【摘要】：當(dāng)前勝利油田進(jìn)入開發(fā)中后期階段,資源接替不足、綜合含水上升、勘探開發(fā)難度增大等一系列問題日益突出,亟需建設(shè)多學(xué)科交叉,權(quán)責(zé)分配合理的科研人才團(tuán)隊,以突破技術(shù)和管理難關(guān)。勝利地質(zhì)院作為勝利油田的地質(zhì)“參謀部”,對勝利油田的發(fā)展方向具有“風(fēng)向標(biāo)”的作用,其科研人才團(tuán)隊建設(shè)是勝利油田的重中之重,對勝利油田的整體發(fā)展具有關(guān)鍵作用。在此背景下,本文對當(dāng)前科研人才團(tuán)隊建設(shè)的相關(guān)研究進(jìn)行了梳理,深入闡釋了科研人才團(tuán)隊的內(nèi)涵、要素構(gòu)成和基本特征,在此基礎(chǔ)上厘清了勝利地質(zhì)院科研人才團(tuán)隊的結(jié)構(gòu),通過對當(dāng)前人才團(tuán)隊建設(shè)的全面分析,指出了勝利地質(zhì)院科研人才團(tuán)隊建設(shè)存在的問題:①基層團(tuán)隊建設(shè)理念薄弱,團(tuán)隊目標(biāo)沒有達(dá)成共識;②頂層設(shè)計不夠,領(lǐng)導(dǎo)者存在誤區(qū);③管理機(jī)制不完善,缺乏有效的團(tuán)隊激勵;④人才梯隊不夠合理,人才隊伍建設(shè)水平有待進(jìn)一步提升。針對問題提出了勝利地質(zhì)院科研人才團(tuán)隊建設(shè)的原則和目標(biāo),從完善人才開發(fā)機(jī)制、完善人才激勵機(jī)制、完善人才流動機(jī)制、優(yōu)化人才發(fā)展環(huán)境和強化措施保障五個方面闡述了科研人才團(tuán)隊建設(shè)的途徑,并構(gòu)建了科研人才團(tuán)隊成果評價指標(biāo)體系,利用模糊綜合法指出了量化評價科研人才團(tuán)隊建設(shè)成果的一般評價步驟。
[Abstract]:At present, a series of problems, such as insufficient replacement of resources, rising comprehensive water content and increasing difficulty in exploration and development, are becoming increasingly prominent in Shengli Oilfield. It is urgent to build a multi-disciplinary team with rational distribution of powers and responsibilities. To break through the technical and management difficulties. As the geological "staff" of Shengli Oilfield, the Shengli Geological Institute has the function of "wind vane" to the development direction of Shengli Oilfield, and the construction of its scientific research personnel team is the most important part of Shengli Oilfield. It plays a key role in the overall development of Shengli Oilfield. In this context, this paper combed the current research on the construction of scientific research talent team, and explained the connotation, essential elements and basic characteristics of scientific research talent team. On this basis, this paper clarifies the structure of scientific research talent team in Shengli Geological Institute, and points out the problem of the construction of scientific research talent team in Shengli Geological Institute through the comprehensive analysis of the current talent team construction, and points out that the concept of building basic level team is weak in the construction of scientific research talent team in Shengli Geological Institute. The top level design is not enough, the management mechanism is not perfect, the effective team incentive is not reasonable, and the level of talent team construction needs to be further improved. Aiming at the problems, the paper puts forward the principles and objectives of the construction of scientific research talents team in Shengli Geological Institute, from perfecting the talent development mechanism, perfecting the talent incentive mechanism, perfecting the talent flow mechanism, This paper expounds the ways of constructing scientific research talents team from five aspects of optimizing the development environment of talents and strengthening the measures to guarantee the development of scientific research talents, and constructs the evaluation index system of scientific research talent team achievement. By using fuzzy synthesis method, the general evaluation steps of quantitative evaluation of scientific research talent team construction results are pointed out.
