煤炭行業(yè)循環(huán)經(jīng)濟(jì)發(fā)展模式及應(yīng)用研究

【摘要】:煤炭是我國(guó)的主要能源,煤炭行業(yè)是我國(guó)重要基礎(chǔ)產(chǎn)業(yè),在我國(guó)國(guó)民經(jīng)濟(jì)中發(fā)揮著極其重要的作用。發(fā)展循環(huán)經(jīng)濟(jì)是煤炭行業(yè)貫徹落實(shí)科學(xué)發(fā)展觀的具體實(shí)踐、轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式、實(shí)現(xiàn)可持續(xù)發(fā)展的必然選擇。 本研究以煤炭行業(yè)循環(huán)經(jīng)濟(jì)發(fā)展模式為研究對(duì)象,在總結(jié)國(guó)內(nèi)外相關(guān)研究成果的基礎(chǔ)上,綜合運(yùn)用清潔生產(chǎn)、生態(tài)工業(yè)園、產(chǎn)業(yè)生態(tài)學(xué)、循環(huán)經(jīng)濟(jì)及可持續(xù)發(fā)展理論,應(yīng)用文獻(xiàn)檢索、實(shí)地調(diào)研和系統(tǒng)思考等方法,根據(jù)循環(huán)經(jīng)濟(jì)的基本原理,基于產(chǎn)業(yè)生態(tài)學(xué)和價(jià)值創(chuàng)新視角對(duì)煤炭行業(yè)循環(huán)經(jīng)濟(jì)發(fā)展模式進(jìn)行了深入探討和系統(tǒng)分析。 基于產(chǎn)業(yè)生態(tài)學(xué)視角,煤炭行業(yè)循環(huán)經(jīng)濟(jì)發(fā)展模式,是礦區(qū)產(chǎn)業(yè)生態(tài)系統(tǒng)在自然、經(jīng)濟(jì)和社會(huì)因素的共同作用下,在綠色生產(chǎn)力成為社會(huì)發(fā)展的主要推動(dòng)力的前提下形成的。煤炭行業(yè)循環(huán)經(jīng)濟(jì)的發(fā)展模式也是具有煤炭行業(yè)特色的產(chǎn)業(yè)共生網(wǎng)絡(luò)所呈現(xiàn)的共生組合方式。本研究從共生單元、角色界定、地位界定、連接方式和組織形式等五個(gè)方面,對(duì)礦區(qū)產(chǎn)業(yè)的共生組合方式進(jìn)行了系統(tǒng)分析。 基于價(jià)值創(chuàng)新視角,煤炭行業(yè)循環(huán)經(jīng)濟(jì)發(fā)展模式突破了傳統(tǒng)發(fā)展的客戶邊界、需求邊界、行業(yè)邊界和產(chǎn)業(yè)鏈邊界,將利益相關(guān)者如礦區(qū)居民、政府等納入客戶范疇,以經(jīng)濟(jì)、社會(huì)和生態(tài)效益共贏及綜合價(jià)值最高為目的,突破了煤炭行業(yè)的邊界,按照資源充分開發(fā)、能量梯級(jí)利用、污染排放最低的要求,突破了產(chǎn)業(yè)鏈邊界,形成全社會(huì)的共贏循環(huán)。 為系統(tǒng)評(píng)價(jià)煤炭行業(yè)循環(huán)經(jīng)濟(jì)發(fā)展模式及其有效性,本研究利用層次分析法構(gòu)建了煤炭行業(yè)循環(huán)經(jīng)濟(jì)發(fā)展模式評(píng)價(jià)指標(biāo)體系,在專家打分的基礎(chǔ)上,得出各指標(biāo)的相對(duì)權(quán)重,并對(duì)新汶礦區(qū)、淮南潘謝礦區(qū)和鐵煤集團(tuán)礦區(qū)進(jìn)行了評(píng)價(jià)。結(jié)果表明新汶礦區(qū)處于循環(huán)經(jīng)濟(jì)發(fā)展的高級(jí)階段,,淮南潘謝和鐵煤集團(tuán)礦區(qū)處于中級(jí)水平。 最后采用系統(tǒng)動(dòng)力學(xué)方法,對(duì)鐵煤集團(tuán)礦區(qū)循環(huán)經(jīng)濟(jì)發(fā)展模式進(jìn)行模擬仿真,通過改變影響礦區(qū)生產(chǎn)經(jīng)營(yíng)的敏感參數(shù),選定四種情景模擬參數(shù)改變對(duì)礦區(qū)環(huán)境、經(jīng)濟(jì)和社會(huì)發(fā)展的影響。研究結(jié)論:參數(shù)變化對(duì)耕地面積、資源可采儲(chǔ)量、水資源和廢氣總量等參數(shù)有明顯影響;在滿足礦區(qū)經(jīng)濟(jì)增長(zhǎng)前提下,采用科學(xué)開采方式和規(guī)劃方法,可延緩耕地、水資源和可采儲(chǔ)量的減少,降低廢氣總量,提高礦區(qū)GDP。模擬仿真結(jié)果為鐵煤集團(tuán)發(fā)展循環(huán)經(jīng)濟(jì)指明了方向,有利于該礦區(qū)循環(huán)經(jīng)濟(jì)發(fā)展模式的構(gòu)建。
[Abstract]:Coal is the main energy of our country, the coal industry is the important basic industry of our country, and it plays an extremely important role in our national economy. Developing circular economy is the inevitable choice for coal industry to carry out the scientific development view, to change the mode of economic development and to realize sustainable development. This research takes the coal industry circular economy development pattern as the research object, summarizes the domestic and foreign related research results, synthetically uses the clean production, the ecological industrial park, the industry ecology, the circulation economy and the sustainable development theory. Based on the basic principles of circular economy and the perspective of industrial ecology and value innovation, the development mode of circular economy in coal industry is deeply discussed and systematically analyzed by the methods of literature retrieval, field investigation and systematic thinking. Based on the perspective of industrial ecology, the development model of circular economy in coal industry is formed under the joint action of natural, economic and social factors, and the green productivity becomes the main driving force of social development. The development mode of circular economy in coal industry is also the symbiotic combination mode presented by the industry symbiotic network with coal industry characteristics. In this paper, the symbiotic combination mode of mining industry is systematically analyzed from five aspects: symbiotic unit, role definition, status definition, connection mode and organization form. Based on the perspective of value innovation, the circular economy development model of coal industry breaks through the customer boundary, demand boundary, industry boundary and industry chain boundary of traditional development. For the purpose of win-win social and ecological benefit and the highest comprehensive value, it has broken through the boundary of coal industry, broken through the boundary of industrial chain and formed the win-win cycle of the whole society according to the requirements of full exploitation of resources, energy cascade utilization and the lowest emission of pollution. In order to systematically evaluate the development mode and effectiveness of circular economy in coal industry, the paper constructs the evaluation index system of circular economy development mode of coal industry by AHP, and obtains the relative weight of each index on the basis of scoring by experts. And the Xinwen mining area, Huainan Panxie mining area and iron coal group mining area were evaluated. The results show that Xinwen mining area is in the advanced stage of circular economy development and the Huainan Pansheihe iron coal mining area is at the intermediate level. Finally, the system dynamics method is used to simulate the development model of circular economy in iron coal mining area. By changing the sensitive parameters that affect the production and operation of the mining area, four scenarios are selected to change the environment of the mining area. Impact of economic and social development Conclusion: the change of parameters has obvious influence on the parameters of cultivated land area, recoverable reserves of resources, total amount of water resources and waste gas, etc. Under the premise of satisfying the economic growth of mining area, adopting scientific mining method and planning method can delay the cultivated land. With the decrease of water resources and recoverable reserves, the total amount of waste gas is reduced, and the GDP of mining area is improved. The simulation results indicate the direction of the development of circular economy in the Iron and Coal Group and are beneficial to the construction of the circular economy development model in the mining area.
