江門(mén)110kV橋頭變電站改造項(xiàng)目質(zhì)量與進(jìn)度管理研究

【摘要】:近年來(lái),由于電力需求的迅速增加,現(xiàn)存變電站逐漸難以滿足電網(wǎng)技術(shù)的發(fā)展和電網(wǎng)安全運(yùn)行的需求,變電站改造對(duì)電網(wǎng)建設(shè)作用日益重要。與新建電站不同,變電站改造工程具有工程施工量大、施工方法多變、施工面較多和施工人員交叉作業(yè)等特點(diǎn)。目前,110kV及以下變電站在我國(guó)面臨許多改造或擴(kuò)建工作。同時(shí),我國(guó)電力工程改造缺乏經(jīng)濟(jì)性和高效率的項(xiàng)目管理體系。因此,采用現(xiàn)代項(xiàng)目管理方法研究110kV及以下變電站改造項(xiàng)目的質(zhì)量管理和進(jìn)度管理具有重要意義。 本文結(jié)合江門(mén)110kV橋頭變電站改造項(xiàng)目中建筑工程、設(shè)備安裝、調(diào)試工程以及物資供應(yīng)與工程質(zhì)量與進(jìn)度等環(huán)節(jié)的實(shí)際情況,首先介紹項(xiàng)目質(zhì)量管理與進(jìn)度管理的基本理論;其次,對(duì)變電站改造工程的屬性進(jìn)行一般性的界定,以區(qū)別變電站新建工程;诖,針對(duì)變電站改造工程提出質(zhì)量管理和進(jìn)度管理方法,并闡述改造工程進(jìn)度和質(zhì)量之間的辯證依存與交互影響以及控制與協(xié)調(diào)的相應(yīng)方法。在概述江門(mén)110kV橋頭變電站改造工程的基礎(chǔ)上,結(jié)合“5S”管理方法,設(shè)計(jì)質(zhì)量管理體系(QMS)的持續(xù)改進(jìn)模式,同時(shí),介紹改造項(xiàng)目的總體流程,運(yùn)用工作結(jié)構(gòu)分解法(WBS)對(duì)改造工程進(jìn)行分解,運(yùn)用網(wǎng)絡(luò)計(jì)劃技術(shù)(CMP)估算和分析工程項(xiàng)目關(guān)鍵工序的持續(xù)時(shí)間,并運(yùn)用凈得值分析法對(duì)項(xiàng)目的進(jìn)度控制進(jìn)行分析。結(jié)合上述分析,找出項(xiàng)目質(zhì)量與進(jìn)度的影響因素,依次建立指標(biāo)體系,并用模糊綜合評(píng)價(jià)方法對(duì)改造工程質(zhì)量進(jìn)度綜合等級(jí)進(jìn)行評(píng)價(jià)。最后,基于項(xiàng)目的質(zhì)量和進(jìn)度管理分析以及綜合評(píng)價(jià)結(jié)果,針對(duì)工程項(xiàng)目管理中存在的問(wèn)題,提出對(duì)應(yīng)的解決措施,從而為我國(guó)其他變電站施工工程質(zhì)量與進(jìn)度的管理提供可借鑒的經(jīng)驗(yàn)。
[Abstract]:In recent years, due to the rapid increase of power demand, the existing substation is gradually difficult to meet the needs of the development of power grid technology and the safe operation of the grid. Substation transformation is increasingly important to the construction of the power network, which is different from the new power station. Substation reconstruction project has the characteristics of large amount of construction, variable construction methods, more construction surface and cross-operation of construction personnel, etc. At present. 110kV and below substations are faced with a lot of renovation or extension work in our country. At the same time, the transformation of electric power engineering in our country is lack of economical and high efficiency project management system. It is of great significance to adopt modern project management method to study the quality management and schedule management of 110 kV and below substation transformation projects. This paper combines the actual situation of the construction project, equipment installation, commissioning project, material supply, quality and progress of the project in Jiangmen 110kV Qiaotou substation transformation project. Firstly, the basic theory of project quality management and schedule management is introduced. Secondly, the attributes of substation transformation project are generally defined to distinguish the new substation project. Based on this, the quality management and schedule management methods are put forward for substation transformation project. The dialectical dependence and interaction between the progress and quality of the revamping project and the corresponding methods of control and coordination are described. The reconstruction project of Jiangmen 110kV Qiaotou substation is summarized. Combined with the "5S" management method, the continuous improvement mode of QMS is designed. At the same time, the overall process of the reconstruction project is introduced. The method of work structure decomposition (WBS) is used to decompose the reconstruction project and the network planning technique is used to estimate and analyze the duration of the key processes of the project. And the use of net value analysis of the project progress control analysis. Combined with the above analysis to find out the quality and progress of the project factors, and set up an index system in turn. Finally, based on the project quality and schedule management analysis and comprehensive evaluation results, in view of the existing problems in engineering project management. The corresponding solutions are put forward so as to provide reference experience for the management of construction quality and schedule of other substations in China.
