【摘要】：近幾年,我國上網(wǎng)電價歷次調(diào)整,特別是2004年以來煤電聯(lián)動政策實施后,火電上網(wǎng)電價隨著電煤價格上漲逐年上調(diào)。與此同時,水電.上網(wǎng)電價也小步跟進,近兩年更有趕追火電上網(wǎng)電價調(diào)價幅度之勢,水火同價也呼聲漸高。水電上網(wǎng)電價不斷提高,但水電上網(wǎng)電價矛盾卻更加突出,水電企業(yè)的訴求也不斷增加。2014年年初,國家對水電上網(wǎng)電價定價進行了進一步規(guī)范。在新形勢下,為保障電力行業(yè)協(xié)調(diào)可持續(xù)發(fā)展,保護自然生態(tài)以及社會環(huán)境,基于省內(nèi).上網(wǎng)電價的客觀環(huán)境制定科學(xué)合理的省內(nèi)水電上網(wǎng)電價定價機制,具有重要意義。本文研究主要分為五個部分,一是分析研究水電上網(wǎng)電價定價機制的背景和意義,為提出H省水電上網(wǎng)定價機制進行鋪墊；簡要介紹國內(nèi)外上網(wǎng)電價研究和國內(nèi)上網(wǎng)電價改革情況,作為本文研究和分析的背景。二是闡述定價基本理論、上網(wǎng)電價形成機制。三是介紹我國水電上網(wǎng)電價改革歷程,為H省定價機制設(shè)計提供有用依據(jù)及借鑒。四是具體分析H省水電現(xiàn)狀和水電上網(wǎng)電價定價沿革,作為本文研究分析的基礎(chǔ)和落腳點；分析H省上網(wǎng)電價定價現(xiàn)狀、上網(wǎng)電價水平變化以及存在的一系列問題,以及形成一系列問題的原因。五是研究提出H省水電上網(wǎng)標桿電價定價機制；提出H省水電上網(wǎng)電價定價改革思路,對定價管制原則、架構(gòu)、方法、水平等做出設(shè)計安排。本文的研究成果主要有以下三點：一是水電上網(wǎng)電價定價要基于省內(nèi)資源分布的實際。在國內(nèi)外諸多電價理論研究基礎(chǔ)上,重點圍繞省內(nèi)水電企業(yè)開發(fā)、發(fā)電等實際情況,制定契合本省水電企業(yè)發(fā)展的、便于操作的上網(wǎng)電價定價及調(diào)整機制,提高資源使用效率,節(jié)約社會資源的同時做到相關(guān)者利益最大化。二是建議省內(nèi)建立“國家、省級”兩級電價定價體系。當前電價定價體系下,水電上網(wǎng)電價紛繁復(fù)雜。可以研究確定兩級定價體系,規(guī)范電價制定,統(tǒng)一電價標準、真實反映價格水平。三是以“保持合理水平、體現(xiàn)市場價值”觀念完善標桿電價機制。通過采用分類標桿電價,按照季節(jié)調(diào)節(jié)系數(shù)來完善水電上網(wǎng)標桿電價機制。本文在研究基礎(chǔ)上提出的一些建議,對政府合理確定水電上網(wǎng)電價、減少電價分類、簡化電價執(zhí)行提供了參考。
[Abstract]:In recent years, the electricity price of China has been adjusted, especially after the implementation of the coal and electricity linkage policy since 2004, the price of thermal power is rising year by year with the rise of coal price. At the same time, water and electricity. Internet price is also a small step to follow up, in the last two years more catch up with thermal power price adjustment range trend, water and fire price is also rising voice. The electricity price of hydropower is increasing, but the contradiction of electricity price is more prominent, and the demand of hydropower enterprise is also increasing. In early 2014, the government regulated the pricing of electricity price. In the new situation, in order to ensure the coordinated and sustainable development of the electric power industry and protect the natural ecology and social environment, it is based on the province. It is of great significance to establish a scientific and reasonable pricing mechanism of electricity price for hydropower in the province under the objective environment of electricity price. This paper is mainly divided into five parts. First, the background and significance of the research on the pricing mechanism of electricity price for hydropower are analyzed, and the foundation for putting forward the pricing mechanism of hydropower in H province is proposed. This paper briefly introduces the domestic and foreign research on Internet pricing and the reform of domestic Internet pricing, as the background of this study and analysis. The second is to elaborate the basic pricing theory, electricity price formation mechanism. The third is to introduce the reform course of electricity price of hydropower in China, and to provide useful basis and reference for the design of pricing mechanism in H province. The fourth is to analyze the current situation of hydropower in H province and the evolution of electricity pricing for hydropower, as the basis and foothold of this paper, to analyze the current pricing situation, the change of price level and a series of problems of electricity price in H province. And the causes of a series of problems. The fifth is to study and put forward the pricing mechanism of H province hydropower grid price, and put forward the idea of price reform of H province hydropower network price, and make design arrangements for pricing control principle, structure, method, level and so on. The main research results of this paper are as follows: first, the pricing of electricity price should be based on the distribution of resources in the province. On the basis of many theoretical studies of electricity price at home and abroad, focusing on the actual situation of hydropower enterprise development and power generation in the province, the paper formulates a convenient and operable pricing and adjustment mechanism for electricity price on the Internet, which is suitable for the development of hydropower enterprises in the province, and improves the efficiency of resource use. Economize on social resources while maximizing the benefits of stakeholders. Second, it is suggested to establish a "national, provincial" two-level price pricing system. Under the current pricing system of electricity price, the electricity price of hydropower network is complicated. We can study and determine the two-level pricing system, standardize the electricity price formulation, unify the electricity price standard, and reflect the price level. Third, to maintain a reasonable level, reflect market value "concept to improve the benchmark price mechanism." The electricity price mechanism of hydropower Internet benchmark is improved according to the seasonal adjustment coefficient by adopting the classified benchmarking price. On the basis of the research, some suggestions are put forward in this paper, which provide a reference for the government to reasonably determine the electricity price of hydropower, reduce the classification of electricity price, and simplify the implementation of electricity price.
