【摘要】：突發(fā)性大型自然災(zāi)害會給一個地區(qū)的社會經(jīng)濟(jì)帶來嚴(yán)重影響,人口分布調(diào)整和產(chǎn)業(yè)結(jié)構(gòu)重塑是災(zāi)后重建工作的核心任務(wù).針對災(zāi)后重建中產(chǎn)業(yè)恢復(fù)的特殊性、緊迫性和階段性等特點(diǎn),結(jié)合四川蘆山地震恢復(fù)重建的實(shí)踐,在對災(zāi)區(qū)自然環(huán)境、資源稟賦、產(chǎn)業(yè)發(fā)展現(xiàn)狀及受災(zāi)情況等分析基礎(chǔ)上,認(rèn)為:在東部平原地區(qū),培育高新技術(shù)產(chǎn)業(yè)和現(xiàn)代制造業(yè);在大部分淺山地區(qū),結(jié)合旅游業(yè)重點(diǎn)發(fā)展特色農(nóng)副產(chǎn)品種植和加工產(chǎn)業(yè);在深山地區(qū),提高水能礦產(chǎn)資源對經(jīng)濟(jì)的貢獻(xiàn)度,并提高產(chǎn)業(yè)集中度.總體形成從平原向山區(qū)逐漸過渡的圈層式產(chǎn)業(yè)空間格局,提出相應(yīng)的政策建議.
[Abstract]:Sudden and large-scale natural disasters will have a serious impact on the social economy of a region. Population distribution adjustment and industrial restructuring are the core tasks of post-disaster reconstruction. In view of the particularity of industrial recovery in post-disaster reconstruction, On the basis of the analysis of the natural environment, resource endowment, industrial development status and disaster situation of the disaster area, it is considered that: in the eastern plain area, To cultivate high-tech industries and modern manufacturing industries; to develop special agricultural and sideline products planting and processing industries in most shallow mountain areas in combination with tourism; and to enhance the contribution of hydro-energy mineral resources to the economy in deep mountain areas, The industrial concentration degree is raised, and the industrial spatial pattern of the circle type is formed gradually from plain to mountain area, and the corresponding policy suggestions are put forward.
