【摘要】：當(dāng)全球各經(jīng)濟(jì)體仍然在后金融危機(jī)時(shí)代艱難前行之時(shí),從2011年9月份開始，隨著我國(guó)國(guó)內(nèi)經(jīng)濟(jì)增長(zhǎng)的再次持續(xù)性放緩探底，我國(guó)鋼鐵工業(yè)的主要消費(fèi)需求增長(zhǎng)也凸顯疲弱乏力。國(guó)內(nèi)鋼鐵行業(yè)產(chǎn)能的結(jié)構(gòu)性生產(chǎn)能力過(guò)剩、規(guī)劃非常不合理不科學(xué)的產(chǎn)業(yè)生產(chǎn)力布局、含有較低附加值和技術(shù)含量的低端產(chǎn)品充斥市場(chǎng)以及仍然十分脆弱的上游鐵礦資源控制力等等，這些都是我國(guó)鋼鐵行業(yè)必須正確分析，，并亟待解決的棘手問(wèn)題。尤其在當(dāng)前的金融危機(jī)陰影還未散去大環(huán)境下,不但國(guó)內(nèi)鋼鐵出口需求前景仍不甚樂(lè)觀,鋼鐵企業(yè)期待已久的國(guó)內(nèi)下游行業(yè)的需求啟動(dòng)也形勢(shì)堪憂。更讓國(guó)內(nèi)鋼鐵行業(yè)雪上加霜甚為擔(dān)憂的是就在全球經(jīng)濟(jì)的“霧靄”尚未消散之時(shí)，2013年新春伊始，我國(guó)華北、華東地區(qū)連續(xù)出現(xiàn)大面積非常罕見(jiàn)的霧霾天氣，影響范圍之大、空氣污染之重、霧霾持續(xù)時(shí)間之長(zhǎng)，建國(guó)以來(lái)極為罕見(jiàn)。此次霧霾污染是不堪重負(fù)的環(huán)境對(duì)我們的又一次警告，已經(jīng)引起全社會(huì)的高度重視。隨著黨的十八大將生態(tài)文明建設(shè)提到新的國(guó)家發(fā)展戰(zhàn)略高度，再加上社會(huì)公眾環(huán)境意識(shí)的不斷增強(qiáng)，各級(jí)政府對(duì)環(huán)保工作的重視程度日益提高。鋼鐵企業(yè)作為能源消耗、污染產(chǎn)生和排放的主要來(lái)源之一，在企業(yè)經(jīng)營(yíng)中將面臨力度空前的環(huán)保壓力！H鋼鐵集團(tuán)特鋼公司加入H鋼鐵集團(tuán)以后，如何適應(yīng)鋼鐵市場(chǎng)競(jìng)爭(zhēng)的嚴(yán)峻形勢(shì)，發(fā)揮自身優(yōu)勢(shì)，科學(xué)制定并有效實(shí)施企業(yè)競(jìng)爭(zhēng)戰(zhàn)略，沖出“霧靄霧霾”，實(shí)現(xiàn)持續(xù)快速健康發(fā)展是本文主要研究和探討的問(wèn)題。 本文通過(guò)采用PEST分析方法、邁克爾·波特的五力分析模型以及IFE矩陣和EFE矩陣分析理論研究了H鋼鐵集團(tuán)特鋼公司面臨的外部環(huán)境,分析了企業(yè)當(dāng)前面臨的政治、經(jīng)濟(jì)環(huán)境和競(jìng)爭(zhēng)環(huán)境,找出了企業(yè)的外部機(jī)會(huì)和威脅；同時(shí)依據(jù)Robert M. Grant的相關(guān)資源理論對(duì)H鋼鐵集團(tuán)特鋼公司內(nèi)部環(huán)境進(jìn)行了研究,分析了企業(yè)的有形資源、無(wú)形資源、人力資源以及組織效能,找出了企業(yè)的內(nèi)部?jī)?yōu)勢(shì)和劣勢(shì)。論文最后利用SWOT分析,通過(guò)對(duì)H鋼鐵集團(tuán)特鋼公司所處的外部環(huán)境面臨的機(jī)會(huì)和威脅以及特鋼公司內(nèi)部自身優(yōu)勢(shì)和劣勢(shì)的綜合分析,制定了H鋼鐵集團(tuán)特鋼公司的競(jìng)爭(zhēng)戰(zhàn)略,企業(yè)應(yīng)該懫取的競(jìng)爭(zhēng)戰(zhàn)略是:以差異化、專業(yè)化為目標(biāo)，始終堅(jiān)持走特色、綠色發(fā)展之路，在有效控制成本的基礎(chǔ)上整合資源,規(guī)模化研發(fā)生產(chǎn)高技術(shù)含量、高品質(zhì)、高附加值特鋼產(chǎn)品,在占據(jù)以華北山東為中心的京津冀市場(chǎng)龍頭地位基礎(chǔ)上，繼續(xù)深耕有著高端產(chǎn)品開發(fā)“橋頭堡”的作用的華東市場(chǎng)，繼而輻射其他精品特殊鋼需求聚集區(qū)。在此基礎(chǔ)之上,制定了競(jìng)爭(zhēng)戰(zhàn)略實(shí)施的基本思路、實(shí)施措施,以技術(shù)研發(fā)、生產(chǎn)經(jīng)營(yíng)、市場(chǎng)營(yíng)銷作為具體實(shí)施戰(zhàn)略措施,以組織結(jié)構(gòu)、人力資源、財(cái)務(wù)管理和管理信息系統(tǒng)應(yīng)用等作為保障,為該公司競(jìng)爭(zhēng)戰(zhàn)略的選擇實(shí)施提供了有一定價(jià)值的參考建議和思路對(duì)策。

By using the PEST analysis method in this paper, on the face of H iron and Steel Group Special Steel Company's external environment of Michael Porter's five forces model and IFE matrix and EFE matrix analysis theory, analyzes the enterprise facing the political, economic environment and competitive environment, the enterprise's external opportunities and threats; at the same time, according to the relevant theory of Robert M. Grant resources study is made of H steel group special steel company internal environment, analyzes the tangible resources, intangible resources, human resources and organizational effectiveness, find out the internal advantages and disadvantages. Finally, using the SWOT analysis, a comprehensive analysis of the internal face by H iron and Steel Group Special Steel Company's external environment and opportunities the steel company and the threat of their own advantages and disadvantages, making the H iron and Steel Group Special Steel Company's competitive strategy, enterprises should take the competition strategy is Zhi In differentiation, specialization as the goal, always adhere to the characteristics, green development, integration of resources based on the effective control of cost, scale content, high technology R & D and production of high-quality, high value-added steel products, based in Shandong as the center of the North China to occupy the leading position of Tianjin market, continue cultivating there is a high-end product development "bridgehead" role of the East China market, and other radiation quality of special steel demand gathering area. On this basis, to develop the basic ideas, the implementation of the strategy implementation measures in technology research and development, production, marketing as a specific implementation strategy, organizational structure, human resources, financial management and the application of management information system as a guarantee, has provided some valuable suggestions and Countermeasures for the company's strategic choice and implementation.
