【摘要】：近幾年,我國(guó)各個(gè)行業(yè)都相繼制定了與本行業(yè)相匹配的,安全生產(chǎn)標(biāo)準(zhǔn)化構(gòu)建方案,并獲得了一定的成績(jī)。卷煙制造業(yè)一般被歸為輕工業(yè),雖然重大安全事故發(fā)生幾率比不大,但因?yàn)槭苤朴谛袠I(yè)自身特征的緣故,且產(chǎn)品自身的價(jià)值也并不小,倘若事故爆發(fā),可能會(huì)造成不可小覷的經(jīng)濟(jì)損失。因而,卷煙制造業(yè)越來越重視企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化建設(shè)。本課題研究,可以提升相關(guān)企業(yè)安全生產(chǎn)水準(zhǔn),規(guī)避安全事故的出現(xiàn),其意義非凡。本論文正是基于卷煙制造企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化體系建設(shè)課題展開了相關(guān)的研究。主要內(nèi)容分述如下：首先,簡(jiǎn)述了國(guó)內(nèi)卷煙制造企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化建設(shè)的研究背景、目的、意義,介紹了相關(guān)的概念、安全生產(chǎn)及其標(biāo)準(zhǔn)化的研究情況,并從探索時(shí)期、規(guī)范時(shí)期以及普及時(shí)期等不同的階段來加以研究,介紹了本論文的研究方法及其路線。其次,分析了卷煙制造企業(yè)安全生產(chǎn)現(xiàn)狀。簡(jiǎn)述企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化情況、內(nèi)容,從卷煙制造企業(yè)出現(xiàn)的各種事故以及卷煙制造企業(yè)安全生產(chǎn)的現(xiàn)狀2個(gè)方面分析其中所存在的不足之處。再次,具體設(shè)計(jì)卷煙制造企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化體系建設(shè)。從安全哲學(xué)理念、PDCA運(yùn)作模式、安全系統(tǒng)論原理、安全信息論原理以及安全控制論原理等幾個(gè)方面來分析。從目的性、實(shí)際性、科學(xué)性以及可操作性等幾個(gè)方面來分析設(shè)計(jì)的宗旨�；趪�(guó)家標(biāo)準(zhǔn)及其行業(yè)規(guī)范、法律法規(guī)以及卷煙制造業(yè)安全生產(chǎn)的情況等設(shè)計(jì)根據(jù)的基礎(chǔ)上,構(gòu)設(shè)了相關(guān)的設(shè)計(jì)思路。從設(shè)計(jì)指標(biāo)體系與指標(biāo)體系比照研究等幾個(gè)方面具體地建設(shè)指標(biāo)體系。然后分析指標(biāo)權(quán)重,具體包括確定權(quán)重評(píng)分表、構(gòu)建評(píng)判矩陣A、演算數(shù)值以及一致性測(cè)試等。最后,探討卷煙制造企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化的途徑與方法。即應(yīng)牢固“安全法制理念”的重要地位,加大正確的內(nèi)涵認(rèn)知觀,建立健全組織機(jī)構(gòu),堅(jiān)持和企業(yè)安全文化以及職業(yè)健康安全管理系統(tǒng)相結(jié)合,抓牢脫責(zé)、加大投入以及強(qiáng)化信息等“三個(gè)重點(diǎn)”,強(qiáng)化安全基礎(chǔ)建設(shè)與安全基礎(chǔ)管理的理念,確定企業(yè)標(biāo)準(zhǔn),加強(qiáng)監(jiān)督管理,加大宣傳的教育力度以及協(xié)同系統(tǒng)前進(jìn)發(fā)展等。
[Abstract]:In recent years, every industry of our country has formulated the construction plan of safety production standardization matching with this industry, and has obtained certain achievements. The cigarette manufacturing industry is generally classified as light industry. Although the probability of major safety accidents is small, but because of the characteristics of the industry, and the value of the product itself is not small, if the accident breaks out, It is likely to cause considerable economic losses. Therefore, the cigarette manufacturing industry pays more and more attention to the standardization construction of enterprise safety production. This research can improve the safety production level of related enterprises and avoid the occurrence of safety accidents, which is of great significance. This paper is based on the cigarette manufacturing enterprise safety production standardization system construction project to launch the relevant research. The main contents are as follows: firstly, the research background, purpose and significance of the construction of safety production standardization in domestic cigarette manufacturing enterprises are briefly described, and the related concepts, safety production and standardization research situation are introduced, and from the exploration period, This paper introduces the research method and route of this paper. Secondly, the present situation of production safety in cigarette manufacturing enterprises is analyzed. This paper briefly describes the standardization of production safety in enterprises, and analyzes the shortcomings of the accidents in cigarette manufacturing enterprises and the present situation of production safety in cigarette manufacturing enterprises. Third, the specific design of cigarette manufacturing enterprises safety production standardization system construction. This paper analyzes the PDCA operation mode, security system theory, security information theory and safety cybernetics from the view of safety philosophy. The purpose of the design is analyzed from the aspects of purpose, practicality, science and maneuverability. Based on the design basis of national standards and industry norms, laws and regulations, and the situation of cigarette manufacturing safety, this paper sets up the relevant design ideas. The index system is built from several aspects, such as design index system and index system comparative study. Then, the index weight is analyzed, including determining the weight score table, constructing the judgement matrix A, calculus value and consistency test, etc. Finally, the paper discusses the ways and methods of standardization of production safety in cigarette manufacturing enterprises. That is, we should firmly strengthen the important position of "the concept of safety and legal system", enlarge the correct concept of connotation cognition, establish and perfect the organization, insist on combining with the safety culture of enterprise and the management system of occupational health and safety, and grasp the responsibility abstaining. We should increase investment and strengthen the "three key points" such as information, strengthen the concept of security infrastructure construction and security infrastructure management, determine enterprise standards, strengthen supervision and management, strengthen the education of propaganda and advance the development of cooperative system.
