【摘要】:中小企業(yè)在中國(guó)有著十分重要的地位。當(dāng)前金融機(jī)構(gòu)在對(duì)中小企業(yè)評(píng)價(jià)時(shí),往往采用與大型企業(yè)相近的評(píng)價(jià)體系,更強(qiáng)調(diào)全面性。由于評(píng)價(jià)體系不合適可能會(huì)造成中小企業(yè)信用評(píng)價(jià)結(jié)果與實(shí)際不符,這樣進(jìn)一步加劇了中小型企業(yè)融資難現(xiàn)象。在此背景下,建立一個(gè)符合中小企業(yè)特點(diǎn),又具可操作性的信用評(píng)價(jià)體系是有必要的。本文首先介紹了中小企業(yè)信用評(píng)價(jià)相關(guān)理論,然后分析了中小企業(yè)發(fā)展與信用評(píng)價(jià)體系現(xiàn)狀,在此基礎(chǔ)上構(gòu)建了信用評(píng)價(jià)體系與評(píng)價(jià)模型。最后對(duì)中小企業(yè)信用評(píng)價(jià)發(fā)展提出了對(duì)策建議并對(duì)全文進(jìn)行了總結(jié)與展望。在構(gòu)建中小企業(yè)評(píng)價(jià)體系時(shí),本文參考了大量文獻(xiàn)資料與銀行、擔(dān)保公司等金融機(jī)構(gòu)評(píng)價(jià)體系并進(jìn)行了歸納與總結(jié)。分為定量與定性兩個(gè)部分,其中定量部分主要通過(guò)文獻(xiàn)歸納總結(jié)得出,定性部分來(lái)自行業(yè)專家總結(jié),并通過(guò)層次分析法來(lái)計(jì)算體系中各層次要素的權(quán)重。中小企業(yè)信用評(píng)價(jià)模型的計(jì)算過(guò)程是,對(duì)于定量指標(biāo)在將其進(jìn)行標(biāo)準(zhǔn)化處理后,采用線性加權(quán)法計(jì)算,定性指標(biāo)則采用模糊數(shù)學(xué)綜合評(píng)價(jià)法來(lái)計(jì)算評(píng)估。然后利用實(shí)習(xí)過(guò)程中所接觸到的中小企業(yè)—江蘇sX電子有限公司為案例,采用本文構(gòu)建的模型對(duì)其進(jìn)行評(píng)價(jià),總評(píng)分為54.584分,對(duì)應(yīng)等級(jí)為BB級(jí),與金融機(jī)構(gòu)內(nèi)部等級(jí)較為接近。本文創(chuàng)新點(diǎn)主要是在構(gòu)建中小企業(yè)評(píng)價(jià)體系時(shí)將理論與實(shí)踐相結(jié)合,特別前往無(wú)錫錫山信泰擔(dān)保投資有限公司請(qǐng)教學(xué)習(xí),獲得了行業(yè)專家對(duì)于中小企業(yè)信用評(píng)價(jià)的相關(guān)實(shí)踐總結(jié),評(píng)價(jià)體系中定性部分主要基于此。除此以外提出了推動(dòng)信用評(píng)價(jià)機(jī)構(gòu)市場(chǎng)化,建立信用大數(shù)據(jù)平臺(tái)提供征信服務(wù)的建議。
[Abstract]:Small and medium-sized enterprises (SMEs) have a very important position in China. At present, when financial institutions evaluate small and medium-sized enterprises, they often use an evaluation system similar to that of large enterprises. More emphasis on comprehensiveness. Because the inappropriate evaluation system may cause the credit evaluation results of small and medium-sized enterprises to be inconsistent with the actual situation, thus further exacerbating the financing difficulties of small and medium-sized enterprises. In this context, the establishment of a system that conforms to the characteristics of small and medium-sized enterprises, It is necessary to have an operational credit evaluation system. This paper first introduces the relevant theories of SME credit evaluation, and then analyzes the current situation of SME development and credit evaluation system. On this basis, the credit evaluation system and evaluation model are constructed. Finally, the countermeasures and suggestions for the development of SME credit evaluation are put forward, and the full text is summarized and prospected. This paper refers to a large number of literature and financial institutions evaluation system, such as banks, guarantee companies, etc. It is divided into two parts: quantitative and qualitative, in which the quantitative part is mainly concluded by literature summarization. The qualitative part comes from the industry experts' summary, and calculates the weight of the elements of each level in the system by AHP. The calculation process of the credit evaluation model of small and medium-sized enterprises is that, after the quantitative indicators are standardized, The linear weighting method is used to calculate, and the fuzzy mathematics comprehensive evaluation method is used to calculate the qualitative index. Then, the case of Jiangsu SX Electronics Co., Ltd., which is contacted in the course of practice, is used as a case study. The model constructed in this paper is used to evaluate it. The total score is 54.584, the corresponding grade is BB, which is close to the internal grade of financial institutions. The innovation of this paper is mainly to combine theory with practice in the construction of evaluation system for small and medium-sized enterprises. In particular, he went to Wuxi Xishan Xintai guarantee Investment Co., Ltd. to consult and study, and obtained a summary of the relevant practice of the industry experts on the credit evaluation of small and medium-sized enterprises. The qualitative part of the evaluation system is mainly based on this. In addition, some suggestions are put forward to promote the marketization of credit evaluation institutions and establish the platform of credit big data to provide credit information services.
