【摘要】：中小企業(yè)在我國國民經(jīng)濟(jì)中占有舉足輕重的作用,但是在中小企業(yè)的發(fā)展過程中一直受到資金緊缺、融資困難等問題的制約。在融資過程中,中小企業(yè)往往受到銀行的歧視對待,為了爭奪有限的金融資源并且降低融資信用風(fēng)險,“擔(dān)保”這一手段被越來越多的應(yīng)用。但是隨著“擔(dān)保”應(yīng)用的越來越多,擔(dān)保中的種種問題逐漸暴露出來,引發(fā)了嚴(yán)重的信用危機(jī),加劇了企業(yè)的經(jīng)營和財務(wù)風(fēng)險。造成這一風(fēng)險的很大原因就是中小企業(yè)中對外擔(dān)保風(fēng)險內(nèi)部控制比較薄弱。本文以浙江JH交通工程有限公司對外擔(dān)保中的風(fēng)險為研究對象,首先分析了JH交通工程有限公司對外擔(dān)保存在的問題,然后運(yùn)用現(xiàn)代內(nèi)部控制理論,探討了如何構(gòu)建對外擔(dān)保風(fēng)險控制體系。本文共分為五個部分：第一部分綜述了國內(nèi)外在內(nèi)部控制理論與對外擔(dān)保風(fēng)險成因的相關(guān)研究進(jìn)展；第二部分介紹了擔(dān)保風(fēng)險與內(nèi)部控制理論基礎(chǔ)；第三部分闡述了江JH交通工程有限公司對外擔(dān)保的現(xiàn)狀,并剖析了對外擔(dān)保流程方面存在的問題；第四部分對浙江JH交通工程有限公司對外擔(dān)保風(fēng)險進(jìn)行分析；第五部分結(jié)合前述的理論,提出了如何在該浙江JH交通工程有限公司建立對外擔(dān)保業(yè)務(wù)風(fēng)險控制體系。本文中建立的對外擔(dān)保業(yè)務(wù)風(fēng)險控制體系不僅有利于浙江JH交通工程有限公司減少對外擔(dān)保風(fēng)險,同時對其他中小企業(yè)也具有一定的參考意義。
[Abstract]:Small and medium-sized enterprises play an important role in the national economy of our country, but in the process of development of small and medium-sized enterprises, they have been restricted by the shortage of funds, financing difficulties and other problems. Small and medium-sized enterprises are often discriminated against by banks. In order to compete for limited financial resources and reduce the credit risk of financing, "guarantee" is used more and more, but as "guarantee" is applied more and more, The problems in the guarantee were gradually exposed, which led to a serious credit crisis. The main reason for this risk is that the internal control of external guarantee risk in small and medium-sized enterprises is relatively weak. This paper takes the risk in Zhejiang JH Transportation Engineering Co., Ltd as the research object. This paper first analyzes the problems existing in the external guarantee of JH Transportation Engineering Co., Ltd., and then applies the modern internal control theory. This article is divided into five parts: the first part summarizes the research progress of the internal control theory and the cause of the external guarantee risk at home and abroad; The second part introduces the theoretical basis of guarantee risk and internal control, the third part expounds the current situation of external guarantee of JiangJH Traffic Engineering Co., Ltd, and analyzes the existing problems in the process of external guarantee. Part 4th analyzes the external guarantee risk of Zhejiang JH Transportation Engineering Co., Ltd. 5th part combines the theory, This paper puts forward how to establish the risk control system of external guarantee business in Zhejiang JH Traffic Engineering Co., Ltd. The risk control system of external guarantee business established in this paper is not only conducive to reducing the risk of external guarantee in Zhejiang JH Traffic Engineering Co., Ltd. At the same time for other small and medium-sized enterprises also have certain reference significance.
