【摘要】：構(gòu)建軍民結(jié)合的工業(yè)體系，是適應(yīng)國(guó)防現(xiàn)代化建設(shè)的需要，，走新型工業(yè)化道路的必然選擇。經(jīng)過(guò)多年發(fā)展，我國(guó)武器裝備科研生產(chǎn)領(lǐng)域的軍民結(jié)合有了很大進(jìn)步，但依舊存在著諸如軍工相對(duì)封閉、資源共享不足、缺乏政策法規(guī)支持等問(wèn)題，使得現(xiàn)有軍民結(jié)合體系很難適應(yīng)新時(shí)期武器裝備發(fā)展的要求。軍民結(jié)合發(fā)展水平的評(píng)價(jià)是軍民結(jié)合研究中的難點(diǎn)問(wèn)題，對(duì)推動(dòng)軍民結(jié)合發(fā)展有著極其重要的研究?jī)r(jià)值和意義。 本文采用由理論到實(shí)際、由定性到定量、由總體到局部的研究思路，結(jié)合我國(guó)軍民結(jié)合發(fā)展形勢(shì)和工信部軍民結(jié)合推進(jìn)管理職能和工作實(shí)際，在對(duì)我國(guó)軍民結(jié)合產(chǎn)業(yè)規(guī)模進(jìn)行測(cè)算的前提下，將反映軍民結(jié)合發(fā)展水平的共性因素作為指標(biāo)內(nèi)容，設(shè)計(jì)了中國(guó)軍民結(jié)合發(fā)展的評(píng)價(jià)指標(biāo)體系，主要從基礎(chǔ)、產(chǎn)業(yè)、要素三大方面來(lái)對(duì)軍民結(jié)合發(fā)展情況進(jìn)行評(píng)價(jià)�；A(chǔ)結(jié)合主要圍繞體制機(jī)制、法規(guī)標(biāo)準(zhǔn)、服務(wù)體系三項(xiàng)內(nèi)容來(lái)衡量，產(chǎn)業(yè)結(jié)合主要從整體和局部?jī)蓚�(gè)方面來(lái)衡量，要素結(jié)合方面則圍繞技術(shù)、資源、資金三個(gè)方面的內(nèi)容展開(kāi)，運(yùn)用專家排序法來(lái)確定所涉及各指標(biāo)和各維度的權(quán)重。 對(duì)我國(guó)1949-2012年軍民結(jié)合發(fā)展水平以及美、英、俄等國(guó)家進(jìn)行了評(píng)價(jià)，從評(píng)價(jià)結(jié)果可以看出：2000年以來(lái)，國(guó)家在推動(dòng)軍民結(jié)合發(fā)展方面做出了很多努力，成效顯著，軍民結(jié)合發(fā)展水平呈現(xiàn)快速上升趨勢(shì)，2010-2012年我國(guó)軍民結(jié)合發(fā)展水平處于歷史較高水平。但與世界先進(jìn)水平相比，我國(guó)軍民結(jié)合水平整體較低，軍民結(jié)合產(chǎn)業(yè)的結(jié)構(gòu)發(fā)展仍不平衡，武器裝備采購(gòu)制度還不完善，軍民結(jié)合發(fā)展?jié)摿H處于中等水平。 為解決我國(guó)軍民結(jié)合存在的問(wèn)題，本文通過(guò)對(duì)我國(guó)軍民結(jié)合面臨的外部形勢(shì)和內(nèi)部條件的分析，提出了促進(jìn)我國(guó)軍民結(jié)合發(fā)展的政策建議。希望通過(guò)本文的研究工作能夠有效地推進(jìn)我國(guó)軍民結(jié)合的快速發(fā)展。
[Abstract]:To build an industrial system of military and civilian integration is an inevitable choice to meet the needs of national defense modernization and to take a new type of industrialization road . After years of development , the military and civilian integration in the field of scientific research and production in our country has made great progress , but there are still problems such as relative closing of military personnel , insufficient resources sharing and lack of policy and regulations support . The evaluation of military and civilian integration development level is a difficult problem in the research of military and civilian integration . It has very important research value and significance to promote the development of military and civilian integration . Based on the theory to practice , from qualitative to quantitative , from the general to the local research thinking , combining with the development situation of military and civilian integration in our country and the military and civilian integration of the Ministry of Industry and Civil , this paper designs the evaluation index system of the development of military and civilian integration in China . Compared with the advanced level of the world , the military and civilian integration level of our country is relatively low , the structure development of the military and civilian integration industry is still not balanced , and the military and civilian integration development potential is only at the middle level . In order to solve the problems of the military and civilian integration in our country , this paper puts forward the policy suggestion to promote the development of military and civilian integration in our country through the analysis of the external situation and internal conditions faced by the military and civilian integration in our country . It is hoped that the research work of this paper can effectively advance the rapid development of the military and civilian integration in our country .
