基于SWOT分析的大慶油田發(fā)展戰(zhàn)略研究

【摘要】:在國(guó)際國(guó)內(nèi)市場(chǎng)一體化、世界經(jīng)濟(jì)全球化過程加劇的今天,我國(guó)石油工業(yè)面臨的生存與發(fā)展挑戰(zhàn)更加嚴(yán)峻。大慶石油管理局作為中國(guó)石油工業(yè)的排頭兵,經(jīng)過1998年和1999年石油行業(yè)兩次大規(guī)模的重組,生產(chǎn)經(jīng)營(yíng)情況變化巨大;诳沙掷m(xù)發(fā)展的戰(zhàn)略和適應(yīng)新形勢(shì)思考,本文針對(duì)當(dāng)前大慶石油管理局競(jìng)爭(zhēng)優(yōu)勢(shì)不突出以及業(yè)務(wù)結(jié)構(gòu)不合理兩個(gè)問題,結(jié)合中國(guó)石油工業(yè)的發(fā)展改革,對(duì)大慶石油管理局的內(nèi)部因素以及外部經(jīng)營(yíng)環(huán)境進(jìn)行了系統(tǒng)的分析,重點(diǎn)針對(duì)生產(chǎn)要素供應(yīng)、行業(yè)性質(zhì)、目標(biāo)市場(chǎng)、競(jìng)爭(zhēng)對(duì)手和對(duì)各項(xiàng)業(yè)務(wù)的影響進(jìn)行了深入研究。 本文首先介紹了戰(zhàn)略管理理論的主要理論、當(dāng)前國(guó)外戰(zhàn)略管理理論的發(fā)展過程和前景,并簡(jiǎn)要回顧了戰(zhàn)略管理理論在我國(guó)的研究和應(yīng)用。其次,簡(jiǎn)要分析了大慶石油管理局所處的宏觀環(huán)境和行業(yè)環(huán)境的一般要素,,對(duì)企業(yè)外部環(huán)境的機(jī)遇與威脅,并對(duì)企業(yè)現(xiàn)狀和能力等內(nèi)部條件作了介紹和分析,明確了企業(yè)發(fā)展的現(xiàn)實(shí)條件,為企業(yè)確定發(fā)展戰(zhàn)略提供了基礎(chǔ)。最后,分別從總體戰(zhàn)略、競(jìng)爭(zhēng)戰(zhàn)略和職能戰(zhàn)略三個(gè)層次提出了戰(zhàn)略選擇建議。指出總體戰(zhàn)略應(yīng)選擇發(fā)展戰(zhàn)略,提出了發(fā)展戰(zhàn)略的方針和目標(biāo)。在對(duì)企業(yè)業(yè)務(wù)進(jìn)行分析的基礎(chǔ)上,提出了企業(yè)業(yè)務(wù)組合,各主要業(yè)務(wù)的競(jìng)爭(zhēng)戰(zhàn)略選擇。同時(shí),提出了保證總體戰(zhàn)略和競(jìng)爭(zhēng)戰(zhàn)略的實(shí)施必須進(jìn)行體制創(chuàng)新、技術(shù)研究、市場(chǎng)開發(fā)、人力資源開發(fā)、企業(yè)文化建設(shè)等職能戰(zhàn)略和措施建議。
[Abstract]:Today, with the integration of international and domestic markets and the intensification of the process of world economic globalization, the survival and development challenges faced by China's petroleum industry are even more severe. As the vanguard of China's oil industry, Daqing Petroleum Administration Bureau, After two large-scale restructuring of the petroleum industry in 1998 and 1999, the situation of production and operation has changed greatly. Based on the strategy of sustainable development and adaptation to the new situation, This paper aims at two problems: the competitive advantage of Daqing Petroleum Administration Bureau is not outstanding and the business structure is unreasonable, combining with the development and reform of China's petroleum industry, This paper makes a systematic analysis on the internal factors and external operating environment of Daqing Petroleum Administration Bureau, focusing on the factors of production supply, the nature of the industry, the target market, the competitors and the influence on the various business. This paper first introduces the main theories of strategic management theory, the development process and prospect of foreign strategic management theory, and briefly reviews the research and application of strategic management theory in China. This paper briefly analyzes the general elements of the macro environment and industry environment of Daqing Petroleum Administration Bureau, the opportunities and threats to the external environment of the enterprise, and the internal conditions such as the present situation and the ability of the enterprise. This paper clarifies the realistic conditions of enterprise development, and provides the basis for enterprises to determine their development strategy. Finally, the paper puts forward some suggestions on strategic choice from three levels: overall strategy, competition strategy and functional strategy. It points out that the overall strategy should be chosen as the development strategy. On the basis of analyzing the business of the enterprise, the paper puts forward the business combination of the enterprise, the competitive strategy choice of the main business. At the same time, Some suggestions are put forward to ensure the implementation of overall strategy and competition strategy, such as system innovation, technical research, market development, human resource development, enterprise culture construction and so on.
