【摘要】：集約化管理是現代管理中一項廣受推崇和應用的管理方法，是進行大型企業(yè)管理的有效手段。集約化管理就是通過采用現代科學技術和方法集中管理公司發(fā)展過程中的各種關鍵資源，實現資源優(yōu)化配置、提升企業(yè)核心競爭力和實現企業(yè)可持續(xù)發(fā)展的一種管理方式。在我國全面推進經濟發(fā)展方式由粗放型向集約型轉變的情況下，國有企業(yè)也逐漸開始了推行集約化管理的探索和實踐。國家電網公司作為保障國家經濟社會發(fā)展電力能源供應的重要電網企業(yè)，實現管理從粗放型向集約型轉變是應有的責任和義務。國家電網公司在建設“一強三優(yōu)”現代公司戰(zhàn)略目標的指導下，積極響應國家號召，提出了“轉變電網發(fā)展方式，轉變公司發(fā)展方式”的戰(zhàn)略途徑，集約化管理即是公司發(fā)展方式轉變的必然選擇。在推行集約化管理過程中，“三集五大”體系建設是其中的關鍵步驟，關系到公司發(fā)展方式向集約型轉變的成敗。 當前，國家電網公司已將“三集五大”體系建設視為轉變公司發(fā)展方式的核心任務，，并于2012年開始在公司范圍內全面推行“三集五大”體系建設。為了更好地對集約化理論進行研究，并更有效地指導電網企業(yè)集約化管理模式推進和電網發(fā)展方式的轉變，本文對集約化管理理論進行了更細致的歸納，在此基礎上應用SWOT模型對國家電網公司以“三集五大”體系建設為核心的集約化管理模式進行了解讀與分析；并以國家電網下屬某供電企業(yè)為實例對其集約化管理模式進行了實例研究，從理論與實踐相結合上證明了現階段電網企業(yè)實施集約化管理體制很大程度上可以起到提高效率、節(jié)約成本、改進服務以及提升競爭力的效果。最后本文構建了基于模糊綜合算法的電網企業(yè)集約化管理成熟度評價體系，為電網公司集約化管理成熟度進行評價提供了一種可資借鑒的科學方法。為電網企業(yè)更好地推進和改善集約化管理模式，實現企業(yè)戰(zhàn)略發(fā)展目標提供有益的指導。
[Abstract]:Intensive management is a widely respected and applied management method in modern management. Intensive management is to use modern science and technology and methods to centralize the management of all kinds of key resources in the process of development of the company, and realize the optimal allocation of resources. To promote the core competitiveness of enterprises and realize the sustainable development of enterprises. Under the circumstances of the overall promotion of economic development mode from extensive to intensive, State-owned enterprises have also gradually begun to explore and practice intensive management. The State Grid Company is an important power grid enterprise to ensure the national economic and social development of electric power supply. It is the responsibility and obligation to realize the change of management from extensive type to intensive type. Under the guidance of the strategic goal of constructing "one strong and three excellent" modern company, State Grid Company has responded positively to the call of the state and put forward "changing the mode of power grid development." Intensive management is the inevitable choice of the transformation of company's development mode. In the process of carrying out intensive management, the construction of "three sets and five major" system is the key step. Related to the development of the company to the success or failure of intensive transformation. At present, the State Grid Company has regarded the construction of the "three sets and five" system as the core task of changing the way the company develops. In 2012, the construction of "three sets and five" system has been carried out in the company. In order to study the theory of intensification, and to guide the promotion of intensive management mode of power grid enterprises and the transformation of the mode of power grid development more effectively, In this paper, the theory of intensive management is summarized in detail, and on the basis of this, the SWOT model is applied to interpret and analyze the intensive management model of State Grid Company, which is based on the construction of "three sets and five" system. Taking a power supply enterprise under State Grid as an example, the paper makes a case study on its intensive management mode, which proves that the implementation of intensive management system in power grid enterprises at present can improve the efficiency to a great extent. Finally, this paper constructs an evaluation system of power grid enterprise intensive management maturity based on fuzzy synthesis algorithm. It provides a scientific method for evaluating the maturity of intensive management of power grid companies and provides useful guidance for grid enterprises to better promote and improve the intensive management model and to realize the strategic development objectives of the enterprises.
