【摘要】：最近幾年,風(fēng)力發(fā)電經(jīng)歷了一輪加速發(fā)展,許多地區(qū)都建立起大規(guī)模風(fēng)力發(fā)電場,但大規(guī)模風(fēng)力發(fā)電的上網(wǎng)給電網(wǎng)的安全穩(wěn)定帶來負(fù)面影響,由于沒有相關(guān)政策支持風(fēng)電并網(wǎng),因此電網(wǎng)沒有接受風(fēng)電的激勵(lì),這使得風(fēng)電并網(wǎng)的效率低下,許多地區(qū)出現(xiàn)棄風(fēng)現(xiàn)象。風(fēng)電并網(wǎng)問題己成為阻礙風(fēng)電發(fā)展的一大難題,而合適的補(bǔ)貼政策或許能緩和這個(gè)矛盾。 本文運(yùn)用產(chǎn)業(yè)組織理論分析風(fēng)電并網(wǎng)對(duì)系統(tǒng)帶來的影響,從基金和碳稅兩種補(bǔ)貼政策的角度,選取電網(wǎng)企業(yè),常規(guī)發(fā)電企業(yè),風(fēng)力發(fā)電企業(yè)和政府4個(gè)利益主體,建立基于拉姆齊定價(jià)的委托代理模型,分析拉姆齊定價(jià)下次優(yōu)的銷售電價(jià)和風(fēng)電補(bǔ)貼數(shù)量；同時(shí)提出縱向一體化的方法,為風(fēng)電并網(wǎng)問題尋找新的突破口。
[Abstract]:In recent years, wind power generation has experienced an accelerated development, many regions have established large-scale wind farms, but large-scale wind power grid security and stability have a negative impact on the Internet. Since there is no relevant policy to support wind power grid, so the grid has not been encouraged by wind power, which makes wind power grid inefficient. The problem of wind power grid connection has become a big problem that hinders the development of wind power, and appropriate subsidy policy may alleviate this contradiction. This paper applies the theory of industrial organization to analyze the impact of wind power grid connection on the system, from the perspective of fund and carbon tax subsidy policy, select power grid enterprises, conventional generation enterprises. Four stakeholders of wind power generation enterprises and the government establish a principal-agent model based on Ramsey pricing to analyze Ramsey pricing the next optimal price of electricity and the amount of wind power subsidies. At the same time, the method of vertical integration is put forward to find a new breakthrough for wind power grid connection.
