【摘要】：近年來，職業(yè)安全健康問題受到社會(huì)的廣泛關(guān)注，也引起了各級(jí)領(lǐng)導(dǎo)的高度重視，特別是近期，習(xí)近平總書記、李克強(qiáng)總理先后就安全生產(chǎn)工作多次作出重要批示，要求從根本上改善企業(yè)的職業(yè)安全健康狀況。盡管自2002年國(guó)家頒布《安全生產(chǎn)法》至今，國(guó)家采取了一系列有效措施加強(qiáng)對(duì)職業(yè)安全健康的監(jiān)管，我國(guó)安全生產(chǎn)事故的發(fā)生率大幅下降，但是，同世界很多國(guó)家相比，特別是發(fā)達(dá)國(guó)家相比，我國(guó)的職業(yè)安全健康水平還有很大差距。目前，我國(guó)正處在經(jīng)濟(jì)發(fā)展的轉(zhuǎn)型期，安全生產(chǎn)管理也正在經(jīng)歷由嚴(yán)格監(jiān)管向自主管理的巨大轉(zhuǎn)變過程中。要實(shí)現(xiàn)這一轉(zhuǎn)變，就要學(xué)習(xí)國(guó)外企業(yè)在職業(yè)安全健康管理方面的先進(jìn)經(jīng)驗(yàn)，逐步與國(guó)際接軌，建立高效運(yùn)轉(zhuǎn)的職業(yè)安全健康管理體系。雖然我國(guó)1999年便開始引入管理體系，但是企業(yè)的應(yīng)用情況不十分理想，存在很多問題，，影響了體系作用的發(fā)揮，因此，對(duì)企業(yè)現(xiàn)有職業(yè)安全健康管理體系進(jìn)行分析，并開展有針對(duì)性的優(yōu)化具有重要的現(xiàn)實(shí)意義。 本文從職業(yè)安全健康管理的含義和理論基礎(chǔ)入手，揭示了安全管理的理論精髓和安全生產(chǎn)發(fā)展的階段性規(guī)律。通過對(duì)我國(guó)及唐山市鋼鐵行業(yè)職業(yè)安全健康現(xiàn)狀的分析，闡明了在唐山市鋼鐵行業(yè)進(jìn)行職業(yè)安全健康管理體系優(yōu)化的必要性，進(jìn)而分析了唐山鋼鐵企業(yè)職業(yè)安全健康管理體系建立和實(shí)施過程中存在的問題，以唐鋼為例對(duì)這些問題進(jìn)行了說明，并剖析了問題存在的原因。針對(duì)這些原因，依據(jù)安全管理理論、規(guī)律和經(jīng)驗(yàn)，站在行業(yè)管理的角度提出了在政策引導(dǎo)、開展培訓(xùn)、執(zhí)法監(jiān)管及實(shí)施監(jiān)督四個(gè)方面的優(yōu)化建議。 本文試圖通過對(duì)唐山的支柱產(chǎn)業(yè)—鋼鐵行業(yè)職業(yè)安全健康管理體系的優(yōu)化，提高職業(yè)安全健康管理的運(yùn)行質(zhì)量，對(duì)改善已建立管理體系企業(yè)的職業(yè)安全健康狀況有所幫助，進(jìn)而讓更多的企業(yè)認(rèn)識(shí)到實(shí)施職業(yè)安全健康管理體系的重要意義，積極加以應(yīng)用，從而推動(dòng)唐山企業(yè)管理理念由“被動(dòng)監(jiān)管”向“自主管理”的轉(zhuǎn)變，逐步實(shí)現(xiàn)全市職業(yè)安全健康形勢(shì)的根本好轉(zhuǎn)。
[Abstract]:In recent years, the issue of occupational safety and health has received extensive attention from the society, and has also aroused great attention from leaders at all levels. In particular, recently, General Secretary Xi Jinping and Premier Li Keqiang have successively made important instructions on the work of safety in production.It is necessary to fundamentally improve the occupational safety and health of enterprises.Since the promulgation of the Safety of production Law in 2002, the state has taken a series of effective measures to strengthen the supervision of occupational safety and health, and the incidence of accidents in production safety in our country has dropped significantly, but compared with many countries in the world,In particular, compared with developed countries, China's occupational safety and health level is still a big gap.At present, our country is in the transition period of economic development, safety production management is also undergoing a huge transition from strict supervision to independent management.In order to realize this change, we must learn the advanced experience of foreign enterprises in occupational safety and health management, gradually connect with the international standards, and establish an efficient occupational safety and health management system.Although our country began to introduce the management system in 1999, but the application of enterprises is not very ideal, there are many problems, which affect the function of the system. Therefore, this paper analyzes the existing occupational safety and health management system.And the development of targeted optimization has important practical significance.Starting with the meaning and theoretical basis of occupational safety and health management, this paper reveals the theoretical essence of safety management and the stage law of the development of safety production.By analyzing the present situation of occupational safety and health in our country and Tangshan iron and steel industry, the necessity of optimizing occupational safety and health management system in Tangshan iron and steel industry is expounded.The problems existing in the establishment and implementation of the occupational safety and health management system in Tangshan Iron and Steel Enterprise are analyzed. The problems are explained by taking Tangshan Iron and Steel Company as an example, and the reasons for the problems are analyzed.In view of these reasons, according to the theory, law and experience of safety management, this paper puts forward the optimized suggestions in four aspects of policy guidance, training, law enforcement supervision and implementation supervision from the point of view of industry management.This paper attempts to optimize the occupational safety and health management system of steel industry, which is the pillar industry of Tangshan, to improve the operation quality of occupational safety and health management, and to improve the occupational safety and health status of the enterprises that have established the management system.So that more enterprises realize the importance of implementing occupational safety and health management system, and actively apply it to promote the transformation of Tangshan enterprise management concept from "passive supervision" to "independent management".Gradually realize the basic improvement of occupational safety and health situation in the city.
