【摘要】：項目后評估是投資項目周期的一個重要階段,是項目管理的重要內(nèi)容,是出資人對投資活動進行監(jiān)管的重要手段。它通過對項目實施過程、結(jié)果及其影響進行調(diào)查研究和全面系統(tǒng)回顧,與項目決策時確定的目標以及技術(shù)、經(jīng)濟、環(huán)境、社會指標進行對比,找出差別和變化,分析原因,改善投資管理和決策,達到提高投資效益的目的。英、美等西方發(fā)達國家從上世紀60年代前后就開始后評價工作。經(jīng)過長時間的使用和探索,已經(jīng)形成了比較完善的后評價機制和方法。而我國后評價開始的時間則較晚,并且存在一些制度上的缺陷和方法上的不足。為真正發(fā)揮后評估在項目周期中的作用,本文結(jié)合油田自身實際,不斷地總結(jié)完善產(chǎn)能建設(shè)項目的后評估體系,本文通過評比選優(yōu)從投資、工作量、產(chǎn)能、經(jīng)濟效益四個方面設(shè)計了若干考評指標,采用綜合評分法,計算加權(quán)總分,依據(jù)考核標準,分類型評比,對年度已實施產(chǎn)能項目有一個相對準確的把握,對下一步產(chǎn)能開發(fā)項目提供依據(jù),選擇最優(yōu)的開發(fā)方案,杜絕不講效益的盲目投入,提升油田企業(yè)可持續(xù)發(fā)展能力。
[Abstract]:Post-project evaluation is an important stage of the investment project cycle, an important content of project management, and an important means for investors to supervise the investment activities. It compares the process of project implementation, the results and its impact with the objectives and technical, economic, environmental and social indicators set in the project decision making, and analyzes the reasons for the differences and changes, through a comprehensive and systematic review of the project, and by comparing it with the objectives and technical, economic, environmental and social indicators set in the decision-making process of the project. Improve investment management and decision-making to achieve the purpose of improving investment efficiency. Britain, the United States and other western developed countries from around the 1960s began the post-evaluation work. After a long time of use and exploration, has formed a relatively perfect post-evaluation mechanism and methods. But the time of post-evaluation in our country is late, and there are some defects in system and methods. In order to give full play to the role of post-evaluation in the project cycle, this paper combines the reality of oilfield itself, and continuously summarizes and consummates the post-evaluation system of production capacity construction projects. Several evaluation indexes are designed in four aspects of economic benefit. The comprehensive scoring method is used to calculate the weighted total score, and according to the assessment standard, it is compared by type to have a relatively accurate grasp of the productive capacity projects already implemented in the year. To provide the basis for the next production capacity development project, select the best development plan, put an end to the blind input without benefit, and promote the sustainable development ability of oil field enterprises.
