【摘要】：自2003年黨中央通過并實(shí)施振興東北老工業(yè)基地戰(zhàn)略以來，以國家戰(zhàn)略為引導(dǎo)，以省、市政策為帶領(lǐng)，以創(chuàng)新發(fā)展為驅(qū)動(dòng)，經(jīng)過多方努力，遼寧省作為傳統(tǒng)的老工業(yè)基地迎來的全面振興的新篇章。小微工業(yè)企業(yè)是我國經(jīng)濟(jì)里重要組成單元，具有數(shù)量多、規(guī)模小、涉及行業(yè)廣泛等特點(diǎn)。小微工業(yè)企業(yè)在我省的經(jīng)濟(jì)體系之中占有重要地位，不僅為我省創(chuàng)造了廣闊的就業(yè)平臺(tái)，促進(jìn)我省保障民生和維護(hù)社會(huì)和諧穩(wěn)定，同時(shí)對(duì)我省經(jīng)濟(jì)結(jié)構(gòu)的調(diào)整、推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)和促進(jìn)經(jīng)濟(jì)發(fā)展方式的轉(zhuǎn)變具有重大作用。 然而，小微工業(yè)企業(yè)也面臨著嚴(yán)峻挑戰(zhàn)，建企業(yè)易而長久難，維持企業(yè)易而發(fā)展難。隨著國際金融危機(jī)擴(kuò)大，市場(chǎng)持續(xù)波動(dòng)，小微工業(yè)企業(yè)限于自身規(guī)模偏小、缺乏科學(xué)的管理制度、融資能力弱和生產(chǎn)偏向勞動(dòng)密集型等特點(diǎn)，很容易在市場(chǎng)競爭中被淘汰。隨著市場(chǎng)競爭愈加激烈，雇工人力費(fèi)用增加、原材料和能源價(jià)格持續(xù)提高、人民幣升值帶來的外貿(mào)壓力增大，大量的小微工業(yè)企業(yè)都面臨著訂單減少、回款困難甚至資金鏈斷裂，嚴(yán)重影響著小微企業(yè)的生存與發(fā)展，這種狀況也在逐漸引起社會(huì)大眾的高度關(guān)注。論文共分為五章： 第一章為緒論。在緒論中簡單介紹了本文的選題背景，主要闡述了研究目的意義和研究的方法。對(duì)小微工業(yè)企業(yè)面臨的問題做出概述。 第二章為文獻(xiàn)綜述。首先小微工業(yè)企業(yè)做出界定，并結(jié)合我省實(shí)際情況和相關(guān)政策，系統(tǒng)的闡述了小微工業(yè)的成長理論。并結(jié)合遼寧省工業(yè)發(fā)展戰(zhàn)略做出了初步分析。 第三章具體介紹了遼寧省小微工業(yè)的基本情況，就我省小微工業(yè)企業(yè)的經(jīng)濟(jì)地位、在我省的區(qū)域分布、從事行業(yè)分布和經(jīng)營情況等方面做出了具體的判斷分析，為研究并解決小微工業(yè)企業(yè)所面臨的問題打下了堅(jiān)實(shí)基礎(chǔ)。 第四章為具體分析我省小微工業(yè)企業(yè)所面臨的實(shí)際問題，并給出了初步判斷。小微工業(yè)企業(yè)既和大中型企業(yè)一樣受到資源與環(huán)境的約束，又因自身問題存在多方面不足。普遍存在不了解相關(guān)政策法規(guī)，運(yùn)用國家政策不到位，而又人才匱乏、融資能力差，創(chuàng)新能力整體不高，企業(yè)發(fā)展前景差。 第五章為我省小微工業(yè)企業(yè)的發(fā)展提供了具體建議。結(jié)合遼寧省工業(yè)發(fā)展戰(zhàn)略，從全局角度思考小微工業(yè)企業(yè)的發(fā)展方向和途徑。同時(shí)建議政府應(yīng)當(dāng)發(fā)揮自己的職能作用，建立健全政策法規(guī)。一方面營造適合小微工業(yè)企業(yè)發(fā)展的環(huán)境，另一方面，利用政策引導(dǎo)扶持小微工業(yè)走科技創(chuàng)新路線，促進(jìn)小微工業(yè)集群建立，引領(lǐng)整體產(chǎn)業(yè)升級(jí)，走可持續(xù)發(fā)展道路。小微工業(yè)企業(yè)應(yīng)當(dāng)強(qiáng)化自身，建立現(xiàn)代化企業(yè)管理制度，引入高素質(zhì)人才，，始終保持危機(jī)意識(shí)，始終堅(jiān)持創(chuàng)新發(fā)展保持競爭優(yōu)勢(shì)，以發(fā)展求生存，最終做大做強(qiáng)。
[Abstract]:Since 2003, the CPC Central Committee has adopted and implemented the strategy of revitalizing the old industrial bases in the Northeast, guided by the national strategy, guided by provincial and municipal policies, driven by innovation and development, and through various efforts. Liaoning Province, as a traditional old industrial base, ushered in a new chapter of all-round revitalization. Small and micro industrial enterprises are important components of our economy, with a large number and small scale. Small and micro industrial enterprises play an important role in the economic system of our province. They not only create a broad employment platform for our province, but also promote the protection of people's livelihood and the maintenance of social harmony and stability in our province. At the same time, it plays an important role in adjusting the economic structure of our province, promoting the upgrading of industrial structure and changing the mode of economic development. However, small and micro industrial enterprises are also faced with severe challenges. It is easy to build enterprises but difficult to maintain them, and it is difficult to maintain them. As the international financial crisis expands and the market continues to fluctuate, small and micro industrial enterprises are limited to their own small scale. Lack of scientific management system, weak financing capacity and labor-intensive production are easily eliminated in the market competition. As the market competition becomes more intense, the labor costs of employees increase, and the prices of raw materials and energy continue to rise. The foreign trade pressure caused by the appreciation of RMB is increasing. A large number of small and micro industrial enterprises are faced with the reduction of orders, the difficulty of refunds and even the breakage of the capital chain, which seriously affect the survival and development of small and micro enterprises. This situation is also gradually attracting the attention of the public. The thesis is divided into five chapters:. The first chapter is the introduction. In the introduction, it briefly introduces the background of this paper, mainly expounds the significance of the research purpose and research methods, and gives an overview of the problems faced by small and micro industrial enterprises. The second chapter is literature review. Firstly, small and micro enterprises are defined, and combined with the actual situation and relevant policies of our province, the growth theory of small and micro industry is systematically expounded, and combined with Liaoning Province industrial development strategy to make a preliminary analysis. The third chapter introduces the basic situation of the small and micro industry in Liaoning Province, and makes a concrete judgment and analysis on the economic status of the small and micro industrial enterprises in our province, the regional distribution of our province, the distribution of the industry and the situation of operation, etc. It has laid a solid foundation for studying and solving the problems faced by small and micro-industrial enterprises. Chapter 4th analyzes the practical problems faced by the small and microindustrial enterprises in our province, and gives a preliminary judgment. The small and micro industrial enterprises are constrained by the resources and the environment as well as the large and medium-sized enterprises. Because of their own problems, there are many shortcomings. There are many problems, such as lack of understanding of relevant policies and regulations, lack of national policies, lack of talents, poor financing ability, low overall innovation ability, and poor prospects for enterprise development. Chapter 5th provides specific suggestions for the development of small and micro industrial enterprises in our province. Combined with the industrial development strategy of Liaoning Province, the author thinks about the direction and approach of the development of small and micro industrial enterprises from the overall perspective. At the same time, it suggests that the government should give play to its own function. Establish and improve policies and regulations. On the one hand, create a suitable environment for the development of small and micro industrial enterprises, on the other hand, use policies to guide and support small and micro industries to take the line of scientific and technological innovation, to promote the establishment of small and micro industrial clusters, and to lead the overall industrial upgrading. Small and micro-industrial enterprises should strengthen themselves, establish modern enterprise management system, introduce high-quality talents, always maintain crisis consciousness, persist in innovation development and maintain competitive advantage, in order to develop and survive, small and micro-industrial enterprises should strengthen themselves, establish modern enterprise management system, introduce high-quality talents, and always maintain crisis consciousness. In the end, it becomes bigger and stronger.
