【摘要】：項(xiàng)目成本管理是企業(yè)管理的核心內(nèi)容之一,也是被現(xiàn)代企業(yè)管理證明了的行之有效的管理系統(tǒng)。目前項(xiàng)目成本管理在我國(guó)得到了前所未有的推廣與發(fā)展,這與我國(guó)正處于現(xiàn)代企業(yè)制度的建立階段是密切相關(guān)的,也就是說,它作為一種非常重要的管理方式與管理機(jī)制,是現(xiàn)代企業(yè)制度的重要組成部分。既然如此,如何有效在飛機(jī)科研項(xiàng)目中開展項(xiàng)目成本管理、如何建立有效的信息化管理平臺(tái)、如何最大限度地利用企業(yè)現(xiàn)有信息系統(tǒng)為項(xiàng)目成本管理服務(wù)、如何使其產(chǎn)生預(yù)期的管理效益就成了在實(shí)際應(yīng)用當(dāng)中應(yīng)該重點(diǎn)考慮和深入研究的問題。本文首先對(duì)項(xiàng)目成本管理概述作以簡(jiǎn)要介紹,簡(jiǎn)單闡述項(xiàng)目成本管理的概念、特點(diǎn)及其在企業(yè)管理中的地位,然后剖析案例Y公司在飛機(jī)科研經(jīng)費(fèi)管理中存在的問題、簡(jiǎn)述飛機(jī)科研概況,探討如何結(jié)合飛機(jī)科研管理特點(diǎn),推行項(xiàng)目成本管理,使飛機(jī)科研經(jīng)費(fèi)管理上一個(gè)臺(tái)階,提升企業(yè)價(jià)值創(chuàng)造能力和核心競(jìng)爭(zhēng)力,促進(jìn)企業(yè)可持續(xù)健康發(fā)展。最后得出以下啟示：成功推行項(xiàng)目成本預(yù)算管理,首先必須充分認(rèn)識(shí)到項(xiàng)目成本管理的作用；只有建立相應(yīng)的組織框架,以項(xiàng)目戰(zhàn)略目標(biāo)作為預(yù)算目標(biāo),有效配置各種資源,從多方著手,有效利用信息系統(tǒng)資源,項(xiàng)目成本管理體系才能有效保證飛機(jī)科研項(xiàng)目得以有效實(shí)施。
[Abstract]:Project cost management is one of the core contents of enterprise management and an effective management system proved by modern enterprise management. At present, project cost management has been promoted and developed unprecedented in our country, which is closely related to the stage of establishment of modern enterprise system in our country, that is to say, it is a very important management mode and management mechanism. It is an important part of modern enterprise system. In this case, how to effectively develop project cost management in aircraft scientific research projects, how to establish an effective information management platform, how to maximize the use of existing enterprise information systems for project cost management services, How to make it produce the expected management benefit has become a problem that should be considered and studied deeply in practical application. In this paper, the concept, characteristics and status of project cost management in enterprise management are briefly introduced, and then the problems existing in the management of aircraft scientific research funds in case Y are analyzed. This paper briefly describes the general situation of aircraft scientific research, discusses how to combine the characteristics of aircraft scientific research management, how to carry out project cost management, so that the management of aircraft scientific research funds can be promoted to a higher level, to enhance the value creation ability and core competitiveness of enterprises, and to promote the sustainable and healthy development of enterprises. Finally, the following revelations are drawn: first of all, the role of project cost management must be fully recognized in the successful implementation of project cost budget management; only by establishing the corresponding organizational framework, taking the project strategic objectives as budget objectives, and effectively allocating all kinds of resources, Only by using information system resources effectively, can the project cost management system effectively ensure the effective implementation of aircraft scientific research projects.
