【摘要】：新疆是我國未來能源消耗的戰(zhàn)略儲備基地,新疆的煤炭、石油及天然氣儲量在國內(nèi)陸上蘊藏量中都占有較大份額。隨著我國能源消耗的急劇增加,為保證國內(nèi)能源安全及有效供給,新疆能源開發(fā)進入了快速增長時期。西氣東輸、西電東送、疆煤外運等工程的建設為新疆經(jīng)濟發(fā)展特別是工業(yè)經(jīng)濟發(fā)展帶來極大的推動力。在開發(fā)傳統(tǒng)化石能源的同時新疆的光伏產(chǎn)業(yè)也隨著中國光伏產(chǎn)業(yè)的發(fā)展開始了起步。在光伏產(chǎn)業(yè)發(fā)展方面新疆有著東部地區(qū)無法比擬的光照條件優(yōu)勢,但是新疆光伏產(chǎn)業(yè)與內(nèi)地相比發(fā)展還比較落后。新疆部分區(qū)域光伏產(chǎn)業(yè)已經(jīng)開始形成一定的規(guī)模,但是還缺乏對產(chǎn)業(yè)的整體規(guī)劃和對發(fā)展戰(zhàn)略的研究。作者在新疆光伏產(chǎn)業(yè)快速發(fā)展的背景下選擇石河子經(jīng)濟技術開發(fā)區(qū)作為研究對象,對石河子開發(fā)區(qū)的光伏產(chǎn)業(yè)發(fā)展現(xiàn)狀和未來發(fā)展戰(zhàn)略進行了分析。全文共分為6章。第一章就相關背景及國內(nèi)外研究情況進行了敘述。第二章分析了國內(nèi)外光伏產(chǎn)業(yè)發(fā)展現(xiàn)狀。通過國內(nèi)外光伏產(chǎn)業(yè)發(fā)展現(xiàn)狀可以看出光伏產(chǎn)業(yè)的發(fā)展初期離不開政府的規(guī)劃和大力支持,同時也指出目前光伏產(chǎn)業(yè)處于較為嚴重的產(chǎn)能過剩和低價競爭之中,光伏企業(yè)之間的競爭變?yōu)閮r格的競爭,成本控制成為企業(yè)發(fā)展的關鍵要素之一。我國光伏產(chǎn)業(yè)雖然生產(chǎn)能力發(fā)展迅速,領先世界其他國家,但是也存在核心技術缺乏,行業(yè)進步還處于跟隨狀態(tài),產(chǎn)品受到國外貿(mào)易壁壘等諸多限制因素。第三章介紹了石河子開發(fā)區(qū)光伏產(chǎn)業(yè)發(fā)展現(xiàn)狀,從光伏全產(chǎn)業(yè)鏈的角度分析了新疆光伏產(chǎn)業(yè)整體發(fā)展情況和石河子開發(fā)區(qū)該產(chǎn)業(yè)的發(fā)展情況。第四章通過SWOT分析法,分析了石河子開發(fā)區(qū)光伏產(chǎn)業(yè)發(fā)展的優(yōu)勢、劣勢、機遇和挑戰(zhàn),梳理了石河子開發(fā)區(qū)光伏產(chǎn)業(yè)的發(fā)展環(huán)境。第五章針對前文的分析提出了石河子開發(fā)區(qū)光伏產(chǎn)業(yè)發(fā)展的戰(zhàn)略。第六章提出了石河子開發(fā)區(qū)光伏產(chǎn)業(yè)發(fā)展的對策建議。本文在分析了國內(nèi)外光伏產(chǎn)業(yè)發(fā)展情況的基礎上針對新疆發(fā)展光伏產(chǎn)業(yè)的優(yōu)勢,結合石河子經(jīng)濟技術開發(fā)區(qū)的實際情況就石河子開發(fā)區(qū)發(fā)展光伏產(chǎn)業(yè)提出了低成本、差異化、人才戰(zhàn)略及專一化戰(zhàn)略等建議。并提出要盡早制定開發(fā)區(qū)發(fā)展光伏產(chǎn)業(yè)的規(guī)劃及加大招商引資力度,吸引人才能建議。
[Abstract]:Xinjiang is the strategic reserve base of China's future energy consumption. The coal, oil and natural gas reserves in Xinjiang occupy a large share in the domestic land reserves. With the rapid increase of energy consumption in China, energy development in Xinjiang has entered a period of rapid growth in order to ensure domestic energy security and effective supply. The construction of gas transmission from west to east, electricity from west to east, and coal transportation from Xinjiang to Xinjiang bring great impetus to Xinjiang's economic development, especially industrial economic development. With the development of traditional fossil energy, the photovoltaic industry in Xinjiang has started to develop with the development of photovoltaic industry in China. In the development of photovoltaic industry, Xinjiang has unparalleled advantages of illumination conditions in the eastern region, but the development of photovoltaic industry in Xinjiang is still relatively backward compared with the mainland. Some regions of Xinjiang have begun to form a certain scale of photovoltaic industry, but there is still a lack of the overall planning of the industry and the study of development strategy. Under the background of the rapid development of photovoltaic industry in Xinjiang, the author chooses Shihezi Economic and technological Development Zone as the research object, and analyzes the present situation and future development strategy of photovoltaic industry in Shihezi Development Zone. The full text is divided into six chapters. The first chapter describes the relevant background and domestic and foreign research situation. The second chapter analyzes the development of photovoltaic industry at home and abroad. Through the development of photovoltaic industry at home and abroad, we can see that the initial development of photovoltaic industry can not be separated from government planning and strong support, but also pointed out that the current photovoltaic industry is in a more serious overcapacity and low price competition. The competition among photovoltaic enterprises becomes price competition, and cost control becomes one of the key elements of enterprise development. Although the production capacity of photovoltaic industry in our country is developing rapidly and leading other countries in the world, there are also the lack of core technology, the progress of industry is still in the following state, and the products are restricted by foreign trade barriers and so on. The third chapter introduces the development status of photovoltaic industry in Shihezi Development Zone, analyzes the overall development of photovoltaic industry in Xinjiang and the development situation of photovoltaic industry in Shihezi Development Zone from the point of view of the whole photovoltaic industry chain. The fourth chapter analyzes the advantages, disadvantages, opportunities and challenges of the development of photovoltaic industry in Shihezi Development Zone by means of SWOT analysis, and combs the development environment of photovoltaic industry in Shihezi Development Zone. The fifth chapter puts forward the development strategy of photovoltaic industry in Shihezi Development Zone. The sixth chapter puts forward the countermeasures and suggestions for the development of photovoltaic industry in Shihezi Development Zone. Based on the analysis of the development situation of photovoltaic industry at home and abroad, this paper aims at the advantages of developing photovoltaic industry in Xinjiang, and puts forward the low cost and differential development of photovoltaic industry in Shihezi Economic and technological Development Zone combined with the actual situation of Shihezi Economic and technological Development Zone. Talent strategy and specialization strategy and other suggestions. It is suggested that the development of photovoltaic industry should be planned as soon as possible and investment should be increased to attract people.
