【摘要】：電力體制市場(chǎng)化的逐步深化對(duì)縣級(jí)供電企業(yè)的經(jīng)營(yíng)提出了更高的要求,如何提高經(jīng)營(yíng)能力成為縣級(jí)供電企業(yè)目前需要迫切解決的問(wèn)題。本文站在內(nèi)部管理者的角度,研究縣級(jí)供電企業(yè)經(jīng)營(yíng)能力的評(píng)價(jià)方法,目的在于找出存在的問(wèn)題,為改善和提升經(jīng)營(yíng)能力提供依據(jù)和思路,因此,本文評(píng)價(jià)方法借鑒財(cái)務(wù)報(bào)表分析理論中對(duì)企業(yè)評(píng)價(jià)的方法,將經(jīng)營(yíng)能力具體化為多個(gè)方面的能力,根據(jù)各方面的評(píng)價(jià)指標(biāo)依次對(duì)經(jīng)營(yíng)能力作出評(píng)價(jià)。本文首先剖析縣級(jí)供電企業(yè)的特殊性:從調(diào)研、訪談及文獻(xiàn)資料中提煉出縣級(jí)供電企業(yè)的經(jīng)營(yíng)特點(diǎn);利用單因素敏感性分析找出盈虧主要影響因素,進(jìn)而分析縣級(jí)供電企業(yè)的盈利模式與經(jīng)營(yíng)杠桿效應(yīng);基于文獻(xiàn)研究得出經(jīng)營(yíng)能力與經(jīng)營(yíng)成果的關(guān)系,并進(jìn)一步分析縣級(jí)供電企業(yè)經(jīng)營(yíng)能力的特點(diǎn)。其次,根據(jù)縣級(jí)供電企業(yè)的雙重經(jīng)營(yíng)目標(biāo),從社會(huì)責(zé)任和經(jīng)濟(jì)效益兩方面構(gòu)建評(píng)價(jià)框架并選擇評(píng)價(jià)指標(biāo):社會(huì)責(zé)任對(duì)應(yīng)電網(wǎng)運(yùn)維能力,并且以南方電網(wǎng)的社會(huì)責(zé)任評(píng)價(jià)指標(biāo)體系為基礎(chǔ)進(jìn)行篩選得出評(píng)價(jià)指標(biāo);經(jīng)濟(jì)效益對(duì)應(yīng)售電能力、成本控制能力和資產(chǎn)營(yíng)運(yùn)能力,評(píng)價(jià)指標(biāo)根據(jù)財(cái)務(wù)報(bào)表分析相關(guān)理論得到。此外,本文針對(duì)資產(chǎn)營(yíng)運(yùn)能力評(píng)價(jià)指標(biāo)計(jì)量存在的問(wèn)題展開研究,提出了兩點(diǎn)改進(jìn)。根據(jù)上述分析,最終得出了縣級(jí)供電企業(yè)經(jīng)營(yíng)能力的評(píng)價(jià)指標(biāo)體系,該評(píng)價(jià)指標(biāo)以電網(wǎng)運(yùn)維能力區(qū)分社會(huì)責(zé)任對(duì)經(jīng)營(yíng)能力的影響,并且修正了財(cái)務(wù)指標(biāo)的計(jì)量方法。然后,根據(jù)已確定的評(píng)價(jià)指標(biāo)體系,本文接著對(duì)單個(gè)企業(yè)和省經(jīng)營(yíng)能力的評(píng)價(jià)過(guò)程展開研究,得出了評(píng)價(jià)過(guò)程的邏輯步驟。單個(gè)企業(yè)的評(píng)價(jià)過(guò)程的關(guān)鍵為評(píng)價(jià)標(biāo)準(zhǔn)的確定,本文根據(jù)統(tǒng)計(jì)學(xué)原理以行業(yè)數(shù)組的上下四分位數(shù)作為臨界值將評(píng)價(jià)等級(jí)劃分為強(qiáng)、一般、弱3個(gè)等級(jí);省經(jīng)營(yíng)能力評(píng)價(jià)的關(guān)鍵在于明晰省經(jīng)營(yíng)能力構(gòu)成,本文根據(jù)對(duì)管理者的訪談和統(tǒng)計(jì)學(xué)的原理,將省經(jīng)營(yíng)能力分為平均水平(由平均值和集中分布范圍構(gòu)成)和分類結(jié)果(由類別、各類數(shù)量及占比構(gòu)成)兩部分。最后,基于評(píng)價(jià)指標(biāo)指標(biāo)體系和單個(gè)企業(yè)、省經(jīng)營(yíng)能力的評(píng)價(jià)過(guò)程提煉出本文的評(píng)價(jià)方法。此外,為驗(yàn)證評(píng)價(jià)方法的合理性,一方面通過(guò)與現(xiàn)有評(píng)價(jià)方法的對(duì)比,分析本文評(píng)價(jià)方法特點(diǎn)與縣級(jí)供電企業(yè)特殊性的對(duì)應(yīng)關(guān)系;另一方面,通過(guò)對(duì)評(píng)價(jià)方法的試用,檢驗(yàn)本文方法和步驟的可操作性。
[Abstract]:The gradual deepening of the power system marketization has put forward higher requirements for the management of county-level power supply enterprises, and how to improve the management ability has become an urgent problem for county-level power supply enterprises. The purpose of this paper is to find out the existing problems and to provide the basis and train of thought for improving and improving the management ability of the county-level power supply enterprises. Therefore, this paper uses the evaluation method of the financial statement analysis theory for reference to evaluate the enterprises. This paper analyzes the particularity of county-level power supply enterprises in the first place, and analyzes the particularity of county power supply enterprises. The characteristics of county-level power supply enterprises are abstracted from interviews and documents, and the main influencing factors of profit and loss are found out by using single-factor sensitivity analysis, and then the profit model and operating leverage effect of county-level power supply enterprises are analyzed. Based on the literature research, the relationship between the management ability and the management results is obtained, and the characteristics of the power supply enterprises at the county level are further analyzed. Secondly, according to the dual management objectives of the power supply enterprises at the county level, From two aspects of social responsibility and economic benefit, the evaluation framework is constructed and the evaluation index is selected: social responsibility corresponds to the power grid operation and maintenance capacity, and based on the social responsibility evaluation index system of Southern Power Grid, the evaluation index is obtained; The economic benefit corresponds to the power sale ability, the cost control ability and the asset operation ability, and the evaluation index is obtained according to the relevant theory of financial statement analysis. In addition, this paper studies the problems existing in the measurement of asset operation ability evaluation index. According to the above analysis, the evaluation index system of the power supply enterprises' management ability at the county level is obtained. The evaluation index distinguishes the influence of social responsibility on the operation ability by the power grid operation and maintenance ability. Then, according to the established evaluation index system, this paper studies the evaluation process of single enterprise and provincial management ability. The key of the evaluation process of a single enterprise is the determination of the evaluation standard. According to the statistical principle, the evaluation grade is divided into strong, general, with the upper and lower quartiles of the industry array as the critical value. The key to the evaluation of provincial management ability is to clarify the structure of provincial management ability. This paper is based on the principles of interviews with managers and statistics. The provincial management ability is divided into two parts: average level (composed of average value and concentrated distribution range) and classification result (composed of category, quantity and proportion). Finally, based on the evaluation index system and individual enterprise, In addition, in order to verify the rationality of the evaluation methods, on the one hand, through the comparison with the existing evaluation methods, This paper analyzes the corresponding relationship between the characteristics of the evaluation method and the particularity of the power supply enterprises at the county level, on the other hand, it verifies the maneuverability of the method and steps through the trial of the evaluation method.
