【摘要】：能源，是國家發(fā)展的助推器，也是社會(huì)進(jìn)步的瓶頸。石油、天然氣供給是能源安全的重要部分。 “中國奇跡”世人矚目，經(jīng)濟(jì)的快速騰飛令人喟嘆。然而，中國經(jīng)濟(jì)的保障——能源安全，尤其是油氣安全卻令人擔(dān)憂。自1993年起，中國石油的消費(fèi)量開始超過產(chǎn)量，成為石油凈進(jìn)口國，而且供求缺口越來越大。東北的老油田產(chǎn)量持續(xù)下降，西北內(nèi)陸油田勘探與開采技術(shù)待提升，沿海尤其是南海油田爭議不斷難以順利開發(fā)，國內(nèi)供給難以滿足強(qiáng)大的需求。中國石油供給對外依賴越來越大。天然氣的情況與此類似。 中亞里海地區(qū)油氣資源豐富，是21世紀(jì)世界油氣開發(fā)的中心和主要的能源供應(yīng)地之一，它與波斯灣、西伯利亞并稱為世界三大能源供應(yīng)地。哈薩克斯坦不僅是里海沿岸油氣資源最豐富的國家，，同時(shí)也是產(chǎn)量最多增速最快的國家。中哈油氣資源合作優(yōu)勢與劣勢并存，但總體前景良好。 本文分為五個(gè)部分：第一部分對中國的油氣供求現(xiàn)狀作了分析；第二部分分析了哈薩克斯坦的油氣供給狀況；第三部分論述了中哈油氣資源合作的優(yōu)勢；第四部分探討了中哈油氣資源合作的劣勢；最后第五部分提出了相關(guān)的政策建議。
[Abstract]:Energy is the booster of national development and the bottleneck of social progress. The supply of oil and natural gas is an important part of energy security. However, China's economic security-energy security, especially oil and gas security is worrying. Since 1993, China's oil consumption has exceeded production, becoming a net importer of oil, and a growing gap between supply and demand. The production of the old oil fields in Northeast China continues to decline, the exploration and production technology of inland oil fields in Northwest China need to be improved, the disputes in coastal areas, especially in the South China Sea, are constantly difficult to develop smoothly, and the domestic supply is difficult to meet the strong demand. China's oil supply is increasingly dependent on external sources. The Caspian Sea region in Central Asia is rich in oil and gas resources and is one of the major energy suppliers in the world in the 21st century. It is regarded as the world's three largest energy suppliers along with the Persian Gulf and Siberia. Kazakhstan is not only the largest source of oil and gas along the Caspian Sea, but also the fastest-growing country in terms of production. The paper is divided into five parts: the first part analyzes the present situation of oil and gas supply and demand in China, the second part analyzes the oil and gas supply situation of Kazakhstan; The third part discusses the advantages of Sino-Kazakh oil and gas resources cooperation; the fourth part discusses the disadvantages of Sino-Kazakh oil and gas resources cooperation; finally, the fifth part puts forward the relevant policy recommendations.
