【摘要】：當(dāng)前中國經(jīng)濟(jì)發(fā)展已經(jīng)進(jìn)入新常態(tài),一個顯著特征就是驅(qū)動經(jīng)濟(jì)社會發(fā)展的動力發(fā)生了質(zhì)的變化,由原先的要素驅(qū)動向創(chuàng)新驅(qū)動轉(zhuǎn)變。隨著當(dāng)代科技革命、產(chǎn)業(yè)革命和新軍事變革的發(fā)展,國防科技與民用科技的界限越來越模糊、結(jié)合面越來越廣、融合度越來越深,推動軍民兩用技術(shù)及轉(zhuǎn)化運(yùn)用是軍民融合創(chuàng)新的重要環(huán)節(jié),也是切實(shí)把創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略實(shí)施好的重要內(nèi)容。把握其特點(diǎn)和模式,有助于形成"科學(xué)-技術(shù)-項(xiàng)目-產(chǎn)業(yè)-市場/戰(zhàn)場"五位一體和"產(chǎn)業(yè)鏈、創(chuàng)新鏈、資金鏈"三鏈耦合的軍民融合國防科技協(xié)同創(chuàng)新體系。
[Abstract]:At present, China's economic development has entered a new normal. A remarkable feature is that the driving force of economic and social development has undergone a qualitative change, from the original factor driving to the innovation drive. With the contemporary scientific and technological revolution, With the development of the industrial revolution and the new military revolution, the boundary between national defense science and technology and civil science and technology is becoming more and more blurred, and the combination is becoming wider and wider, and the degree of integration is getting deeper and deeper. Promoting the dual-use technology and its transformation and application is an important link in the integration and innovation between the military and the civilian. It is also an important content to effectively implement the innovation-driven development strategy. Grasping its characteristics and models will help to form the "science-technology-project-industry-market / battlefield" five-in-one and "industrial chain, innovation chain," Fund chain "three-chain coupling of military and civilian integration of national defense science and technology collaboration and innovation system."
