東營(yíng)市工業(yè)部門(mén)碳排放分析與減排對(duì)策研究

【摘要】:二氧化碳排放過(guò)多導(dǎo)致的全球氣候變暖是人類(lèi)面臨的最為嚴(yán)重的環(huán)境問(wèn)題之一,這一重大環(huán)境問(wèn)題一直困擾著世界各國(guó),而且日益嚴(yán)重。治理、保護(hù)環(huán)境是世界各國(guó)不可推卸的責(zé)任。對(duì)某一具體區(qū)域或行業(yè)二氧化碳排放的影響因素提出減排對(duì)策是實(shí)現(xiàn)碳減排的基礎(chǔ)。中國(guó)政府多次提出到2050年二氧化碳排放量降低40%-50%的目標(biāo)。山東省作為我國(guó)經(jīng)濟(jì)增長(zhǎng)和能源消耗的大省,在為我國(guó)經(jīng)濟(jì)增長(zhǎng)做出貢獻(xiàn)的同時(shí),也消耗了全國(guó)10%以上的能源資源,以煤炭和石油為主要能源消費(fèi)結(jié)構(gòu)的山東省,其碳排放量相對(duì)較大。而東營(yíng)市作為山東省重要的能源型工業(yè)城市之一,近年來(lái)碳排放量增漲十分迅速。本文首先通過(guò)對(duì)2002-2012年?yáng)|營(yíng)市工業(yè)部門(mén)能源消費(fèi)總量、能源消費(fèi)增長(zhǎng)率、碳排放量的估算分析以及碳排放變化特征分析,得出東營(yíng)市工業(yè)部門(mén)碳排放現(xiàn)狀;然后基于碳排放的基本等式,采用對(duì)數(shù)均值迪氏指數(shù)分解法(LMDI),建立東營(yíng)市工業(yè)部門(mén)碳排放的因素分解模型,并運(yùn)用東營(yíng)市近10年以來(lái)工業(yè)部門(mén)的相關(guān)數(shù)據(jù)從行業(yè)層面和能源層面分析了工業(yè)部門(mén)碳排放的生產(chǎn)規(guī)模效應(yīng)、結(jié)構(gòu)效應(yīng)以及強(qiáng)度效應(yīng),并對(duì)所形成的圖形進(jìn)行分析。通過(guò)以上分析,本文得出的主要結(jié)論是:2002-2012年,東營(yíng)市工業(yè)部門(mén)碳排放的抑制作用主要來(lái)自能源利用效率的提高,拉動(dòng)作用主要來(lái)自經(jīng)濟(jì)的快速發(fā)展導(dǎo)致生產(chǎn)規(guī)模的不斷擴(kuò)大,能源結(jié)構(gòu)的調(diào)整對(duì)東營(yíng)市工業(yè)部門(mén)碳排放的影響作用不大,有很大的調(diào)整空間。東營(yíng)市以石油和煤炭為主的能源結(jié)構(gòu)沒(méi)有發(fā)生根本性的變化,因此,能源效率和能源結(jié)構(gòu)對(duì)碳排放的抑制作用難以抵消由經(jīng)濟(jì)的快速增長(zhǎng)的拉動(dòng)作用。最后,本文在前文分析的基礎(chǔ)上提出五大節(jié)能減排對(duì)策,并構(gòu)建一條從碳源到碳匯的東營(yíng)市經(jīng)濟(jì)低碳化發(fā)展路徑。主要是通過(guò)在東營(yíng)市經(jīng)濟(jì)運(yùn)轉(zhuǎn)過(guò)程中,利用技術(shù)創(chuàng)新和制度創(chuàng)新促進(jìn)能源低碳化、促使企業(yè)和居民生產(chǎn)生活低碳化、發(fā)展碳匯技術(shù)來(lái)降低已經(jīng)排放的二氧化碳含量。
[Abstract]:Global warming caused by excessive carbon dioxide emissions is one of the most serious environmental problems facing mankind. Governance, protection of the environment is the world's unshirkable responsibility. It is the foundation of carbon abatement to put forward the measures to reduce carbon dioxide emission in a specific region or industry. The Chinese government has repeatedly proposed a 40-50% reduction in carbon dioxide emissions by 2050. Shandong Province, as a major province of China's economic growth and energy consumption, while contributing to China's economic growth, has also consumed more than 10% of the country's energy resources, with coal and oil as the main energy consumption structure in Shandong Province. Its carbon emissions are relatively large. Dongying, as one of the important energy-based industrial cities in Shandong Province, has been increasing its carbon emissions rapidly in recent years. Firstly, through the analysis of the total energy consumption, the growth rate of energy consumption, the estimation of carbon emissions and the characteristics of the change of carbon emissions from 2002 to 2012 in Dongying industry sector, the present situation of carbon emissions in the industrial sector of Dongying City is obtained. Then, based on the basic equation of carbon emissions, a factorization model of carbon emissions in Dongying industrial sector is established by using the logarithmic mean di's index decomposition method. The scale effect, structure effect and intensity effect of carbon emission from industry level and energy level are analyzed by using the relevant data of industrial sector in Dongying city in recent 10 years, and the resulting graph is analyzed. According to the above analysis, the main conclusion of this paper is that from 2002 to 2012, the restraining effect of carbon emission in Dongying industrial sector mainly comes from the improvement of energy efficiency, and the pulling effect mainly comes from the rapid development of economy, which leads to the continuous expansion of production scale. The adjustment of energy structure has little effect on the carbon emission of industrial sector in Dongying City. There is no fundamental change in the energy structure of Dongying City which is dominated by oil and coal. Therefore, the inhibition of energy efficiency and energy structure on carbon emissions is difficult to offset the pull effect of rapid economic growth. Finally, on the basis of the above analysis, this paper puts forward five countermeasures of energy saving and emission reduction, and constructs a development path of economic low carbonization from carbon source to carbon sink in Dongying City. In the course of economic operation in Dongying City, the technology innovation and system innovation are used to promote the low carbonization of energy, to promote the production and living low carbonization of enterprises and residents, and to develop carbon sink technology to reduce the carbon dioxide content that has been emitted.
