【摘要】：工業(yè)園區(qū)是伴隨著我國改革開放而發(fā)展起來的，工業(yè)園區(qū)的建設(shè)和發(fā)展，為積極推進(jìn)城市現(xiàn)代化、科學(xué)配置土地資源、合理調(diào)整經(jīng)濟(jì)布局、有效改善投資環(huán)境、準(zhǔn)確引導(dǎo)產(chǎn)業(yè)集聚等方面創(chuàng)造了有利條件。雖然株洲市工業(yè)園區(qū)發(fā)展取得了一定成效，但是與我國上海、蘇州等先進(jìn)地區(qū)仍然有比較大的差距，在管理體制上、發(fā)展機(jī)制等方面存在著許多問題。本篇論文著眼于株洲市工業(yè)園區(qū)發(fā)展的歷程，調(diào)研了外省市工業(yè)園區(qū)發(fā)展思路和發(fā)展模式，結(jié)合株洲市區(qū)位特點(diǎn)、資源稟賦、工業(yè)發(fā)展，以理論分析和實(shí)證研究，微觀分析和宏觀分析相結(jié)合的方法，對株洲市工業(yè)園區(qū)發(fā)展背景、條件、基本情況和運(yùn)行體制進(jìn)行了全面分析，對株洲市工業(yè)園區(qū)發(fā)展存在的問題及存在問題的原因和株洲市工業(yè)園區(qū)所面臨的機(jī)遇與挑戰(zhàn)進(jìn)行了認(rèn)真的研究，提出了加快株洲市工業(yè)園區(qū)發(fā)展的對策及建議。 通過深入分析株洲市工業(yè)園區(qū)，本人認(rèn)為株洲市工業(yè)園區(qū)發(fā)展中存的主要問題是發(fā)展不均衡、發(fā)展戰(zhàn)略不清晰、運(yùn)行機(jī)制不順暢、支撐體系不健全等，針對這些問題，株洲市應(yīng)對工業(yè)園區(qū)的管理進(jìn)一步規(guī)范和強(qiáng)化，，從創(chuàng)造外部條件、營造支撐系統(tǒng)、理順管理機(jī)制等方面入手，不斷為株洲市工業(yè)園區(qū)發(fā)展創(chuàng)造一個(gè)優(yōu)良的發(fā)展環(huán)境，進(jìn)而促進(jìn)株洲市工業(yè)園區(qū)的可持續(xù)發(fā)展。
[Abstract]:Industrial parks are developing along with the reform and opening up of our country. The construction and development of industrial parks, in order to actively promote urban modernization, scientific allocation of land resources, rational adjustment of economic distribution, effective improvement of the investment environment, Accurate guidance of industrial agglomeration has created favorable conditions. Although the development of Zhuzhou Industrial Park has achieved certain results, there is still a relatively large gap with advanced areas such as Shanghai and Suzhou in our country, and there is still a relatively large gap in the management system. There are many problems in the development mechanism and so on. This paper focuses on the development course of Zhuzhou Industrial Park, investigates the thought and mode of industrial park development in other provinces and cities, and combines the location characteristics, resource endowment, industrial development of Zhuzhou City. In this paper, the background, conditions, basic situation and operation system of Zhuzhou Industrial Park are comprehensively analyzed by the methods of theoretical analysis and empirical research, micro analysis and macro analysis. This paper makes a serious study on the problems existing in the development of Zhuzhou Industrial Park and the reasons for the existing problems, and the opportunities and challenges that Zhuzhou Industrial Park faces, and puts forward some countermeasures and suggestions for accelerating the development of Zhuzhou Industrial Park. Through in-depth analysis of Zhuzhou Industrial Park, I believe that the main problems in the development of Zhuzhou Industrial Park are unbalanced development, unclear development strategy, unsmooth operation mechanism, imperfect supporting system, and so on. Zhuzhou City should further standardize and strengthen the management of industrial parks, starting with the creation of external conditions, the creation of supporting systems, the rationalization of management mechanisms, and so on, in order to create an excellent development environment for the development of industrial parks in Zhuzhou City. Then promote the sustainable development of Zhuzhou Industrial Park.
