【摘要】：由于改革背景、改革認(rèn)識(shí)、改革參與者、改革復(fù)雜程度都發(fā)生了重大變化,新一輪電改的目標(biāo)、路徑和方式與以往比不盡相同。新電改的目的,在于培育市場主體、健全完善市場機(jī)制,使市場在配置電力資源中發(fā)揮決定性作用,而并非著重于現(xiàn)有電網(wǎng)拆分、調(diào)度獨(dú)立以及輸配分開等市場結(jié)構(gòu)問題。因此,構(gòu)建真正有效的電力市場就成為新電改的核心,并將市場主體、交易平臺(tái)、電力價(jià)格和政府作用等方面作為改革的切入點(diǎn)。
[Abstract]:As a result of the reform background, the reform understanding, the reform participant, the reform complexity degree has taken place the important change, the new round electricity reform goal, the path and the way is different from the past. The purpose of the new power reform is to cultivate the main body of the market, perfect the market mechanism and make the market play a decisive role in the allocation of power resources, rather than focusing on the market structure problems such as the separation of the existing power grid, the independence of dispatching and the separation of transmission and distribution. Therefore, the construction of a truly effective electricity market becomes the core of the new electricity reform, and takes the market main body, trading platform, electricity price and the role of the government as the breakthrough point of the reform.
