【摘要】：基于現(xiàn)有的水利現(xiàn)代化績效評價的現(xiàn)狀和問題,從戰(zhàn)略角度出發(fā)提出了水利現(xiàn)代化的戰(zhàn)略績效評價體系。創(chuàng)新運用平衡計分卡的理念和框架,以可持續(xù)開發(fā)、民生水利為戰(zhàn)略導(dǎo)向,以水利現(xiàn)代化的綜合效益為中心,構(gòu)建水利現(xiàn)代化戰(zhàn)略績效評價框架和指標(biāo)體系。以水利現(xiàn)代化規(guī)劃和建設(shè)較為完善的廣東省為例,使用結(jié)構(gòu)方程的方法進(jìn)行水利現(xiàn)代化戰(zhàn)略績效評價體系的實證分析,驗證了水利現(xiàn)代化戰(zhàn)略績效評價體系的科學(xué)性和實用性。
[Abstract]:Based on the present situation and problems of the performance evaluation of water conservancy modernization, the strategic performance evaluation system of water conservancy modernization is put forward from the strategic point of view.The concept and framework of balanced Scorecard are innovatively applied to construct the strategic performance evaluation framework and index system of water conservancy modernization with sustainable development, people's livelihood water conservancy as the strategic direction, and the comprehensive benefit of water conservancy modernization as the center.Taking Guangdong Province, where the planning and construction of water conservancy modernization is relatively perfect, as an example, the empirical analysis of the strategic performance evaluation system of water conservancy modernization is carried out by using the method of structural equation, which verifies the scientificity and practicability of the strategic performance evaluation system of water conservancy modernization.
