【摘要】：改革開放以來,中國(guó)發(fā)電行業(yè)的迅速發(fā)展與政府規(guī)制改革政策密不可分。隨著人們對(duì)自然壟斷含義認(rèn)識(shí)的變化、電力技術(shù)的發(fā)展、電力需求的變化以及電力行業(yè)體制改革的進(jìn)行,發(fā)電行業(yè)的規(guī)制模式也隨之不斷變化,進(jìn)入規(guī)制由嚴(yán)格到放松,價(jià)格規(guī)制由計(jì)劃經(jīng)濟(jì)指導(dǎo)價(jià)到競(jìng)價(jià)上網(wǎng),法律法規(guī)逐漸健全。發(fā)電行業(yè)作為電力產(chǎn)業(yè)的源頭,政府對(duì)其進(jìn)行規(guī)制改革的效果將會(huì)對(duì)電力產(chǎn)業(yè)的后續(xù)各環(huán)節(jié)產(chǎn)生重大影響。因此,對(duì)當(dāng)前發(fā)電行業(yè)規(guī)制改革效果的實(shí)證分析對(duì)于下一步的改革方向具有極其重要的指導(dǎo)意義。 近年來,中國(guó)所進(jìn)行的電力產(chǎn)業(yè)規(guī)制改革,主要集中在發(fā)電行業(yè),因此,從發(fā)電行業(yè)的角度研究中國(guó)電力產(chǎn)業(yè)規(guī)制效果不僅更具有針對(duì)性,也更符合中國(guó)電力產(chǎn)業(yè)規(guī)制的實(shí)際情況,這也是本文選擇我國(guó)發(fā)電行業(yè)規(guī)制效果研究的一個(gè)主要原因。文章探討了中國(guó)發(fā)電行業(yè)規(guī)制改革的演進(jìn),利用1980-2011年相關(guān)電力數(shù)據(jù),對(duì)我國(guó)發(fā)電行業(yè)規(guī)制改革效果進(jìn)行全面的實(shí)證檢驗(yàn),從行業(yè)和企業(yè)兩方面檢驗(yàn)了中國(guó)電力產(chǎn)業(yè)規(guī)制改革的績(jī)效。本文共分為五大部分,第一部分介紹研究背景及意義、國(guó)內(nèi)外規(guī)制效果研究及述評(píng)。第二部分闡述了發(fā)電行業(yè)現(xiàn)狀、規(guī)制體制分析以及規(guī)制效果評(píng)價(jià)的相關(guān)理論,為文章的實(shí)證分析奠定理論基礎(chǔ)。第三部分根據(jù)規(guī)制經(jīng)濟(jì)學(xué)理論,利用時(shí)間序列分析法實(shí)證分析了我國(guó)發(fā)電行業(yè)層面規(guī)制改革效果。第四部分利用面板數(shù)據(jù),從我國(guó)發(fā)電行業(yè)上市公司的凈資產(chǎn)利潤(rùn)率著手,實(shí)證分析了規(guī)制改革效果。第五部分闡述了實(shí)證研究結(jié)論分析及政策。包括實(shí)證結(jié)論、政策建議、措施以及研究的不足之處及未來展望。 綜上所述,本文得出以下結(jié)論：從行業(yè)角度來看,經(jīng)過三次大的改革,我國(guó)電力行業(yè)整體績(jī)效提高,但每次的規(guī)制改革效果卻不一樣。其中三個(gè)階段的規(guī)制改革在發(fā)電量、遏制壟斷利潤(rùn)方面都有較為顯著的效果,但是在提升發(fā)電行業(yè)效率方面還需繼續(xù)加強(qiáng)；從上市公司方面看,“廠網(wǎng)分開,競(jìng)價(jià)上網(wǎng)”以來確實(shí)降低了發(fā)電企業(yè)的壟斷利潤(rùn),但是效果并不十分顯著。 本文對(duì)發(fā)電行業(yè)規(guī)制效果的研究不僅能夠?yàn)檎治霭l(fā)電行業(yè)規(guī)制政策的效果提供一種重要的分析工具,還能促使我國(guó)發(fā)電行業(yè)規(guī)制效果評(píng)價(jià)體系更加完善,為全面評(píng)價(jià)發(fā)電行業(yè)規(guī)制效果提供一定的實(shí)證依據(jù),并為其他自然壟斷產(chǎn)業(yè)規(guī)制效果評(píng)價(jià)提供一種新觀念和新方法借鑒,有利于提高規(guī)制效率,改進(jìn)政府規(guī)制質(zhì)量。
[Abstract]:Since the reform and opening up, the rapid development of power generation industry in China is closely related to the government regulation reform policy.With the change of people's understanding of the meaning of natural monopoly, the development of electric power technology, the change of electric power demand and the reform of power industry system, the regulation mode of power generation industry has changed constantly, and the regulation has changed from strict to relaxed.Price regulation from planned economy guide price to bidding online, laws and regulations gradually sound.As the source of power industry, the effect of government regulation reform will have a significant impact on the subsequent aspects of power industry.Therefore, the empirical analysis on the effect of current regulation reform in power generation industry is of great significance for the next reform direction.In recent years, the regulation reform of China's electric power industry is mainly focused on the power generation industry. Therefore, the research on the regulation effect of China's electric power industry from the perspective of power generation industry is not only more targeted.It is also more in line with the actual situation of China's electricity industry regulation, which is also the main reason for this paper to choose the regulation effect of China's power generation industry.This paper discusses the evolution of regulation reform of power generation industry in China, and makes a comprehensive empirical test on the effect of regulation reform of power generation industry in China by using the relevant electric power data from 1980 to 2011.This paper examines the performance of regulation reform in China's electric power industry from two aspects: industry and enterprise.This paper is divided into five parts. The first part introduces the research background and significance, domestic and foreign regulatory effect research and review.The second part describes the current situation of power generation industry, regulation system analysis and regulation effect evaluation of the relevant theories, for the empirical analysis of the theoretical basis.In the third part, according to the theory of regulation economics, the paper empirically analyzes the effect of regulation reform in China's power generation industry by using time series analysis method.The fourth part uses panel data to analyze the effect of regulation reform from the perspective of net asset profit margin of listed companies in power generation industry.The fifth part elaborated the empirical research conclusion analysis and the policy.Including empirical conclusions, policy recommendations, measures and research deficiencies and future prospects.To sum up, this paper draws the following conclusions: from the perspective of the industry, after three major reforms, the overall performance of China's electric power industry has been improved, but the effect of each regulatory reform is different.The regulation reform in three stages has remarkable effect in power generation and restraining monopoly profit, but it still needs to be strengthened in improving the efficiency of power generation industry. From the point of view of listed companies, "the power plant is separated from the power grid,"Bidding on the Internet "has indeed reduced the monopoly profits of power generation companies, but the effect is not very significant."The research on the regulation effect of power generation industry in this paper can not only provide an important tool for the government to analyze the effect of regulation policy in power generation industry, but also make the evaluation system of regulation effect of power generation industry in our country more perfect.It provides a certain empirical basis for the overall evaluation of the regulation effect of power generation industry, and provides a new concept and new method for the regulation effect evaluation of other natural monopoly industries, which is conducive to improving the efficiency of regulation and improving the quality of government regulation.
