東營市工業(yè)部門碳排放分析與減排對策研究

【摘要】:二氧化碳排放過多導致的全球氣候變暖是人類面臨的最為嚴重的環(huán)境問題之一,這一重大環(huán)境問題一直困擾著世界各國,而且日益嚴重。治理、保護環(huán)境是世界各國不可推卸的責任。對某一具體區(qū)域或行業(yè)二氧化碳排放的影響因素提出減排對策是實現碳減排的基礎。中國政府多次提出到2050年二氧化碳排放量降低40%-50%的目標。山東省作為我國經濟增長和能源消耗的大省,在為我國經濟增長做出貢獻的同時,也消耗了全國10%以上的能源資源,以煤炭和石油為主要能源消費結構的山東省,其碳排放量相對較大。而東營市作為山東省重要的能源型工業(yè)城市之一,近年來碳排放量增漲十分迅速。本文首先通過對2002-2012年東營市工業(yè)部門能源消費總量、能源消費增長率、碳排放量的估算分析以及碳排放變化特征分析,得出東營市工業(yè)部門碳排放現狀;然后基于碳排放的基本等式,采用對數均值迪氏指數分解法(LMDI),建立東營市工業(yè)部門碳排放的因素分解模型,并運用東營市近10年以來工業(yè)部門的相關數據從行業(yè)層面和能源層面分析了工業(yè)部門碳排放的生產規(guī)模效應、結構效應以及強度效應,并對所形成的圖形進行分析。通過以上分析,本文得出的主要結論是:2002-2012年,東營市工業(yè)部門碳排放的抑制作用主要來自能源利用效率的提高,拉動作用主要來自經濟的快速發(fā)展導致生產規(guī)模的不斷擴大,能源結構的調整對東營市工業(yè)部門碳排放的影響作用不大,有很大的調整空間。東營市以石油和煤炭為主的能源結構沒有發(fā)生根本性的變化,因此,能源效率和能源結構對碳排放的抑制作用難以抵消由經濟的快速增長的拉動作用。最后,本文在前文分析的基礎上提出五大節(jié)能減排對策,并構建一條從碳源到碳匯的東營市經濟低碳化發(fā)展路徑。主要是通過在東營市經濟運轉過程中,利用技術創(chuàng)新和制度創(chuàng)新促進能源低碳化、促使企業(yè)和居民生產生活低碳化、發(fā)展碳匯技術來降低已經排放的二氧化碳含量。
[Abstract]:Global warming caused by excessive carbon dioxide emissions is one of the most serious environmental problems facing mankind. Governance, protection of the environment is the world's unshirkable responsibility. It is the foundation of carbon abatement to put forward the measures to reduce carbon dioxide emission in a specific region or industry. The Chinese government has repeatedly proposed a 40-50% reduction in carbon dioxide emissions by 2050. Shandong Province, as a major province of China's economic growth and energy consumption, while contributing to China's economic growth, has also consumed more than 10% of the country's energy resources, with coal and oil as the main energy consumption structure in Shandong Province. Its carbon emissions are relatively large. Dongying, as one of the important energy-based industrial cities in Shandong Province, has been increasing its carbon emissions rapidly in recent years. Firstly, through the analysis of the total energy consumption, the growth rate of energy consumption, the estimation of carbon emissions and the characteristics of the change of carbon emissions from 2002 to 2012 in Dongying industry sector, the present situation of carbon emissions in the industrial sector of Dongying City is obtained. Then, based on the basic equation of carbon emissions, a factorization model of carbon emissions in Dongying industrial sector is established by using the logarithmic mean di's index decomposition method. The scale effect, structure effect and intensity effect of carbon emission from industry level and energy level are analyzed by using the relevant data of industrial sector in Dongying city in recent 10 years, and the resulting graph is analyzed. According to the above analysis, the main conclusion of this paper is that from 2002 to 2012, the restraining effect of carbon emission in Dongying industrial sector mainly comes from the improvement of energy efficiency, and the pulling effect mainly comes from the rapid development of economy, which leads to the continuous expansion of production scale. The adjustment of energy structure has little effect on the carbon emission of industrial sector in Dongying City. There is no fundamental change in the energy structure of Dongying City which is dominated by oil and coal. Therefore, the inhibition of energy efficiency and energy structure on carbon emissions is difficult to offset the pull effect of rapid economic growth. Finally, on the basis of the above analysis, this paper puts forward five countermeasures of energy saving and emission reduction, and constructs a development path of economic low carbonization from carbon source to carbon sink in Dongying City. In the course of economic operation in Dongying City, the technology innovation and system innovation are used to promote the low carbonization of energy, to promote the production and living low carbonization of enterprises and residents, and to develop carbon sink technology to reduce the carbon dioxide content that has been emitted.
