【摘要】：新型工業(yè)化和新型城鎮(zhèn)化協(xié)調(diào)發(fā)展是我國實現(xiàn)經(jīng)濟社會和諧發(fā)展的必然選擇,工業(yè)化是城鎮(zhèn)化的經(jīng)濟支撐,城鎮(zhèn)化為工業(yè)化的提供承載空間,當前我國經(jīng)濟社會的發(fā)展本質(zhì)上就是加快工業(yè)化和城鎮(zhèn)化的進程,實現(xiàn)二者的協(xié)調(diào)發(fā)展。我國立足當前社會經(jīng)濟和資源環(huán)境發(fā)展狀態(tài),順應(yīng)國際形勢變化,提出走新型工業(yè)化與新型城鎮(zhèn)化道路,兩條道路能否協(xié)調(diào)發(fā)展直接關(guān)系到我國區(qū)域社會經(jīng)濟發(fā)展的整體效益與質(zhì)量。 本文緊扣新型工業(yè)化和新型城鎮(zhèn)化內(nèi)涵,建立新型工業(yè)化和新型城鎮(zhèn)化評價指標體系,引入?yún)f(xié)調(diào)發(fā)展度綜合評價區(qū)域新型工業(yè)化與城鎮(zhèn)化協(xié)調(diào)發(fā)展水平,并用安徽省2003—-2012年十年間的數(shù)據(jù)以及安徽省16個地級市2012年數(shù)據(jù)作實證分析,根據(jù)研究結(jié)果提出促進安徽省新型工業(yè)化和新型城鎮(zhèn)化協(xié)調(diào)發(fā)展的政策建議。安徽省新型工業(yè)化和新型城鎮(zhèn)化水平不高,但呈現(xiàn)逐年上升的態(tài)勢。安徽省2003年處于新型工業(yè)化初級階段,到2012年處于新型工業(yè)化中級階段,且新型工業(yè)化綜合指數(shù)增速較快。新型工業(yè)化和新型城鎮(zhèn)化的協(xié)調(diào)程度也從2003年的勉強協(xié)調(diào)達到2012年的優(yōu)質(zhì)協(xié)調(diào)。各指標層的得分和年均增速差距也較大,但是都處于不斷上升的趨勢。安徽省各市新型工業(yè)化差距較大,新型城鎮(zhèn)化水平也有差距。安徽省2012年新型工業(yè)化已經(jīng)處于中級階段,但是部分城市還處于新型工業(yè)化的初級階段,當然,也有處于新型工業(yè)化高級階段的佼佼者。由此對于安徽省新型工業(yè)化和新型城鎮(zhèn)化的協(xié)調(diào)發(fā)展提出調(diào)整經(jīng)濟結(jié)構(gòu),實現(xiàn)可持續(xù)發(fā)展；加強對外開放,實現(xiàn)全面發(fā)展；開發(fā)人力資源,實現(xiàn)科學(xué)發(fā)展；加強兩化融合和雙輪驅(qū)動,實現(xiàn)高效發(fā)展的政策建議。
[Abstract]:The harmonious development of new-type industrialization and new-type urbanization is the inevitable choice to realize the harmonious development of economy and society in our country. Industrialization is the economic support of urbanization, and urbanization provides the carrying space for industrialization. At present, the development of economy and society in our country is to speed up the process of industrialization and urbanization, and realize the coordinated development of both. Based on the current development of social economy and resources and environment, and in accordance with the changes in the international situation, China proposes to take the road of new-type industrialization and new-type urbanization. The coordinated development of the two roads is directly related to the overall benefit and quality of the regional social and economic development in China. Based on the connotation of new-type industrialization and new-type urbanization, the evaluation index system of new-type industrialization and new-type urbanization is established, and the coordinated development degree is introduced to evaluate the coordinated development level of regional new-type industrialization and urbanization. Based on the data of Anhui Province from 2003 to 2012 and the data from 16 cities in Anhui Province in 2012, the paper puts forward some policy suggestions to promote the coordinated development of new industrialization and urbanization in Anhui Province. The level of new industrialization and new urbanization in Anhui Province is not high, but it is rising year by year. Anhui Province was in the primary stage of new-type industrialization in 2003 and in the intermediate stage of new-type industrialization in 2012, and the comprehensive index of new-type industrialization increased rapidly. The degree of coordination between new industrialization and new urbanization has also increased from barely coordinated in 2003 to quality coordination in 2012. The scores and average annual growth rate of each index level are also large, but are in a rising trend. Anhui Province each city new industrialization disparity is big, the new type urbanization level also has the disparity. New industrialization in Anhui Province in 2012 has been in the intermediate stage, but some cities are still in the initial stage of new industrialization, of course, there are also outstanding in the advanced stage of new industrialization. Therefore, for the coordinated development of new industrialization and new urbanization in Anhui Province, it is proposed to adjust the economic structure, realize sustainable development, strengthen opening to the outside world, realize all-round development, develop human resources and realize scientific development. Strengthen the integration of the two and two-wheel drive to achieve efficient development of policy recommendations.
