電力企業(yè)勞務(wù)派遣工作現(xiàn)狀及發(fā)展趨勢研究

【摘要】:勞務(wù)派遣作為一種新的用工形式,在很多電力企業(yè)均被采用,其優(yōu)點是可以節(jié)約成本、人事管理便捷、優(yōu)化人才結(jié)構(gòu)、贏得競爭優(yōu)勢、推動企業(yè)的發(fā)展。但是隨著勞務(wù)派遣用工方式在電力企業(yè)的大范圍應(yīng)用,其弊端和缺陷也隨之顯現(xiàn)出來,甚至引發(fā)了用工單位和派遣人員的沖突事件。勞務(wù)派遣用工也因其就業(yè)穩(wěn)定性差,容易造成勞務(wù)派遣員工對企業(yè)缺乏認同感和歸屬感,工作不積極,責(zé)任心不強等問題,在一定程度上影響了企業(yè)的和諧發(fā)展。如何解決這些問題,已是電力企業(yè)急需面對和盡快處理的重要工作。 根據(jù)上述原因,本論文主要闡述國內(nèi)外勞務(wù)派遣的發(fā)展現(xiàn)狀;介紹勞務(wù)派遣的用工方式,包括勞務(wù)派遣的定義、特征、方法和內(nèi)容等;講述電力企業(yè)勞務(wù)派遣現(xiàn)存問題的研究。主要介紹了電力企業(yè)用工方式、勞務(wù)派遣現(xiàn)存問題的分析以及管理上面臨的調(diào)整;最后根據(jù)以上的論文,總結(jié)電力企業(yè)勞務(wù)派遣用工發(fā)展趨勢及其對策研究。 作者認為隨著相關(guān)政策和法規(guī)的進一步完善,并加大執(zhí)行監(jiān)管力度,電力企業(yè)終究會清醒地認識到勞動派遣給企業(yè)帶來的不是便利,更多是麻煩和人工成本的增加。電力企業(yè)用工發(fā)展趨勢是:勞務(wù)派遣這種用工形式將逐步削減其范圍,削弱其影響,并最終退出歷史舞臺。 雖然電力企業(yè)用工機制的完善還需要一段時間的調(diào)整和完善,但是就目前仍然存在并將存在較長一段時間的電力企業(yè)勞務(wù)派遣問題,我們也要對其進行有效的管理,實施相應(yīng)對策,避免矛盾的進一步激化和沖突。 文章結(jié)合電力企業(yè)的實際,認真分析勞務(wù)派遣員工隊伍存在的問題及產(chǎn)生問題的主要根源,并就如何創(chuàng)新勞務(wù)派遣員工管理機制提出了很好的建議。并希望通過本文倡導(dǎo)“以人為本”的管理理念及采取相應(yīng)的對策和措施,各電力企業(yè)能夠開展勞務(wù)派遣員工關(guān)系管理,謀求企業(yè)和員工利益的最佳平衡點,以促進電力企業(yè)的健康和諧發(fā)展。
[Abstract]:As a new form of employment, labor dispatch is adopted in many electric power enterprises. Its advantages are cost saving, convenient personnel management, optimizing talent structure and winning competitive advantage. Promote the development of enterprises. But with the large-scale application of labor dispatch in electric power enterprises, its disadvantages and defects also appear. It even leads to conflicts between employment units and dispatch personnel. Because of its poor employment stability, it is easy to cause labor dispatch workers to lack the sense of identity and belonging to the enterprise, not to be active in their work, and not to have a strong sense of responsibility, and so on. To a certain extent, the harmonious development of enterprises is affected. How to solve these problems is an important task that electric power enterprises urgently need to face and deal with as soon as possible. Based on the above reasons, this paper mainly describes the current situation of labor dispatch at home and abroad, introduces the employment methods of labor dispatch, including the definition, characteristics, methods and contents of labor dispatch. This paper describes the research on the existing problems of labor dispatch in electric power enterprises. It mainly introduces the employment mode of electric power enterprises, the analysis of the existing problems of labor dispatch and the adjustment of management. Finally, according to the above thesis, This paper summarizes the development trend and countermeasures of labor dispatch in electric power enterprises. The author believes that with the further improvement of relevant policies and regulations, and the intensification of enforcement and supervision, the electric power enterprises will soberly realize that labor dispatch does not bring convenience to the enterprises. The trend of employment development of electric power enterprises is: the labor dispatch will gradually reduce its scope, weaken its impact, and finally withdraw from the historical stage. Although the perfection of the employment mechanism of electric power enterprises still needs to be adjusted and perfected for some time, but there is still a problem of labor dispatch in electric power enterprises for a long period of time, we should also manage it effectively. Implement corresponding countermeasure, avoid contradiction further aggravation and conflict. Combined with the reality of electric power enterprises, this paper analyzes the problems existing in the labor dispatch staff and the main causes of the problems. It also puts forward some good suggestions on how to innovate the management mechanism of labor dispatch staff, and hopes that by advocating the "people-oriented" management concept and adopting the corresponding countermeasures and measures, the electric power enterprises can carry out the management of labor dispatch staff relations. In order to promote the healthy and harmonious development of the electric power enterprises, the best balance of the interests of enterprises and employees is sought.
