白云鄂博礦區(qū)稀有金屬礦產(chǎn)資源的可持續(xù)利用研究

【摘要】:一個地區(qū)乃至國家發(fā)展的基礎(chǔ)和經(jīng)濟能力直接由礦產(chǎn)資源的可持續(xù)利用能力決定。對礦產(chǎn)資源的有效開發(fā)、礦產(chǎn)經(jīng)濟進行區(qū)劃、對礦山開采的投資和在國民經(jīng)濟建設(shè)當中出現(xiàn)的戰(zhàn)略選擇等也都是由礦業(yè)資源的可持續(xù)利用能力來提供的較為重要的結(jié)論依據(jù)。 本文運用資源承載力模型和可耗竭模型建立了白云鄂博礦區(qū)稀有金屬礦產(chǎn)資源開發(fā)利用的可持續(xù)發(fā)展的數(shù)學(xué)模型。 在對稀有金屬礦產(chǎn)資源與經(jīng)濟和環(huán)境“雙重約束”分析的基礎(chǔ)上來敘述稀有金屬礦產(chǎn)資源當前的使用情況。然后進一步對中國稀有金屬礦產(chǎn)資源在可持續(xù)利用情況方面的問題進行探討,得出的結(jié)論是:如果按照一定合理的速度去消耗和使用資源是可以使不可再生資源實現(xiàn)可持續(xù)利用的狀態(tài)的?偟膩碚f,雖然數(shù)據(jù)的獲取對本文的研究產(chǎn)生了一定的影響,使本文有某種程度的缺陷,但是不管是在研究的方法還是理論結(jié)構(gòu)上,本文對目前的稀有金屬礦產(chǎn)資源經(jīng)濟學(xué)研究領(lǐng)域都進行了拓展,對可持續(xù)發(fā)展背景下的可持續(xù)利用相關(guān)問題進行了探索,,對目前的理論研究來說就有較為重要的理論和現(xiàn)實意義。 綜觀國內(nèi)外文獻對稀有金屬礦產(chǎn)資源可持續(xù)利用理論的研究,大家從不同角度對稀有金屬資源可持續(xù)利用理論進行了深入探討,內(nèi)容各有側(cè)重。大多的文獻是對白云鄂博地區(qū)礦產(chǎn)資源擁有量及發(fā)展前景進行宏觀角度的論述并找出存在的問題,或者是從冶煉角度去探討白云鄂博地區(qū)稀有金屬礦產(chǎn)資源的利用。但是從經(jīng)濟學(xué)角度去分析稀有金屬礦產(chǎn)資源的可持續(xù)利用及其所產(chǎn)生的經(jīng)濟價值、社會價值的文獻則偏少,很少與白云鄂博地區(qū)發(fā)展現(xiàn)狀進行結(jié)合分析,且較少的對稀有金屬礦產(chǎn)資源稀缺程度及其可持續(xù)發(fā)展之間的關(guān)系進行科學(xué)、完整和實用性的深入研究。 因此本文結(jié)合相關(guān)文獻的研究成果,重點著眼于在定量分析的基礎(chǔ)上,對白云鄂博稀有金屬礦產(chǎn)資源的可持續(xù)利用提出操作性較強的對策措施,建立一套適合白云鄂博稀有金屬礦產(chǎn)資源切實可行的運行方案,對于礦區(qū)今后的發(fā)展具有前瞻性和指導(dǎo)性。 最后,本文認為白云鄂博礦區(qū)可持續(xù)發(fā)展的關(guān)鍵是合理儲備、有效利用、加強管理;稀有金屬的可持續(xù)發(fā)展研究要走一條節(jié)約的、科技推進的、利于國際國內(nèi)兩個市場共同發(fā)展的發(fā)展模式。
[Abstract]:The foundation and economic ability of a region or even a country's development is directly determined by the ability of sustainable utilization of mineral resources. The effective exploitation of mineral resources and the division of mineral economy are carried out. The investment in mining and the strategic choice in the construction of national economy are also provided by the ability of sustainable utilization of mining resources. In this paper, the mathematical model of sustainable development of rare metal mineral resources in Baiyunebo mining area is established by means of resource carrying capacity model and exhaustion model. Based on the analysis of "double constraints" between rare metal mineral resources and economy and environment, this paper describes the current use of rare metal mineral resources. Then, the sustainable utilization of rare metal mineral resources in China is further discussed. On the situation, The conclusion is that if we consume and use resources at a reasonable rate, we can make non-renewable resources sustainable use. In general, although the data acquisition has a certain impact on this study, This paper has a certain degree of defects, but whether in the research methods or theoretical structure, this paper has expanded the current research field of rare metal mineral resources economics. This paper explores the related problems of sustainable utilization in the context of sustainable development, which is of great theoretical and practical significance to the current theoretical research. In this paper, the theory of sustainable utilization of rare metal mineral resources has been studied from different angles, and the theory of sustainable utilization of rare metal mineral resources has been deeply discussed. Most of the literature is about the quantity of mineral resources and the development prospects of the mineral resources in Bayan Obo area, and find out the existing problems. Or from the perspective of smelting to explore the utilization of rare metal mineral resources in Baiyunebo area. But from the perspective of economics, to analyze the sustainable utilization of rare metal mineral resources and the economic value they produce, the literature on social value is less. It is seldom combined with the present development situation of Bayan Obo area, and the relationship between the scarcity of rare metal mineral resources and its sustainable development is seldom studied in a scientific, complete and practical way. Therefore, combining with the research results of relevant literature, this paper focuses on the basis of quantitative analysis, and puts forward some feasible countermeasures for the sustainable utilization of the rare metal mineral resources in Baiyunebo. The establishment of a set of feasible operation scheme suitable for Baiyunebo rare metal mineral resources is prospective and instructive for the future development of mining area. Finally, this paper holds that the key to sustainable development of Baiyunebo mining area is reasonable reserve, effective utilization and strengthening management, and the sustainable development research of rare metals should be carried out in a saving, scientific and technological way. A development model conducive to the common development of both international and domestic markets.
