【摘要】：隨著我國(guó)經(jīng)濟(jì)的迅速發(fā)展與社會(huì)需求的不斷提高，加油站作為石油銷(xiāo)售企業(yè)成品油銷(xiāo)售的零售終端，，日益成為石油企業(yè)利潤(rùn)的主要來(lái)源。得零售終端者得天下，已經(jīng)成為中石油、中石化、中海油等各大石油企業(yè)的共識(shí)，因此，各大石油企業(yè)都加大了對(duì)加油站的開(kāi)發(fā)力度，投入大量人力、物力，以求在新一輪的市場(chǎng)競(jìng)爭(zhēng)中處于有利地位。但是，加油站建設(shè)項(xiàng)目投資規(guī)模大，建設(shè)周期長(zhǎng)，涉及領(lǐng)域多且容易受到國(guó)家相關(guān)政策的影響等特點(diǎn)，都給加油站建設(shè)項(xiàng)目增加了風(fēng)險(xiǎn)。 本文從加油站建設(shè)項(xiàng)目風(fēng)險(xiǎn)管理現(xiàn)狀入手，在借鑒了國(guó)內(nèi)外相關(guān)領(lǐng)域關(guān)于項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)研究成果的基礎(chǔ)上，結(jié)合加油站建設(shè)項(xiàng)目的特點(diǎn)，采用定量分析與定性分析、理論研究和實(shí)際研究相結(jié)合的方法進(jìn)行研究。對(duì)中油大慶銷(xiāo)售分公司加油站建設(shè)項(xiàng)目風(fēng)險(xiǎn)管理進(jìn)行了全面的分析。在風(fēng)險(xiǎn)識(shí)別方法的基礎(chǔ)上，將中油大慶銷(xiāo)售分公司加油站建設(shè)項(xiàng)目的風(fēng)險(xiǎn)影響因素分為三個(gè)階段進(jìn)行分析，即前期開(kāi)發(fā)階段、施工建設(shè)階段和投入運(yùn)營(yíng)階段。根據(jù)不同階段的特點(diǎn)，風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)，并通過(guò)問(wèn)卷調(diào)查的方法獲取評(píng)價(jià)的第一手?jǐn)?shù)據(jù)，然后對(duì)有效數(shù)據(jù)進(jìn)行整合，根據(jù)已經(jīng)建立的評(píng)價(jià)模型對(duì)不同階段的風(fēng)險(xiǎn)因素進(jìn)行分析和評(píng)價(jià)，最后得出中油大慶銷(xiāo)售分公司加油站建設(shè)項(xiàng)目的不同階段的風(fēng)險(xiǎn)評(píng)價(jià)結(jié)果，根據(jù)具體的評(píng)價(jià)結(jié)果并結(jié)合中油大慶銷(xiāo)售分公司加油站建設(shè)項(xiàng)目的實(shí)際情況對(duì)加油站建設(shè)項(xiàng)目的前期開(kāi)發(fā)階段、施工建設(shè)階段和投入運(yùn)營(yíng)階段提出了科學(xué)合理的風(fēng)險(xiǎn)應(yīng)對(duì)策略，以此提高中油大慶銷(xiāo)售分公司加油站建設(shè)項(xiàng)目的風(fēng)險(xiǎn)應(yīng)對(duì)能力。
[Abstract]:With the rapid development of economy and the continuous improvement of social demand, gas station, as the retail terminal of oil sales enterprise, has become the main source of oil enterprise profit. It has become a consensus among the major oil enterprises such as PetroChina, Sinopec, CNOOC and so on that the retail terminal has won the world. Therefore, all major oil enterprises have increased their efforts to develop gas stations and have invested a great deal of manpower and material resources. In order to be in a new round of market competition in a favorable position. However, the characteristics of gas station construction project, such as large scale of investment, long construction period, many fields involved and easy to be affected by relevant national policies, all increase the risk to the gas station construction project. This paper starts with the present situation of risk management of gas station construction project, on the basis of referring to the research results of project risk evaluation in relevant fields at home and abroad, combining the characteristics of gas station construction project, adopts quantitative analysis and qualitative analysis. The method of combining theoretical research with practical research is studied. The risk management of gas station construction project of CNPC Daqing sales Branch is analyzed comprehensively. On the basis of the risk identification method, the risk factors of the gas station construction project of CNPC Daqing sales Branch are divided into three stages, namely, the early stage of development, the stage of construction and the stage of putting into operation. According to the characteristics of different stages, risk evaluation indicators, and through the method of questionnaire survey to obtain the first-hand data of evaluation, and then the effective data integration, According to the evaluation model that has been established, the risk factors in different stages are analyzed and evaluated. Finally, the risk evaluation results of different stages of the gas station construction project of CNPC Daqing sales Branch are obtained. According to the concrete evaluation results and combined with the actual situation of the gas station construction project of CNPC Daqing sales Branch, this paper puts forward scientific and reasonable risk coping strategies for the preliminary development stage, construction stage and operational stage of the gas station construction project. In order to improve CNPC Daqing sales branch gas station construction project risk coping ability.
