【摘要】：項(xiàng)目采購管理在項(xiàng)目管理體系中占有十分重要的地位。項(xiàng)目是否能夠成功實(shí)施,其重點(diǎn)就是項(xiàng)目采購管理環(huán)節(jié)。項(xiàng)目采購管理機(jī)制的健全不僅能夠降低項(xiàng)目成本、避免因合同條款等問題的糾紛,而且能夠按時(shí)完成工期及其工作任務(wù),進(jìn)而節(jié)約了操作時(shí)間,防止貪污等問題的出現(xiàn)。本文以遼寧北票桃花山風(fēng)力發(fā)電項(xiàng)目設(shè)備采購管理工作為研究對(duì)象,介紹了桃花山風(fēng)力發(fā)電項(xiàng)目采購管理模式、采購管理原則和采購管理辦法,以桃花山風(fēng)力發(fā)電項(xiàng)目設(shè)備為例介紹了其采購流程、供應(yīng)商管理、采購合同管理等實(shí)踐。隨著國家宏觀經(jīng)濟(jì)的飛速發(fā)展,越來越多的新型產(chǎn)業(yè)迅速崛起,風(fēng)力發(fā)電作為新型能源不僅解決了居民點(diǎn)的用電問題,而且對(duì)節(jié)約資源、減少污染物排放具有顯著地社會(huì)經(jīng)濟(jì)效益。木文主要通過對(duì)遼寧北票桃花山風(fēng)力發(fā)電設(shè)備項(xiàng)目采購管理的研究,對(duì)中小型風(fēng)電企業(yè)工程項(xiàng)目采購提供借鑒經(jīng)驗(yàn)。首先,本文介紹了遼寧北票桃花山風(fēng)力發(fā)電項(xiàng)目的工程研究背景、目的及意義,回顧了國內(nèi)外采購管理的研究現(xiàn)狀,在此基礎(chǔ)上提出了本文的研究思路及研究方法。第二部分主要對(duì)項(xiàng)目采購管理的相關(guān)理論進(jìn)行概述,包括項(xiàng)目采購管理的定義與作用、原則、職能及其過程。第三部分介紹了遼寧北票桃花山風(fēng)力發(fā)電項(xiàng)目設(shè)備的采購管理原則,結(jié)合工程項(xiàng)目的采購管理模式的特點(diǎn),分析北票桃花山風(fēng)力發(fā)電項(xiàng)目設(shè)備采購管理模式的基礎(chǔ)和優(yōu)點(diǎn);對(duì)工程項(xiàng)目采購方法進(jìn)行了比較,結(jié)合北票桃花山風(fēng)力發(fā)電項(xiàng)目具體物資采購項(xiàng)目分析風(fēng)電設(shè)備采購項(xiàng)目的采購方式。第四部分制定了北票桃花山風(fēng)力發(fā)電項(xiàng)目設(shè)備采購方面的采購計(jì)劃編制流程、詢價(jià)供方選擇流程、招投標(biāo)流程、采購結(jié)算流程。有序的采購流程是采購工作順利進(jìn)行的基礎(chǔ)保證,通過對(duì)工程項(xiàng)目采購流程的介紹,能夠?yàn)閺V大中小型風(fēng)電企業(yè)工程項(xiàng)目采購流程等優(yōu)化與細(xì)化提供實(shí)踐指導(dǎo)。第五部分主要介紹了北票桃花山風(fēng)力發(fā)電項(xiàng)目設(shè)備的采購計(jì)劃、詢價(jià)比價(jià)方式選擇、采購招標(biāo)流程實(shí)施及采購合同的跟蹤管理。作為項(xiàng)目的主要管理單位,我們要研究和制定較為完善、切實(shí)可行的工程項(xiàng)目采購管理方式,建立有效的工程建設(shè)的采購管理體系,為今后開發(fā)項(xiàng)目投產(chǎn)做好充足的準(zhǔn)備。
[Abstract]:Project procurement management plays a very important role in the project management system. Whether the project can be successfully implemented or not, the key point is the project procurement management link. The perfection of project procurement management mechanism can not only reduce the project cost, Avoid disputes due to contract terms and other issues, and be able to complete the construction period and work tasks on time, thus saving operation time, This paper takes the procurement management of wind power project in Beipiao Taohua Mountain, Liaoning Province, as the research object, and introduces the procurement management mode, purchasing management principle and purchasing management method of wind power generation project in Taohua Mountain, Liaoning Province. Taking the Taohuashan wind power project as an example, the paper introduces its procurement process, supplier management, procurement contract management and so on. With the rapid development of the national macroeconomic, more and more new industries are rising rapidly. As a new type of energy, wind power not only solves the problem of electricity consumption in residential areas, but also saves resources. Reducing pollutant emission has significant social and economic benefits. The paper mainly through the study of procurement management of wind power equipment project in Beipiao Taohua Mountain, Liaoning Province, provides reference experience for project procurement of small and medium-sized wind power enterprises. First of all, This paper introduces the engineering research background, purpose and significance of wind power generation project in Beipiao Taohua Mountain, Liaoning Province, and reviews the research status of procurement management at home and abroad. In the second part, the related theories of project procurement management are summarized, including the definition, function and principle of project procurement management. The third part introduces the purchasing management principle of wind power project equipment in Beipiao Taohuashan, Liaoning Province, and combines the characteristics of procurement management mode of engineering project. This paper analyzes the basis and advantages of the equipment purchasing management model of Beipiao Taohuashan wind power generation project, and compares the procurement methods of the project, Analysis on the purchasing method of wind power equipment purchasing project combined with the specific material purchase project of Beipiao Taohuashan wind power project. Part 4th has formulated the purchasing plan and preparation process of the wind power project equipment procurement in Beipiao Taohua Mountain wind power project. Inquiry supplier selection process, bidding process, procurement settlement process. Orderly procurement process is the basis for the smooth progress of procurement, through the introduction of the project procurement process, It can provide practical guidance for the optimization and refinement of the procurement process of engineering projects in the vast number of small and medium-sized wind power enterprises. Part 5th mainly introduces the purchase plan of wind power project equipment in Beipiao Taohuashan wind power project and the selection of price inquiry methods. As the main management unit of the project, we should study and develop a more perfect and feasible project procurement management method, and establish an effective procurement management system for engineering construction. Make sufficient preparations for future development projects.
