【摘要】：針對礦業(yè)權(quán)設(shè)置方案備案審查中存在的常見問題,從礦業(yè)權(quán)設(shè)置方案制度的優(yōu)化、礦業(yè)權(quán)微觀布局的基本功能定位出發(fā),提出了礦業(yè)權(quán)設(shè)置方案編制要遵從合理選擇編制區(qū)范圍、嚴(yán)謹(jǐn)論證礦業(yè)權(quán)四至范圍的合理性、明確辨析基本術(shù)語、如實反映現(xiàn)狀并分步解決遺留問題等幾個方面的要點,以期為礦業(yè)權(quán)設(shè)置方案編制人員明確思路,突出重點,從而為提高礦業(yè)權(quán)設(shè)置方案編制質(zhì)量提供幫助。
[Abstract]:In view of the common problems existing in the record and examination of mining right establishment scheme, the paper starts from the optimization of mining right setting scheme system, the basic function orientation of mining right micro layout, It is pointed out that the establishment of mining rights should follow the reasonable selection of the scope of the compilation area, rigorously demonstrate the rationality of the four to the scope of mining rights, clearly distinguish and analyze the basic terms, reflect the present situation truthfully and solve the remaining problems step by step, and so on. The purpose of this paper is to make clear the train of thought and highlight the key points for the personnel who plan the mining right setup, thus providing help for the improvement of the quality of the mining right establishment scheme establishment.
