國內某多晶硅EPC項目的設計管理

【摘要】:EPC總承包模式是近年來興起并得到迅速發(fā)展的一種項目管理模式,是以設計、采購、施工全過程參與和主導為特點的總承包模式,由于其在控制成本、確保質量、保證項目工期等方面的優(yōu)勢明顯,已越來越得到項目業(yè)主的認可。EPC項目能否成功很大程度取決于總承包方在設計、采購和施工等方面的技術和綜合管理能力,而此又是由項目設計的質量和設計管理的水平所決定。由此可見設計管理的重要性。EPC項目中的設計管理是指在設計活動中通過計劃、組織、領導、控制等,促使項目既定目標得以實現(xiàn)的動態(tài)過程。它不是簡單的項目設計階段的設計管理,而是貫穿項目建設的全過程。是項目建設全過程管理中的一個重要管理維度。目前,國內外工程建設領域的學者和從業(yè)人員對EPC總承包模式做了大量的研究和探索,但是從設計管理的角度研究的還相對較少。結合EPC總承包項目的研究現(xiàn)狀,本文首先對EPC總承包的特點、優(yōu)缺點、設計分析、價值工程理論、可持續(xù)設計理論以及可施工性等理論進行了綜述;然后以此為參照,對作者本人實際參與的多晶硅工廠EPC項目的設計管理從工作范圍、設計組織和設計管理措施三方面,進行了較為系統(tǒng)的案例研究。其中,在工作范圍方面,全面總結了案例項目在施工圖設計、設計采購服務以及設計施工服務等三個方面的工作內容;在設計組織方面,系統(tǒng)考察了案例項目的設計組織機構、設計組織過程、設計組織溝通和設計績效考核方法等;在設計管理措施方面,基于項目管理視角,較為系統(tǒng)地梳理了案例項目與設計管理相關的進度管理、質量管理、費用管理和風險管理措施。綜合上述案例分析,論文也分析了工作中的不足之處,并提出了對后續(xù)項目的進一步改進建議。在本文的研究分析過程中,采用文獻資料法、專家訪談法,并結合實際的項目工作實踐觀察,以及理論聯(lián)系實際的方法,基于項目管理視角,對案例項目的設計管理過程進行了全面的分析總結,提出了案例項目中好的做法、經驗和存在的問題,有助于總包單位設計管理能力的提高,給類似項目的設計管理策略提供了參考。
[Abstract]:EPC general contracting mode is a kind of project management mode which has been rising and developing rapidly in recent years. It is a general contracting mode characterized by the participation and leading of the whole process of design, procurement and construction, because of its cost control and quality assurance. The success of the EPC project depends to a great extent on the technical and comprehensive management ability of the general contractor in design, procurement and construction. This, in turn, is determined by the quality of the project design and the level of design management. It can be seen that the importance of design management. Design management in EPC project is a dynamic process which can promote the realization of the established goal of the project through planning, organizing, leading, controlling and so on. It is not the simple design management of the project design stage, but runs through the whole process of the project construction. It is an important management dimension in the whole process of project construction management. At present, scholars and practitioners in the field of engineering construction at home and abroad have done a lot of research and exploration on the general contracting mode of EPC, but the research from the point of view of design management is relatively small. Combined with the current research situation of EPC general contracting project, this paper firstly summarizes the characteristics, advantages and disadvantages, design analysis, value engineering theory, sustainable design theory and constructability theory of EPC general contracting project, and then takes this as a reference. This paper makes a systematic case study on the design and management of the EPC project of the polysilicon factory in which the author actually participates from three aspects: the scope of work, the design organization and the design management measures. In the aspect of work scope, the paper summarizes the work contents of case project in three aspects: construction drawing design, design procurement service and design construction service; in the aspect of design organization, the design organization of case project is systematically investigated. Design organization process, design organization communication and design performance evaluation methods, etc. In the design management measures, based on the project management perspective, systematically combing the case project and design management related progress management, quality management, Cost management and risk management measures. Based on the above case studies, the paper also analyzes the shortcomings of the work, and puts forward suggestions for further improvement of the follow-up projects. In the course of the research and analysis of this paper, the author adopts the method of literature, expert interview, and combined with the practical observation of project work, and the method of combining theory with practice, based on the perspective of project management. This paper makes a comprehensive analysis and summary of the design management process of the case project, and puts forward the good practice, experience and existing problems in the case project, which is helpful to the improvement of the design management ability of the general contracting unit. It provides a reference for the design management strategy of similar projects.
