【摘要】:我國國有企業(yè)改革已進入全面攻堅階段,如何處理好改革過程中冗余員工的分流安置問題,一直是政府、企業(yè)和職工共同關注的焦點。隨著信息化時代的飛速發(fā)展,電子書、微型電腦等電子設備改變了人們特別是新生代的閱讀習慣,正在侵吞著傳統(tǒng)紙質品印刷的市場,對傳統(tǒng)的書刊、商業(yè)印刷帶來了嚴重的沖擊,使得印刷業(yè)務量迅速萎縮,引起行業(yè)內惡性競爭,許多印刷公司滑向了虧損的泥潭,因此紛紛選擇轉型升級,實施關停并轉。H公司是一家有著70多年歷史的國有印刷企業(yè),首先是在2008年就被廣州市政府列為影響環(huán)保類“退二進三”的第二批搬遷企業(yè);其次是各種電子閱讀工具的飛速發(fā)展蠶食了大量傳統(tǒng)書刊報紙雜志印刷的業(yè)務來源;再加上人工成本不斷上升、原材料價格不斷上漲、印刷工價不斷下降等等因素,對完全按正規(guī)操作的國有企業(yè)來說,日子越來越難過,與其在痛苦中等死,倒不如主動尋找活路。企業(yè)轉型升級迫在眉睫。經過慎重考慮,公司做出了“關停印刷主業(yè)、轉型物業(yè)開發(fā)”的決策,需進行分流安置員工高達336人。而此時,恰逢中國共產黨第十八次代表大會召開,如何使分流安置工作平穩(wěn)順利進行,給H公司的管理層提出了嚴峻的挑戰(zhàn)。本文以H公司在轉型過程中的員工分流安置為案例進行深入研究,探討國有企業(yè)改革過程中的勞動關系管理問題。文章將分析這一問題產生的背景、目前的現(xiàn)狀、并結合理論與實際案例提出問題解決的思路與對策,以期為研究這一問題的學者和其他改革過程中的國有企業(yè)提供有益借鑒。
[Abstract]:The reform of state-owned enterprises in our country has entered an all-around critical stage. How to deal with the problem of the diversion and placement of redundant employees in the process of reform has always been the focus of common concern of the government, enterprises and workers. With the rapid development of the information age, e-books have become more and more important. Electronic devices, such as microcomputers, have changed the reading habits of people, especially the new generation, and are usurping the market of traditional paper printing, which has brought a serious impact on traditional books and periodicals and commercial printing, resulting in a rapid decline in the volume of printing business. As a result of vicious competition in the industry, many printing companies have slid into the quagmire of losses. As a result, many printing companies have chosen to transform and upgrade, and shut down and turn over. H Company is a state-owned printing enterprise with a history of more than 70 years. In 2008, it was listed as the second group of relocation enterprises by the Guangzhou Municipal Government to influence environmental protection, and the rapid development of various electronic reading tools encroached on the business sources of a large number of traditional books, newspapers, magazines and magazines. Coupled with rising labor costs, rising prices of raw materials, declining printing prices, and so on, life is getting more and more difficult for state-owned enterprises operating entirely on a regular basis, rather than waiting to die in pain. It is better to take the initiative to find a way to survive. The transformation and upgrading of the enterprise is imminent. After careful consideration, the company has made the decision of "closing down the main printing industry and transforming property development", and needs to divert and resettle as many as 336 employees. At this time, Coinciding with the 18th Congress of the Communist Party of China, how to make the diversion and resettlement work smooth and smooth, This paper takes H Company's employee diversion and placement in the process of transformation as a case study. This paper discusses the management of labor relations in the course of the reform of state-owned enterprises. The paper analyzes the background of the problem, the present situation, and puts forward some ideas and countermeasures for solving the problem, combining with the theoretical and practical cases. In order to provide useful reference for the scholars who study this problem and other state-owned enterprises in the process of reform.
