基于供應(yīng)鏈信息集成的海外工程項(xiàng)目物資保障模式研究

【摘要】:對(duì)于石油海外工程項(xiàng)目來(lái)說(shuō),在項(xiàng)目生命周期的各個(gè)階段,物資保障進(jìn)行的是否順利,關(guān)系到工程項(xiàng)目能否順利實(shí)施,進(jìn)而影響到我們石油企業(yè)在國(guó)際市場(chǎng)上的經(jīng)濟(jì)效益與信用水平。海外工程項(xiàng)目地域的特殊性,使其物資保障具有不同于國(guó)內(nèi)工程項(xiàng)目的物資保障的一些特點(diǎn)。例如,長(zhǎng)距離運(yùn)輸(海運(yùn))帶來(lái)的各種高額成本與風(fēng)險(xiǎn)、多變的區(qū)域環(huán)境(政治環(huán)境)都給物資保障的運(yùn)行帶來(lái)一定的困難。 X石油集團(tuán)最初海外工程業(yè)務(wù)的開拓主要以各油田企業(yè)為主,沒(méi)能發(fā)揮集團(tuán)的整體優(yōu)勢(shì)。重組之后,成立了歸口管理海外工程業(yè)務(wù)的國(guó)際石油工程公司,理順了上游海外工程業(yè)務(wù)管理體制,即統(tǒng)一進(jìn)行物資裝備的計(jì)劃與采購(gòu)、國(guó)內(nèi)驗(yàn)收標(biāo)準(zhǔn)與程序、國(guó)際運(yùn)輸、清關(guān)與倉(cāng)儲(chǔ)、海外基地建設(shè)與管理。這些措施的實(shí)施,勢(shì)必要在各油田企業(yè)間建立一個(gè)聯(lián)絡(luò)的平臺(tái)。 本文以X石油的海外工程項(xiàng)目E-P-C項(xiàng)目為研究對(duì)象。運(yùn)用供應(yīng)鏈、供應(yīng)鏈集成、供應(yīng)鏈信息管理的基本理論,對(duì)X石油E-P-C項(xiàng)目原有的物資保障運(yùn)行現(xiàn)狀進(jìn)行了分析,指出原有模式的特點(diǎn)及存在的問(wèn)題,然后提出了基于供應(yīng)鏈信息集成的物資物資保障新模式。即在供應(yīng)鏈信息集成的基礎(chǔ)上,在X石油進(jìn)行海外工程的各企業(yè)以及與其關(guān)聯(lián)的供應(yīng)鏈企業(yè)間建立一個(gè)信息共享的平臺(tái),以保證物資需求、庫(kù)存、運(yùn)輸?shù)认嚓P(guān)信息在供應(yīng)鏈上進(jìn)行高效地傳遞、處理,最終保證工程項(xiàng)目的順利完工。
[Abstract]:For overseas petroleum engineering projects, whether or not the material support is carried out smoothly at all stages of the project life cycle is related to the smooth implementation of the project. This will affect the economic benefit and credit level of our petroleum enterprises in the international market. The particularity of overseas engineering projects makes their material support have some characteristics different from those of domestic engineering projects. For example, The high cost and risk brought by long distance transportation (sea transportation) and the changeable regional environment (political environment) bring some difficulties to the operation of material support. X Petroleum Group initially developed its overseas engineering business mainly by various oil field enterprises, failing to give full play to the group's overall advantages. After the reorganization, an international petroleum engineering company was set up to manage overseas engineering business. Straightening out the upstream overseas engineering business management system, that is, unified planning and procurement of materials and equipment, domestic acceptance standards and procedures, international transportation, customs clearance and warehousing, construction and management of overseas bases, implementation of these measures, It is necessary to establish a platform for communication between oil field enterprises. Based on the basic theory of supply chain, supply chain integration and supply chain information management, this paper analyzes the current situation of material support operation of X Petroleum E-P-C project, taking the overseas project of X Petroleum as the research object, and using the basic theory of supply chain, supply chain integration and supply chain information management. This paper points out the characteristics and existing problems of the original model, and then puts forward a new model of material support based on supply chain information integration, that is, on the basis of supply chain information integration, To establish a platform for information sharing among the companies engaged in overseas projects and their associated supply chain enterprises in order to ensure the efficient transmission and processing of relevant information on the supply chain, such as material demand, inventory, transportation, etc. Finally ensure the smooth completion of the project.
