【摘要】：資金集中管理模式是目前集團(tuán)型企業(yè)對(duì)集團(tuán)資金管理采取的重要管理方式之一。通過資金集中管理體系的構(gòu)建，并與現(xiàn)代化信息網(wǎng)絡(luò)技術(shù)、現(xiàn)代化通訊技術(shù)的有機(jī)結(jié)合，從而對(duì)集團(tuán)資金進(jìn)行統(tǒng)一歸集、統(tǒng)一分配、集中管理，最終達(dá)到集團(tuán)資金使用效率最大化的目的。 自2008年起，為了穩(wěn)定農(nóng)產(chǎn)品價(jià)格方面的上下波動(dòng)，平衡農(nóng)產(chǎn)品市場(chǎng)的供求關(guān)系，滿足百姓對(duì)生活的基本需求，國(guó)務(wù)院連同中央各部委陸續(xù)頒布了一系列保障農(nóng)產(chǎn)品流通的政策和舉措。中央各部委為農(nóng)產(chǎn)品流通問題實(shí)施的相關(guān)舉措對(duì)地利集團(tuán)在實(shí)施農(nóng)產(chǎn)品店項(xiàng)目并擴(kuò)大經(jīng)營(yíng)規(guī)模方面提供了政策保障。這也要求地利集團(tuán)加大財(cái)務(wù)管理力度，在資金管理方面采用高度集中的管理模式，提高資金的使用效率，最終實(shí)現(xiàn)整個(gè)集團(tuán)的戰(zhàn)略目標(biāo)。 本文在詳細(xì)介紹了目前國(guó)內(nèi)外相關(guān)學(xué)者對(duì)資金集中管理研究的基礎(chǔ)之上，通過對(duì)地利集團(tuán)的經(jīng)營(yíng)概況、地利集團(tuán)的資金管理現(xiàn)狀進(jìn)行了詳細(xì)介紹，在對(duì)其資金管理情況進(jìn)行研究的過程中，發(fā)現(xiàn)了現(xiàn)行資金管理過程中存在的一些問題，同時(shí)說(shuō)明了地利集團(tuán)迫切需要加強(qiáng)資金的管理，提高地利集團(tuán)資金使用的整體效益。在對(duì)現(xiàn)行的資金管理方式進(jìn)行分析后，從內(nèi)部因素和外部因素兩方面對(duì)地利集團(tuán)實(shí)施資金集中管理的可行性進(jìn)行分析，確定了資金集中管理體系設(shè)計(jì)的目標(biāo)和原則，從在資金集中管理總體設(shè)計(jì)和具體業(yè)務(wù)流程進(jìn)行具體設(shè)計(jì)。最后對(duì)設(shè)計(jì)出的體系進(jìn)行應(yīng)用之前提出一系列保障措施。以期使地利集團(tuán)能夠順利、快速、高效的完成資金集中管理應(yīng)用工作，達(dá)到地利集團(tuán)對(duì)資金管理全面掌控的最終目的。地利集團(tuán)作為不斷發(fā)展壯大的中國(guó)民營(yíng)企業(yè)，屬于農(nóng)產(chǎn)品流通企業(yè)中典型的代表，這種資金管理體系的構(gòu)建，為其他與地利集團(tuán)有著類似經(jīng)營(yíng)背景的民營(yíng)企業(yè)的資金管理具有一定的借鑒意義。
[Abstract]:The mode of centralized fund management is one of the most important management methods adopted by group enterprises.Through the construction of centralized fund management system and the organic combination of modern information network technology and modern communication technology, the group funds can be unified, distributed, and managed centrally.Finally, the purpose of maximizing the efficiency of the use of funds in the group is achieved.Since 2008, in order to stabilize the fluctuation of agricultural product prices, balance the supply and demand of agricultural products market, and meet the basic needs of the people for life,The State Council, together with central ministries and commissions, has promulgated a series of policies and measures to ensure the circulation of agricultural products.The relevant measures carried out by the central ministries and departments for the circulation of agricultural products have provided policy guarantees for the implementation of the agricultural products store project and the expansion of the scale of operation of the group.This also requires the Group to strengthen financial management, in the management of funds to adopt a highly centralized management mode, improve the efficiency of the use of funds, and ultimately achieve the strategic objectives of the whole group.Based on the detailed introduction of domestic and foreign scholars' research on centralized capital management, this paper introduces the current situation of funds management of the Group through the general situation of its management.In the course of studying the situation of fund management, some problems existing in the current fund management process are found, and the urgent need of strengthening the management of funds and improving the overall efficiency of the use of funds in the Group are also explained.After analyzing the current fund management mode, this paper analyzes the feasibility of implementing centralized fund management from internal and external factors, and determines the objectives and principles of the design of centralized fund management system.From the centralized management of funds overall design and specific business processes for specific design.Finally, a series of safeguard measures are put forward before the application of the designed system.In order to make the group smooth, rapid and efficient to complete the application of centralized management of funds, to achieve the final goal of overall control of the management of funds.As a developing and growing private enterprise in China, the Didi Group is a typical representative of the agricultural products circulation enterprises. This kind of fund management system is constructed.It has certain reference significance for the fund management of other private enterprises with similar operating background.
