【摘要】：“國以民為本，民以食為天，食以安為先”。食品安全是關(guān)系到千千萬萬人民切身利益和社會問題。近年來重大食品安全事件的頻頻發(fā)生，不斷敲響著食品安全問題的警鐘，說明了我國食品安全的嚴(yán)峻形式不斷刺痛人們的脆弱的神經(jīng)，考驗著公眾的心理承受力，當(dāng)面對這一幕幕喪失道德和法制基準(zhǔn)的食品安全事故的時候，我們應(yīng)該全面反省在食品安全方面的不足,也讓民眾對政府的監(jiān)管能力產(chǎn)生了質(zhì)疑，損害了政府的公信力，因此如何提高政府對食品安全監(jiān)管的有效性就成為非常重要的公共行政課題。 本文試從生產(chǎn)領(lǐng)域作為切入點(diǎn)對政府食品安全監(jiān)管運(yùn)作進(jìn)行思考,從相關(guān)概念出發(fā)分析我國現(xiàn)階段食品安全監(jiān)管存在的問題，對影響生產(chǎn)領(lǐng)域食品安全監(jiān)管的因素進(jìn)行深入分析,如：監(jiān)管體系的權(quán)力和責(zé)任定位是否恰當(dāng)、相關(guān)的配套支持體系是否得力、監(jiān)管方式是否到位、執(zhí)法監(jiān)督得力與否等，并從修改相關(guān)的法律法規(guī)、統(tǒng)一食品安全標(biāo)準(zhǔn)、完善食品安全誠信運(yùn)行機(jī)制、建立風(fēng)險預(yù)警機(jī)制、健全信息披露機(jī)制、完善食品召回機(jī)制等方面提出解決食品安全監(jiān)管問題的相關(guān)對策，這將促使我們更加審慎、科學(xué)、客觀、公正地審視政府食品安全監(jiān)管工作，為政府和社會采取相應(yīng)改進(jìn)措施打下基礎(chǔ)。
[Abstract]:Food safety concerns the vital interests of thousands of people and social problems. In recent years, the frequent occurrence of major food safety incidents has constantly sounded the alarm bell of food safety issues. It shows that the severe form of food safety in our country is constantly stabbing people's fragile nerves, testing the psychological endurance of the public, and when faced with the food safety accidents which have lost their moral and legal standards in this series of scenes, We should comprehensively reflect on the deficiencies in food safety, and let the public question the government's regulatory ability, which has damaged the credibility of the government. Therefore, how to improve the effectiveness of food safety supervision has become a very important issue of public administration. This paper tries to think about the operation of government food safety supervision from the point of view of production field, and analyzes the existing problems of food safety supervision in China at present. The factors affecting food safety supervision in the production field are analyzed in depth, such as: whether the power and responsibility of the regulatory system are properly positioned, whether the relevant supporting system is effective, whether the supervision method is in place, whether the law enforcement supervision is effective or not, etc. And from revising relevant laws and regulations, unifying food safety standards, perfecting food safety integrity operation mechanism, establishing risk warning mechanism, perfecting information disclosure mechanism, To improve the food recall mechanism and put forward some relevant countermeasures to solve the problem of food safety supervision, which will urge us to examine the government's food safety supervision work more carefully, scientifically, objectively and impartially. For the government and society to take corresponding improvement measures to lay the foundation.
