【摘要】：能源問題始終是困擾人類社會(huì)是否能夠?qū)崿F(xiàn)可持續(xù)發(fā)展的關(guān)鍵問題。在21世紀(jì)的今天,由于化石能源的加速耗竭和環(huán)境問題的日益嚴(yán)峻,能源問題越發(fā)凸顯。中國(guó)光伏產(chǎn)業(yè)作為一種重要的新能源,近年來在國(guó)家政策的大力扶持下快速發(fā)展,在國(guó)際市場(chǎng)占據(jù)了較大的市場(chǎng)份額。當(dāng)前,中國(guó)光伏產(chǎn)業(yè)在快速發(fā)展的同時(shí),由于規(guī)制失靈,也陷入了產(chǎn)業(yè)發(fā)展的困境,需要進(jìn)行規(guī)制重構(gòu):理順政府和市場(chǎng)的邊界,依賴國(guó)內(nèi)市場(chǎng)需求發(fā)展,加大對(duì)研發(fā)環(huán)節(jié)的財(cái)稅扶持力度,進(jìn)一步完善支持價(jià)格制度。
[Abstract]:Energy problem has always been a key problem in the sustainable development of human society. In 21th century, due to the accelerated depletion of fossil energy and the increasingly serious environmental problems, The energy problem is becoming more and more prominent. As an important new energy source, China's photovoltaic industry has developed rapidly in recent years with the strong support of national policies, and has occupied a large market share in the international market. At present, With the rapid development of photovoltaic industry in China, due to the failure of regulation, it has also fallen into the predicament of industrial development. It needs to restructure regulation: straighten out the boundary between government and market, and rely on the development of domestic market demand. Increase the financial and tax support for R & D links, and further improve the supporting price system.
