【摘要】：2009年以來，軍民融合受到社會(huì)各界的廣泛關(guān)注，真正實(shí)現(xiàn)軍民融合式發(fā)展已成為當(dāng)務(wù)之急。實(shí)踐證明，產(chǎn)業(yè)集群作為推動(dòng)經(jīng)濟(jì)增長(zhǎng)的重要手段，在促進(jìn)軍民技術(shù)雙向轉(zhuǎn)移和推動(dòng)軍工經(jīng)濟(jì)與地方經(jīng)濟(jì)融合發(fā)展方面發(fā)揮著越來越重要的作用，，是保障軍民融合規(guī)模發(fā)展的有效途徑。當(dāng)前，我國(guó)已有24家軍民融合產(chǎn)業(yè)示范基地，是軍民融合產(chǎn)業(yè)發(fā)展的主力軍。 “十二五”時(shí)期，豐臺(tái)區(qū)提出“一軸兩帶四區(qū)”的空間戰(zhàn)略布局。結(jié)合世界產(chǎn)業(yè)發(fā)展趨勢(shì)、國(guó)家產(chǎn)業(yè)結(jié)構(gòu)調(diào)整，以及北京市產(chǎn)業(yè)空間布局和豐臺(tái)科技園自身的產(chǎn)業(yè)積累，豐臺(tái)科技園園區(qū)將工作重點(diǎn)聚焦在軍民融合、應(yīng)急救援、軌道交通與節(jié)能環(huán)保產(chǎn)業(yè)基地的建設(shè)上來。2013年，豐臺(tái)科技園也開始從事軍民融合產(chǎn)業(yè)規(guī)劃，提出發(fā)展航空航天、信息技術(shù)、衛(wèi)星應(yīng)用、裝備制造四大集群產(chǎn)業(yè)，逐步加入到軍民融合集群化發(fā)展的陣營(yíng)中來。 本論文將以豐臺(tái)科技園為例，通過對(duì)國(guó)內(nèi)外產(chǎn)業(yè)集群、軍民融合理論發(fā)展現(xiàn)狀，豐臺(tái)科技園軍民融合產(chǎn)業(yè)基地建設(shè)現(xiàn)狀等進(jìn)行研究，提出豐臺(tái)科技園產(chǎn)業(yè)集群對(duì)軍民融合具有促進(jìn)作用的假設(shè)。本文建立了產(chǎn)業(yè)集群與軍民融合評(píng)價(jià)指標(biāo)體系，構(gòu)建了統(tǒng)計(jì)模型并進(jìn)行統(tǒng)計(jì)分析，結(jié)果顯示：豐臺(tái)科技園產(chǎn)業(yè)集群發(fā)展到某一臨界程度之前，產(chǎn)業(yè)集群對(duì)軍民融合的促進(jìn)作用是逐漸增加的；而超過這一臨界程度之后，該促進(jìn)作用是逐漸減小的；在園區(qū)產(chǎn)業(yè)集群達(dá)到一定成熟度之后，將不再對(duì)軍民融合產(chǎn)業(yè)的發(fā)展產(chǎn)生影響。本文還根據(jù)實(shí)證分析結(jié)果，提出促進(jìn)豐臺(tái)科技園軍民融合產(chǎn)業(yè)發(fā)展的策略：前期以航空航天、衛(wèi)星應(yīng)用、信息技術(shù)和裝備制造四大產(chǎn)業(yè)集群的發(fā)展推動(dòng)園區(qū)軍民融合產(chǎn)業(yè)的總體發(fā)展，并在此基礎(chǔ)上，提出了詳細(xì)的發(fā)展策略，為豐臺(tái)科技園軍民融合產(chǎn)業(yè)集群化發(fā)展諫言獻(xiàn)策。
[Abstract]:Since 2009, civil and military integration has received wide attention from all walks of life, and it has become an urgent task to realize the development of military and civil integration. Practice has proved that industrial clusters, as an important means to promote economic growth, play an increasingly important role in promoting the two-way transfer of military-civilian technology and the integration and development of military and local economies. It is an effective way to ensure the scale development of military and civilian integration. At present, China has 24 military and civil fusion industry demonstration bases, is the main force of military and civil integration industry development. In the period of the twelfth five-year plan, Fengtai District put forward the spatial strategic layout of "one axis, two belts and four districts". In the light of the world industrial development trend, the adjustment of the national industrial structure, and the industrial spatial distribution in Beijing and the industrial accumulation of Fengtai Science and Technology Park itself, Fengtai Science and Technology Park will focus its work on the integration of the military and the people, emergency rescue, In 2013, Fengtai Science and Technology Park began planning for the integration of military and civilian industries, proposing the development of four major cluster industries: aerospace, information technology, satellite applications, and equipment manufacturing. Gradually joined the military and civilian integration of the development of the camp. This paper will take Fengtai Science and Technology Park as an example, through the domestic and foreign industry cluster, the military and civilian integration theory development present situation, Fengtai Science and Technology Park military and civilian fusion industry base construction present situation and so on carries on the research. The hypothesis that the industrial cluster of Fengtai Science and Technology Park can promote the integration of military and civilian is put forward. In this paper, the evaluation index system of industrial cluster and military-civilian integration is established, and the statistical model is constructed and analyzed. The results show that the industrial cluster of Fengtai Science and Technology Park developed to a certain critical level before it reached a certain critical level. The promoting effect of industrial cluster on the integration of military and civilian is increasing gradually, but beyond this critical level, the promoting effect is gradually reduced; after the industrial cluster of the park reaches a certain degree of maturity, Will no longer have an impact on the development of civil-military integration industries. Based on the results of empirical analysis, this paper also puts forward some strategies to promote the development of military-civilian integration industry in Fengtai Science and Technology Park. The development of four industrial clusters of information technology and equipment manufacturing promotes the overall development of the military and civil fusion industry in the park. On the basis of this, the detailed development strategy is put forward to offer suggestions for the development of the military and civil fusion industry cluster in Fengtai Science and Technology Park.
