【摘要】:現(xiàn)代企業(yè)所有資源中,最重要、最關(guān)鍵的資源即是人力資源。電力系統(tǒng)企業(yè)的永續(xù)發(fā)展,離不開各個(gè)崗位人才的支持。企業(yè)中的員工想要更好的發(fā)揮自身的價(jià)值與能力,那么,就要依靠企業(yè)人力資源的管理文化、管理制度、管理規(guī)劃等。當(dāng)前,電力行業(yè)系統(tǒng)正在不斷的改革、發(fā)展中,更應(yīng)該重視人在企業(yè)中的作用、更應(yīng)重視人力資源的研究。如果不重視員工的價(jià)值,則為客戶提供優(yōu)質(zhì)的服務(wù)便無法保證。人力資源的規(guī)劃與管理,是電力企業(yè)各級管理者面臨的新課題,也是本文的研究主要目的。本文研究方法以理論框架分析加案例運(yùn)用為主,將理論模型應(yīng)用于諸暨供電公司,通過對諸暨公司的人力資源情況的數(shù)據(jù)分析,以實(shí)現(xiàn)諸暨供電公司人力資源規(guī)劃的設(shè)計(jì)。論文主要研究內(nèi)容如下:第一章論述了電力系統(tǒng)人力資源改革的背景與意義。電力行業(yè)作為窗口型服務(wù)行業(yè),由于受計(jì)劃經(jīng)濟(jì)和壟斷思想的影響,過去對于人力資源管理不受重視,為此,本章論述了新時(shí)期下電力系統(tǒng)進(jìn)行人力資源改革的必要性,闡述了研究的目的、范圍和限制。第二章綜述了人力資源規(guī)劃與管理的基本理論,總結(jié)了人力資源規(guī)劃的定義、流程與模式,闡述了人力資源管理的含義與措施。第三章剖析了諸暨市供電公司人力資源規(guī)劃存在問題。首先,分析了諸暨市供電公司人力資源規(guī)劃特點(diǎn);接著,在闡述諸暨市供電公司人力資源管理改革背景的基礎(chǔ)上,找出了諸暨市供電公司人力資源規(guī)劃中存在的主要問題,指出了諸暨市供電公司人力資源規(guī)劃的難點(diǎn)和重點(diǎn)。第四章設(shè)計(jì)了諸暨市供電公司人力資源戰(zhàn)略規(guī)劃方案。首先,給出了諸暨市供電公司人力資源規(guī)劃設(shè)計(jì)的原則,分析了當(dāng)前諸暨市供電公司人力資源規(guī)劃存在的局限性;在分析諸暨市供電公司人力資源戰(zhàn)略目標(biāo)的基礎(chǔ)上,提出了諸暨市供電公司人力資源戰(zhàn)略規(guī)劃的目標(biāo);最后,設(shè)計(jì)了諸暨市供電公司人力資源規(guī)劃的流程,包括數(shù)據(jù)收集與調(diào)查、現(xiàn)狀分析、目標(biāo)確定、供給與需求預(yù)測、規(guī)劃的制定與實(shí)施以及規(guī)劃的評估與反饋。第五章以諸暨供電公司為例,對電力系統(tǒng)人力資源規(guī)劃進(jìn)行了實(shí)證分析。基于前述的人力資源基本理論和電力系統(tǒng)人力資源規(guī)劃基本狀況,在簡介諸暨供電公司及其組織結(jié)構(gòu)的基礎(chǔ)上,從員工內(nèi)部環(huán)境和外部環(huán)境對諸暨供電公司人力資源規(guī)劃進(jìn)行了分析,制定了諸暨供電公司人力資源規(guī)劃的目標(biāo)、原則和需要解決的主要問題,提出了包括招募甄選、人力運(yùn)用、培訓(xùn)、績效考核與薪資福利等在內(nèi)的諸暨供電公司人力資源規(guī)劃的措施和保障手段。本文以諸暨供電公司為研究對象,對電力系統(tǒng)人力資源規(guī)劃進(jìn)行了探討,研究成果能夠?yàn)殡娏ο到y(tǒng)人力資源管理提供重要的依據(jù)。
[Abstract]:Among all the resources of modern enterprises, the most important and the most important resource is human resources. The sustainable development of the power system enterprises can not be separated from the support of various posts. The employees in the enterprise want to give full play to their own value and ability. Then, we must rely on the management culture, management system, management planning, etc. of the enterprise human resources. The power industry system is constantly reforming. In the development, we should pay more attention to the role of people in the enterprise and pay more attention to the research of human resources. If we do not attach importance to the value of the employees, it is impossible to guarantee the quality of service for the customers. The planning and management of human resources is a new topic for the managers at all levels in the electric power enterprises and is also the article. The main purpose of this study is to study the theoretical framework and case application, and apply the theoretical model to the Zhuji power supply company. Through the analysis of the data of the human resources of the Zhuji company, the design of the human resource planning for the Zhuji power supply company is realized. The main contents of the thesis are as follows: the first chapter discusses the power system. The background and significance of human resource reform. As a window service industry, the power industry has not been paid much attention to human resource management in the past due to the influence of planned economy and monopoly thought. Therefore, this chapter expounds the necessity of the reform of human resources in the power system in the new period, and expounds the purpose, scope and limitation of the second chapter. This paper summarizes the basic theory of human resource planning and management, summarizes the definition, process and mode of human resource planning, expounds the meaning and measures of human resource management. The third chapter analyzes the problems of human resource planning in Zhuji power supply company. First, it analyzes the characteristics of the human resource planning of Zhuji power supply company; then, it expounds the analysis of the characteristics of the human resource planning of the power supply company. On the basis of the background of human resource management reform in Zhuji power supply company, this paper finds out the main problems in the human resource planning of Zhuji power supply company, points out the difficulties and key points of the human resource planning of Zhuji power supply company. The fourth chapter designs the strategic planning scheme of the human resources resources of Zhuji power supply company. First, it gives Zhuji. The principle of human resource planning and design of city power supply company, analyses the limitations of the current human resource planning of Zhuji power supply company, and on the basis of the analysis of the strategic target of the human resources of Zhuji power supply company, puts forward the target of the strategic planning of the human resources of Zhuji power supply company, and finally, designs the people of the power supply company of Zhuji city. The process of force resource planning, including data collection and investigation, status analysis, target determination, supply and demand prediction, planning and implementation, and planning evaluation and feedback. The fifth chapter takes the Zhuji power supply company as an example to carry out an empirical analysis of the human resource planning of the power system. Based on the basic theory of human resources and the power system described above, Based on the introduction of the basic situation of human resources planning, based on the brief introduction of Zhuji power supply company and its organizational structure, the human resource planning of Zhuji power supply company is analyzed from the internal and external environment of the staff. The objectives, principles and main problems to be solved are formulated for the human resources planning of Zhuji power supply company, and the recruitment screening is put forward. In this paper, the human resource planning measures and security means of Zhuji power supply company are selected, such as manpower utilization, training, performance assessment and salary and welfare. This paper, taking Zhuji power supply company as the research object, discusses the human resource planning of the power system. The research results can provide an important basis for the human resources management of the power system.
