【摘要】：青海省地處青藏高原，是我國重要的水源涵養(yǎng)區(qū)和高原生態(tài)屏障，，素有“江河之源”、“全球氣候穩(wěn)壓器”、“中華水塔”之稱，具有十分重要的生態(tài)地位。保護好“三江源”的生態(tài)環(huán)境，是青海人民應該承擔的責任，更是對全國長遠發(fā)展的巨大貢獻。因此，調(diào)整優(yōu)化產(chǎn)業(yè)結(jié)構，降低高投入、高耗能、高污染的重化工業(yè)比重，大力發(fā)展輕工業(yè)，尤其是綠色輕工業(yè)，對于青海來說勢在必行。 進入新世紀以來，青海經(jīng)濟發(fā)展方式仍未得到根本轉(zhuǎn)變，粗放型增長格局仍在繼續(xù)，第二產(chǎn)業(yè)內(nèi)部結(jié)構嚴重失調(diào)現(xiàn)象突出，輕工業(yè)亟待加快發(fā)展。本文以增長極理論為出發(fā)點，以可持續(xù)發(fā)展觀為指引，結(jié)合青海經(jīng)濟發(fā)展的實際，提出青海必須大力發(fā)展輕工業(yè)，尤其是綠色特色輕工業(yè)。同時，在對青海綠色輕工業(yè)發(fā)展進行SWOT分析的基礎上，借助SPSS統(tǒng)計分析軟件，運用因子分析法，選定了青海重點發(fā)展的綠色輕工業(yè)子行業(yè)的產(chǎn)業(yè)集群，并對其進行了區(qū)域空間布局。最后，針對青海綠色輕工業(yè)增長極的培育提出了具有實踐意義的政策建議和發(fā)展舉措。 本文從國內(nèi)外工業(yè)化進程演變規(guī)律出發(fā)，分析和認識青海工業(yè)結(jié)構存在的問題，認為：充分發(fā)展輕工業(yè)是區(qū)域發(fā)展不可逾越的，是必須要補的課；青海應實施輕重工業(yè)并舉，適度優(yōu)先發(fā)展輕工業(yè)戰(zhàn)略，將綠色輕工業(yè)培育成青海經(jīng)濟發(fā)展重要的增長極；提出綠色增長極概念、青海綠色特色輕工業(yè)產(chǎn)業(yè)集群及空間布局，用增長極理論指導青海綠色輕工業(yè)的發(fā)展具有重要的實踐意義，對政府決策也具有重要參考價值。
[Abstract]:Qinghai Province is located on the Qinghai-Tibet Plateau, which is an important water conservation area and plateau ecological barrier in China. It is known as "source of rivers", "global climate regulator" and "Chinese water tower". It has a very important ecological status.It is the responsibility of the people of Qinghai to protect the ecological environment of the three Rivers, and it is also a great contribution to the long-term development of the whole country.Therefore, it is imperative for Qinghai to adjust and optimize the industrial structure, reduce the proportion of heavy chemical industry with high input, high energy consumption and high pollution, and vigorously develop light industry, especially green light industry.Since the beginning of the new century, the mode of economic development in Qinghai has not been fundamentally changed, the pattern of extensive growth has continued, the internal structure of the secondary industry has become a serious imbalance, and the light industry needs to be developed rapidly.Taking the theory of growth pole as the starting point, the sustainable development view as the guide and the reality of Qinghai's economic development, this paper puts forward that Qinghai must vigorously develop light industry, especially green characteristic light industry.At the same time, on the basis of SWOT analysis of Qinghai green light industry development, with the help of SPSS statistical analysis software and factor analysis method, the industrial cluster of Qinghai green light industry is selected.And carries on the regional space layout to it.Finally, some practical policy suggestions and development measures are put forward for the cultivation of green light industry growth pole in Qinghai.Based on the evolution law of industrialization process at home and abroad, this paper analyzes and understands the problems existing in Qinghai's industrial structure, and holds that the full development of light industry is an insurmountable and necessary course for regional development, and that Qinghai should carry out both light and heavy industries.Give priority to the development of light industry strategy, cultivate green light industry into the important growth pole of Qinghai's economic development, put forward the concept of green growth pole, Qinghai green characteristic light industry cluster and space layout,It is of great practical significance to use the growth pole theory to guide the development of green light industry in Qinghai, and also has important reference value to the government decision.
