【摘要】：當(dāng)前,世界經(jīng)濟(jì)形復(fù)蘇依然艱巨,而中國(guó)經(jīng)歷了多年的快速發(fā)展,目前經(jīng)濟(jì)下行壓力加大,并且受到環(huán)境的約束日趨嚴(yán)峻,高投入、高消耗、高排放、低效率的粗放型增長(zhǎng)模式難以為繼。山西是全國(guó)最大的煉焦煤資源基地,也是最大的焦炭生產(chǎn)基地。焦化行業(yè)是山西的“煤焦冶電”四大支柱產(chǎn)業(yè)之一,占有著舉足輕重的地位。而焦化行業(yè)本身就是高消耗、高污染、高排放的行業(yè),在加上產(chǎn)能過剩、行業(yè)集中度低等問題,面臨的巨大的生存挑戰(zhàn)。對(duì)于陷入經(jīng)濟(jì)與環(huán)境雙重困境的山西焦化企業(yè)來說,通過發(fā)展循環(huán)經(jīng)濟(jì),充分提高資源的利用效率,綜合利用廢棄物替代購(gòu)買新的資源,減少資源的浪費(fèi),不僅能夠從源頭上解決減量化問題,從而改變末端治理的傳統(tǒng)發(fā)展模式,有利于企業(yè)降低成本,獲得巨大的經(jīng)濟(jì)效益、環(huán)境效益以及社會(huì)效益。因此,發(fā)展循環(huán)經(jīng)濟(jì)是其破解危機(jī)的必然選擇,具有重要的理論意義和現(xiàn)實(shí)意義本文以山西焦化企業(yè)循環(huán)經(jīng)濟(jì)發(fā)展為研究主題,對(duì)目前山西焦化企業(yè)循環(huán)經(jīng)濟(jì)發(fā)展現(xiàn)狀進(jìn)行分析,發(fā)現(xiàn)存在著焦煤資源緊缺、浪費(fèi)嚴(yán)重、污染嚴(yán)重等問題。而深入分析造成這些問題的原因發(fā)現(xiàn),主要在于：缺乏循環(huán)經(jīng)濟(jì)發(fā)展意識(shí),低水平盲目擴(kuò)張,重復(fù)建設(shè)；產(chǎn)業(yè)技術(shù)落后,產(chǎn)業(yè)集中度低；產(chǎn)業(yè)鏈條短,副產(chǎn)品加工和回收能力差。本文設(shè)計(jì)了企業(yè)層面和園區(qū)層面循環(huán)經(jīng)濟(jì)發(fā)展的模式,并依據(jù)循環(huán)經(jīng)濟(jì)指標(biāo)體系設(shè)計(jì)的六項(xiàng)基本原則,全面考慮循環(huán)經(jīng)濟(jì)的內(nèi)涵、要求及特征的基礎(chǔ)上,構(gòu)建出山西焦化企業(yè)循環(huán)經(jīng)濟(jì)評(píng)價(jià)指標(biāo)體系,并用主成分分析法作為分析方法分析了山西典型焦化企業(yè),得出其循環(huán)經(jīng)濟(jì)發(fā)展逐漸改善的結(jié)論。最后,本文提出了樹立循環(huán)經(jīng)濟(jì)發(fā)展理念、加快技術(shù)研發(fā)與工藝創(chuàng)新、建立循環(huán)經(jīng)濟(jì)發(fā)展長(zhǎng)效機(jī)制、尋求循環(huán)經(jīng)濟(jì)發(fā)展的政策支持、營(yíng)造有利于循環(huán)經(jīng)濟(jì)發(fā)展的文化氛圍等五條促進(jìn)山西焦化企業(yè)循環(huán)經(jīng)濟(jì)發(fā)展的對(duì)策建議。
[Abstract]:At present, the recovery of the world economy is still arduous, and China has experienced many years of rapid development. At present, the downward pressure on the economy is increasing, and it is increasingly severely constrained by the environment, with high investment, high consumption, and high emissions. Shanxi is the largest coking coal resource base and the largest coke production base in China. The coking industry is one of the four pillar industries in Shanxi Province. The coking industry itself is an industry with high consumption, high pollution, high emissions, and problems such as overcapacity, low industry concentration, etc. For Shanxi coking enterprises, which are in the dual predicament of economy and environment, through the development of circular economy, the utilization efficiency of resources can be fully improved, and the comprehensive utilization of waste will replace the purchase of new resources. Reducing the waste of resources can not only solve the problem of reducing quantity from the source, thus change the traditional development mode of terminal governance, but also benefit the enterprise to reduce its cost and obtain great economic, environmental and social benefits. The development of circular economy is its inevitable choice to solve the crisis, which has important theoretical and practical significance. This paper analyzes the current situation of circular economy development of Shanxi coking enterprises, taking the development of circular economy of Shanxi coking enterprises as the research theme. It is found that there are some problems such as shortage of coking coal resources, serious waste, serious pollution and so on. The causes of these problems are found: lack of consciousness of circular economy development, blind expansion of low level and repeated construction; The industrial technology is backward, the industrial concentration is low, the industry chain is short, the by-product processing and recovery ability is poor. This paper designs the development model of circular economy at the enterprise level and the park level, and designs six basic principles according to the index system of circular economy. On the basis of comprehensive consideration of the connotation, requirements and characteristics of circular economy, the evaluation index system of circular economy for Shanxi coking enterprises is constructed, and the principal component analysis method is used to analyze typical coking enterprises in Shanxi. Finally, the paper puts forward the idea of developing circular economy, speeding up technological research and development and technological innovation, establishing a long-term mechanism for the development of circular economy, and seeking policy support for the development of circular economy. Five countermeasures and suggestions to promote the development of circular economy in Shanxi coking enterprises are put forward, such as creating a cultural atmosphere conducive to the development of circular economy.
