低成本戰(zhàn)略下的Z集團(tuán)工程項(xiàng)目績(jī)效考核研究

【摘要】:大型建筑施工企業(yè)利潤的來源是各個(gè)工程項(xiàng)目,面對(duì)越來越激烈的國內(nèi)外市場(chǎng)競(jìng)爭(zhēng),企業(yè)如何有效提升工程項(xiàng)目管理來提高每一個(gè)工程項(xiàng)目的效益,進(jìn)而提高整個(gè)企業(yè)的效益,這個(gè)問題是大型建筑施工企業(yè)最高管理者所面臨的迫切需要解決的問題。隨著工程項(xiàng)目管理考核評(píng)價(jià)方法的不斷進(jìn)步,以及對(duì)其重要程度認(rèn)識(shí)的深入,傳統(tǒng)的僅僅基于成本、進(jìn)度、質(zhì)量和安全的工程項(xiàng)目績(jī)效考核體系已經(jīng)不能適宜大型建筑施工企業(yè)發(fā)展的需要。因此,如何更科學(xué)地考核大型建筑施工企業(yè)工程項(xiàng)目的績(jī)效,己經(jīng)成為需要迫切解決的難題。 建筑工程項(xiàng)目具有不可移動(dòng)性、周期性長(zhǎng)、材料復(fù)雜,生產(chǎn)方式多樣性等一系列特點(diǎn),給工程項(xiàng)目績(jī)效考核帶來了很大的困難。所以,本文在對(duì)我國大型建筑施工企業(yè)工程項(xiàng)目績(jī)效考核現(xiàn)狀的分析和總結(jié)的基礎(chǔ)之上,結(jié)合Z集團(tuán)工程項(xiàng)目管理的特點(diǎn),使用平衡記分卡的績(jī)效考核理論,分別從財(cái)務(wù)視角、客戶視角、運(yùn)行視角和學(xué)習(xí)視角四個(gè)方面,重新構(gòu)建了大型建筑施工企業(yè)工程項(xiàng)目績(jī)效考核指標(biāo)框架體系;并通過運(yùn)用層次分析法,科學(xué)合理地對(duì)各指標(biāo)賦予了相應(yīng)的權(quán)重,,通過對(duì)Z集團(tuán)某工程項(xiàng)目進(jìn)行實(shí)地考察,獲取了相關(guān)的數(shù)據(jù)和資料,檢驗(yàn)了文中所構(gòu)建的績(jī)效考核指標(biāo)體系的實(shí)用性和適用性,對(duì)應(yīng)用效果進(jìn)行了評(píng)估,并提出了應(yīng)用平衡記分卡進(jìn)行工程項(xiàng)目業(yè)績(jī)考核的建議及注意事項(xiàng)。 通過分析研究和實(shí)踐表明,本文設(shè)計(jì)的工程項(xiàng)目績(jī)效考核體系能夠更加科學(xué)和全面的對(duì)大型建筑施工企業(yè)的工程項(xiàng)目績(jī)效進(jìn)行評(píng)估。因此,對(duì)該類企業(yè)的項(xiàng)目績(jī)效考核具有一定的指導(dǎo)和借鑒作用。
[Abstract]:The profit source of large construction enterprises is each project. In the face of more and more fierce market competition at home and abroad, how can the enterprise effectively enhance the project management to improve the benefit of each project, and then improve the benefit of the whole enterprise? This problem is an urgent need to be solved by the top managers of large construction enterprises. With the continuous progress of project management assessment and evaluation methods and the in-depth understanding of its importance, the traditional only based on cost, Progress, quality and safety of engineering project performance evaluation system can no longer meet the needs of the development of large construction enterprises. Therefore, how to assess the performance of large construction enterprises more scientifically, It has become a difficult problem that needs to be solved urgently. Construction project has a series of characteristics, such as immobility, long periodicity, complex material and diversified production mode, which brings great difficulties to the performance appraisal of engineering project. Based on the analysis and summary of the present situation of engineering project performance appraisal in large construction enterprises of our country, combined with the characteristics of engineering project management in Z Group, this paper uses the performance appraisal theory of balanced Scorecard, respectively from the financial angle of view. From four aspects of customer perspective, operation perspective and learning perspective, this paper reconstructs the performance evaluation index system of large construction enterprise project, and gives the corresponding weight to each index scientifically and reasonably through the use of Analytic hierarchy process (AHP). Through the field investigation of a project in Z Group, the relevant data and data are obtained, the practicability and applicability of the performance appraisal index system constructed in this paper are tested, and the application effect is evaluated. The paper also puts forward some suggestions and points for attention on the application of balanced scorecard in engineering project performance evaluation. Through the analysis and practice, it is shown that the performance evaluation system designed in this paper can evaluate the project performance of large construction enterprises more scientifically and comprehensively. This kind of enterprise project performance appraisal has the certain guidance and the reference function.
