國家電網(wǎng)建設(shè)業(yè)主項目部目標(biāo)管理體系的研究

【摘要】:電網(wǎng)建設(shè)項目目標(biāo)管理是國家電網(wǎng)建設(shè)項目管理成功的關(guān)鍵。近年來隨著國家電網(wǎng)建設(shè)的快速發(fā)展,電網(wǎng)建設(shè)全面推行業(yè)主項目部管理制度,改革推進“大建設(shè)”管理體系,電網(wǎng)建設(shè)項目逐漸與國家各項建筑市場乃至國際接軌,因為尚處于項目管理特別是業(yè)主項目部管理的推行改革階段,電網(wǎng)建設(shè)項目管理在理論和實踐方面均與國際、國內(nèi)先進水平差距很遠(yuǎn)。因而,結(jié)合國家電網(wǎng)建設(shè)項目目標(biāo)管理的實際實施情況及其存在的問題,探討更為有效的電網(wǎng)建設(shè)項目目標(biāo)管理模式是一項迫切的研究工作,對提高電網(wǎng)建設(shè)項目管理的執(zhí)行力及提高整個電網(wǎng)建設(shè)的管理水平都具有重要意義。本研究以電網(wǎng)建設(shè)業(yè)主項目部的目標(biāo)管理為主要研究內(nèi)容,在深入學(xué)習(xí)項目管理和目標(biāo)管理理論的基礎(chǔ)上,從電網(wǎng)建設(shè)業(yè)主項目部目標(biāo)管理體系的構(gòu)建的角度出發(fā),在細(xì)致分析內(nèi)外影響因素的基礎(chǔ)上,從整體協(xié)調(diào)的角度出發(fā),制定出業(yè)主項目部目標(biāo)管理體系構(gòu)建步驟,設(shè)計出業(yè)主項目實施目標(biāo)管理的方法、途徑、整體檢查網(wǎng)絡(luò)及評價體系。本研究對國家電網(wǎng)建設(shè)業(yè)主項目部目標(biāo)管理評價體系的構(gòu)建進行了全面分析和論述,并從建設(shè)項目的項目管理及質(zhì)量、安全、技術(shù)、造價管理等幾個方面的目標(biāo)展開較全面的分析和論述,并設(shè)計出相應(yīng)的目標(biāo)工作評價體系,旨在實現(xiàn)通過加強電網(wǎng)建設(shè)業(yè)主項目部的目標(biāo)管理,達到提高電網(wǎng)建設(shè)項目管理水平的構(gòu)想。本文的主要研究內(nèi)容及其結(jié)論可以概括為:1、以項目管理及目標(biāo)管理的理論為基礎(chǔ),結(jié)合國內(nèi)外相關(guān)研究領(lǐng)域的論述和觀點。通過簡要介紹當(dāng)前國家電網(wǎng)建設(shè)及發(fā)展改革思路的總體概況,以及國家電網(wǎng)建設(shè)業(yè)主項目部組織架構(gòu)體,結(jié)合當(dāng)前國家電網(wǎng)建設(shè)項目管理中存在的問題,分析了目標(biāo)管理在電網(wǎng)建設(shè)業(yè)主項目部管理中應(yīng)用的意義,進而導(dǎo)出本文的研究課題,即國家電網(wǎng)建設(shè)業(yè)主項目部目標(biāo)管理體系的研究;2、通過對電網(wǎng)建設(shè)項目業(yè)主項目部運作模式的分析,對業(yè)主項目部目標(biāo)管理體系的形式、實施途徑、執(zhí)行步驟、檢查網(wǎng)絡(luò)等因素進行了闡述。提出實施電網(wǎng)建設(shè)業(yè)主項目部目標(biāo)管理體系的構(gòu)建方法,制定相應(yīng)的目標(biāo)工作評價體系;3、基于對電網(wǎng)建設(shè)項目組織內(nèi)各專業(yè)化因素的界定和劃分,實現(xiàn)對建設(shè)項目各專業(yè)化因素的職責(zé)要求和目標(biāo)指向的全面歸納和總結(jié),制定出相應(yīng)的電網(wǎng)建設(shè)業(yè)主項目部目標(biāo)管理及評價體系。
[Abstract]:The goal management of power grid construction project is the key to the success of national grid construction project management. In recent years, with the rapid development of national power grid construction, the management system of owner project department has been fully implemented in power grid construction, and the management system of "large construction" has been reformed and promoted. The power grid construction projects are gradually in line with the national construction market and even the international market. Because it is still in the reform stage of project management, especially the management of owner project department, the management of power grid construction project is far from the international in theory and practice, and the advanced level in our country is far behind. Therefore, it is an urgent research work to discuss the more effective target management mode of power grid construction project, combining with the actual implementation situation and the existing problems of the national grid construction project objective management. It is of great significance to improve the execution ability of power grid construction project management and the management level of the whole power grid construction. This research takes the objective management of the owner project department of power grid construction as the main research content, based on the in-depth study of project management and objective management theory, from the point of view of the construction of the objective management system of the owner project department of power grid construction. Based on the detailed analysis of the internal and external factors, and from the perspective of overall coordination, the author formulates the steps of constructing the objective management system of the owner's project department, and designs the methods and ways for the owner's project to implement the objective management. The main research contents and conclusions of this paper can be summarized as: 1, based on the theory of project management and objective management, combined with the domestic and foreign related research fields. Through a brief introduction of the general situation of the current state grid construction and development reform, as well as the organizational structure of the project department of the owner of the state grid construction, the problems existing in the current state grid construction project management are discussed. This paper analyzes the significance of the application of the objective management in the management of the owner project department of the power grid construction, and then derives the research topic of this paper, that is, the research of the objective management system of the owner project department of the state grid construction; 2. By analyzing the operation mode of the owner project department of the power grid construction project, the paper expounds the form of the owner project department objective management system, the way of implementation, the execution steps, the examination of the network and so on. This paper puts forward the construction method of implementing the objective management system of the owner project department of power grid construction, and formulates the corresponding target work evaluation system, which is based on the definition and division of the specialized factors in the power grid construction project organization. The objective management and evaluation system of the owner's project department of power grid construction has been established by summing up and summing up the responsibilities and objectives of the professional factors of the construction project.
