效率的動(dòng)態(tài)演進(jìn),并對(duì)其驅(qū)動(dòng)因素進(jìn)行了實(shí)證分析。研究結(jié)果表明:工業(yè)低碳能源效率高于傳統(tǒng)能源效率,其中制造業(yè)的低碳能源效率最高,其次為供應(yīng)業(yè),采掘業(yè)最低;考察期內(nèi)工業(yè)行業(yè)的最優(yōu)生產(chǎn)前沿不斷外移,低碳技術(shù)邊界越來(lái)越偏離規(guī)模報(bào)酬不變技術(shù);核密度分析可知,大多數(shù)工業(yè)行業(yè)由于生產(chǎn)率提高使得能源效率得到不同程度的改善;驅(qū)動(dòng)因素分析顯示,工業(yè)行業(yè)存在能源利用的規(guī)模經(jīng)濟(jì),能源結(jié)構(gòu)對(duì)行業(yè)能源績(jī)效具有顯著的抑制作用,資本深化對(duì)工業(yè)行業(yè)能源效率的影響為正,而對(duì)生產(chǎn)率具有顯著的負(fù)面影響,馬歇爾外部性與工業(yè)行業(yè)能源績(jī)效存在U型關(guān)系,本研究框架里不支持污染天堂假說(shuō)。
Abstr:Here,carbon dioxide emissions were taken into the industrial energy performance evaluation and based on SBM directional distance function and the Luenberger index,we measured dynamic changes in energy efficiency and productivity for China's 36 industries and decomposition from 2000-2010.We found that low carbon energy efficiency was higher than conventional energy efficiency.In the measure of low carbon energy efficiency,the energy efficiency of the manufacturing industry was the highest,followed by power,gas and water production and the supply industry.The optimal production frontier has been constantly shifting,the low carbon technology boundary has deviated more and more from the constant returns to scale technology.Influence factor analysis showed that the industry contains the economic scale of energy use;energy structures had a significant inhibition effect on energy efficiency and productivity of the industry;the capital deepening effect of low carbon energy efficiency in industry was positive and had a negative impact on green productivity;industry concentration showed a U relationship between the degree of significant industry low carbon energy efficiency and productivity.This research framework did not support the pollution haven hypothesis.
